A. Project Context
Numeracy is one of the fundamental skills that a learner must
develop. According to Belleza (2022) numeracy skills are important
mathematical skills that include a variety of capabilities to understand and
analyze numerical information, to make the right conclusions and
decisions, and apply in daily life the concepts and ideas of mathematics.
Likewise, Haley (2022) proposed that numeracy is a key contributing
factor to developmental growth around the globe. Being numerate means,
you have the confidence to use the fundamental operations and problem
solving in understanding complex topics (Gigante, 2020). It goes beyond
the mere knowledge of number facts and processes and the ability to
perform arithmetic operations (Villanueva, 2015).
On the other hand, Filipino students performed poorly in
Mathematics in the Program for International Student Assessment (PISA)
2018 where more than 50% obtaining scores below the lowest proficiency
level. Scoring below the lowest level of proficiency in the PISA, these
Filipino students have been clearly left behind in terms of mathematics
education where more than half of this age group of Filipino students have
inadequate mathematical skills compared to their peers in other parts of
the world (Lapinid, et. al, 2018). Thus, numeracy is one of the priorities of
the teachers because this is an emerging problem along with literacy in
the Department of Education.
B. Innovative Proposal

II. Problems/Issues to be There are 7 Grade 11 non-
Addressed numerates identified during the
First Quarter Assessment of the
School Year 2024-2025. Of the non-
numerates, 4 are from Grade 11-
Exodus while 3 are from Grade 11-
Genesis. Based on the assessment
conducted and observation of the
Mathematics teacher, these non-
numerate learners lack the
competency in terms of the four
fundamental operations involving
signed numbers in Mathematics.
III. Rationale These non-numerate learners must
be given intervention to save them
from dropping out. Thus, the
proponent, will implement the
Project RUN (Rescue and Unfold
Non-Numerates) which aims to help
the learners master the four
fundamental operations in
Mathematics such as addition,
subtraction, multiplication, and
division involving signed numbers
using the different numeracy
intervention activities that are
appropriate to them.
IV. Specific Objectives After the intervention program, all
the non-numerates will be able to
demonstrate mastery of the 4
fundamental operations involving
signed number in Mathematics.
