GENERAL PROCUREMENT NOTICE/
REGISTRATION AS SERVICE PROVIDER FOR YEAR 2025
PROCUREMENT ACTIVITIES
1. INTRODUCTION
NIRSAL PLC is a Public Limited Company incorporated under the Companies and Allied Matters Act
(CAMA) as a licensed Non-Bank Financial Institution. NIRSAL PLC is saddled with the mandate of
facilitating the flow of credit and investment to Agribusiness Value Chain players as well as de-
risking agricultural lending in Nigeria. In pursuit of its mandate, the need exists to conduct the
procurement of key inputs for its Programs and Projects across the Federal Republic of Nigeria.
2. OBJECTIVE
The purpose of this publication is to Request for Registration from individuals, private sector
companies and other organizations desiring to render services to NIRSAL PLC and willing to be
captured in the database of qualified service providers of the institution. This will also include the
updating of expired statutory documents by existing vendors with evidence of Vendors Registration
Status Report issued in 2024.
3. CATEGORIES OF SERVICES
The various services are listed in appendix 1 and generally fall into the underlisted categories:

4. ELIGIBILITY CRITERIA
This General Procurement Notice/Registration requires basic information of the service providers
and must include the underlisted Registration Documents with 2025 validity dates:
i. Evidence of incorporation of the company by the Corporate Affairs Commission (CAC)
ii. Evidence of Registration with Relevant Professional Bodies
iii. Evidence of Current Tax Clearance Certificate issued in 2024/2025
iv. Evidence of VAT Registration
v. Company Audited Account for three years ending in 2024
vi. Evidence of Compliance with Industrial Training Fund (ITF)
vii. Evidence of Compliance with Nigeria Social Insurance Trust Fund (NSITF)
viii. Evidence of at least 3 similar jobs executed in the last 3 years from 2022, including letters of
award and completion certificates for selected services
ix. Detailed Resume for Individual Consultants
x. Evidence of Registration/ Certification with Agriculture Business Regulators such as National
Agricultural Seed Council (NASC), etc. – for Inputs/Seed Supply Companies Only
Only shortlisted persons, firms or consortia shall be contacted to obtain
“Invitation to Bid” or “Request for Proposal” Documents with a view to further participate in
2025 procurement exercises.
5. SUBMISSION OF PREQUALIFIED DOCUMENTS/REGISTRATION INFORMATION
All Expressions of Interests (EoIs) are required to be submitted online at:

• Registration opens from 10:00am Tuesday June 17th to 4:00pm, Thursday July 31st 2025.
6. SELECTION PROCESS & RESPONSE DEADLINE
NIRSAL PLC will review the submissions and recommend service providers for further participation.
NIRSAL PLC reserves the right to disregard/disqualify any application that does not meet the
guidelines and criteria in items 4 and 5 above.
