1. Introduction:
The Learning Resource Centre of JAIN (Deemed-to-be University), in association with the
Karnataka State Library Association (KALA) and LIS Academy, Bangalore, successfully
organized a two-day National Conference on 23rd and 24th May 2025. The conference,
organized by JAIN (Deemed-to-be University) focused on the vital role of libraries in enhancing
academic excellence through the integration of accreditation standards and emerging
technologies.
The conference commenced with a welcome speech by Mr. Prithviraj, Librarian. Formal
inaugural session graced by esteemed dignitaries including Chief Guest Dr. B.D. Kumbar, Vice
Chancellor of Davanagere University, and Guest of Honour Dr. P.V. Konnur, President of LIS
Academy, Bengaluru. The Conference Chair for the session was Dr. Shekara H.P., Librarian,
JAIN (Deemed-to-be University). The keynote address was delivered by Professor (Dr.) B.T.
Sampath Kumar, Tumkur University.
Distinguished speakers enriched the sessions with their expertise and thought-provoking insights.
A significant number of academicians and library professionals contributed to the conference by
presenting insightful research papers. The Best Paper Award was conferred to [Link] K and
Dr. Rupesh Kumar for the paper titled “Open Access Citation Advantage: Evidence from
Scholarly Productivity Analysis of Top Ten NIRF–Ranked Universities.”
The conference concluded with a valedictory session presided over by the Guest of Honour
Address by Dr. S.L. Kadadevara Math, President, KALA & Read Book Foundation, Bengaluru.
The Chief Guest, Mrs. Uma Mahadevan, IAS, Additional Chief Secretary & Development
Commissioner, Government of Karnataka in her absence, expressed sincere appreciation for the
effective organization and impactful outcome of the conference.
The feedback received from participants was overwhelmingly positive and expressed their
appreciation for the conference. The National Conference concluded on a high note, fostering
new ideas, collaborations, and reaffirming the role of libraries as vital hubs of learning,
innovation, and academic excellence in the digital age.

3. Program
The National Conference on “Transforming Libraries: Synergy between Accreditation
Technology and Academic Excellence”, held on 23rd and 24th May 2025 at CMS Business
School, JAIN (Deemed-to-be University), was aimed at exploring the evolving role of libraries in the
landscape of higher education. The conference focused on how academic libraries can strategically
align themselves with institutional goals, especially in the context of national accreditation
frameworks such as NAAC and NIRF. It emphasized the importance of digital transformation,
highlighting the shift from traditional print resources to digital repositories, and the integration of
advanced technologies such as Artificial Intelligence (AI), Internet of Things (IoT), and other ICT
tools to enhance service delivery.
Through keynote addresses, invited talks, and technical sessions, the conference offered insights into
best practices in library management, scholarly communication, and research visibility using tools
like scientometrics and altmetrics. Discussions also included the critical contribution of libraries to
sustainable development, aligning their services with the United Nations Sustainable Development
Goals (SDGs), and fostering green and inclusive knowledge spaces. Overall, the event served as a
platform for academicians, library professionals, and researchers to engage in meaningful dialogue
on how libraries can act as catalysts for academic excellence and institutional accreditation in the
digital age.

The National Conference on “Transforming Libraries: Synergy between Accreditation Technology
and Academic Excellence” was held on 23rd–24th May 2025 at CMS Business School, Bengaluru.
The event focused on the evolving role of academic libraries in accreditation and quality assurance
processes.
It featured keynote addresses, invited talks, and technical sessions by eminent speakers and library
professionals.
Dr. B. D. Kumbar, Vice Chancellor of Davanagere University, served as the Chief Guest.
Topics included digital transformation, AI in libraries, user engagement, and research support tools.
Speakers addressed the integration of ICT tools and best practices in scholarly communication.
Sessions explored the role of libraries in achieving Sustainable Development Goals (SDGs).
Over 30 research papers were presented across multiple thematic sessions.
Product presentations by EBSCO, Emerald, and Easylib showcased modern library solutions.
The conference concluded with a valedictory session and certificate distribution.
6. Guest/Speakers’ Profile:
6.1 Dr. P V Konnur
Vice-Chancellor, Davangere University, Davangere
Prof. B. D. Kumbar is a distinguished scholar in the field of Library and Information Science with an
illustrious academic and administrative career. He served as the President of the Indian Library
Association (ILA) from April 2019 to April 2022. A Senior Professor (Retd.) from the Department
of Library and Information Science at Karnatak University, Dharwad, Dr. Kumbar has made
significant contributions to teaching, research, and institutional development.
He has held several prominent positions, including Secretary and Vice-President of IATLIS, and
has been an active contributor to academic governance, being associated with more than 25
universities across India as a member of Boards of Examiners (BOE), Boards of Studies (BOS),
and Boards of Appointment (BOA).
A prolific academic, he has published over 160 research papers, edited 15 books, and successfully
guided 23 Ph.D. scholars, with one currently under his supervision. Prof. Kumbar was honored with
the prestigious Dr. C. D. Sharma Award for the best written and presented paper at the 50th ILA
Conference held in Vadodara in 2004.
His leadership in organizing key conferences includes the IATLIS Conference (2007) and the ILA
International Conference (2013). He also served as the Coordinator of SAP (2011–2014) and
completed a major research project under the UPE-HDU-III Programme as Principal Investigator.
Prof. Kumbar has played a pivotal role in academic administration as a Member of the Academic
Council, elected Member of the Senate and Finance Committee, and held roles such as
Secretary and President of KUPGTA at Karnatak University.
Currently, he serves as the Vice-Chancellor of Davangere University, continuing his dedication to
higher education and academic excellence
6.2 Dr. Shivashankar L. Kadadevaramath

Former Associate Professor, Sree Siddaganga College, Tumkur
Dr. Shivashankar L. Kadadevaramath is a distinguished academician and library science professional
with over 34 years of dedicated service in the field of Library and Information Science. He served as
Associate Professor and Head of the Library & Information Center at Sree Siddaganga Arts, Science,
and Commerce College for Women, Tumkur, from 1986 to 2014, and was also a guest faculty at
Tumkur University. Prior to this, he worked as a Project Officer at the India Development Center in
Dharwad as part of the Adult Education program. Dr. Kadadevaramath holds M.A., MLISc, [Link].,
and Ph.D. degrees, and has made significant contributions to teaching, research, and professional
development.
He has held several leadership roles including President of the Karnataka State Library Association
(KALA) for the 2024–2026 term, and Honorary President of the Karnataka State Pre-University
College Librarians Association (KSPUCLA). He has also served as Vice President of the Indian
Library Association (ILA), the All India Academic Library Association (AIALA), and the Karnataka
State College Librarians Association (KSCLA), where he was President from 2006 to 2013. His
involvement with the Karnataka Knowledge Commission (Higher Education) further highlights his
commitment to policy and academic development.
Dr. Kadadevaramath has organized more than 17 national and international conferences and
conducted numerous ICT workshops, training over 600 college librarians in association with
Gulbarga University. He has attended and presented papers at 53 conferences and currently serves as
Managing Director of the Indian Journal of Library and Information Technology (IJLIT).
Recognized for his work, he has received over 50 awards, including the Best Librarian Award from
the Government of Karnataka and the Zilla Rajyotsava Award from Tumkur District in 2008.
Beyond academia, Dr. Kadadevaramath has been an active member of Rotary International since
1994, holding roles such as Club President, Assistant Governor, Zone Governor, and Director of
Membership Development. He led international meetings in Kuala Lumpur and Northern India,
strengthening inter-district and international collaboration. As President of the Rotary Charitable
Trust, Tumkur, he continues to drive impactful social initiatives.
He is the founder of the Read Book Foundation, which promotes reading and personality
development. Through this initiative, over 42,000 books have been distributed across 450 schools
and colleges, impacting over 2 million students. Additionally, 100,000 health awareness books on
diabetes and 200,000 motivational posters have been disseminated across Karnataka. His initiatives
focus on water conservation, environmental sustainability, life skills, adolescent health, and digital
communication, making him a leading force in both educational and social transformation.
