Foreword
This translation has been made based on the original Japanese Industrial
Standard established by the Minister of International Trade and Industry
through deliberations at Japanese Industrial Standards Committee in
accordance with the Industrial Standardization Law.
This Standard has been established in accordance with the 3-year Plan for
the Conformity to the International Standards led by the Agency of Industrial
Science and Technology. As a result of investigation and deliberation made
for conformity between JIS and the corresponding International Standard
concerning general rules for testing and inspection of steel, it was made
clear that although there was a considerable difference in structure between
JIS and the corresponding International Standard, it included the content
of JIS sufficiently. After discussions held with conformity of the structure
of JIS to that of the corresponding International Standard and withdrawal
of the current JIS in mind, the corresponding International Standard was
adopted in its entirety with regard to the detailed report for which JIS G
0303 General rules for inspection of steel had formerly offered provisions,
and consequently this Japanese Industrial Standard was established on
the basis of IS0 10474 Steel and steel products-Inspection documents.
Attention is drawn to the possibility that some parts of this Standard may
conflict with a patent right, application for a patent after opening t o the
public, utility model right or application for registration of utility model
after opening to the public which have technical properties. The relevant
Minister and the Japanese Industial Standards Committee are not responsible
for public, utility model right or application for registration of utility model
after opening to the public which have the said technical properties.

Introduction This is the Japanese Industrial Standard prepared on the basis of
b I S 0 10474 Steel and steel products-Inspection documents published on December
Ist, 1991 as the first edition, without modifying its technical content and structure.
1 General
1.1 Scope This Standard defines the Werent types of inspection documents supplied
to the purchaser, in accordance with the requirements of the order, for the delivery
of iron and steel products. However, if agreed in the order, it may also apply to
other products.
This Standard is t o be used in conjunction with other International Standards
which specify the general technical delivery conditions:
- for steel and steel products, see IS0 404
- for steel castings, see IS0 4990
1.2 Normative references The following standards contain provisions which,
through reference in this text, constitute provisions of this Standard. At the time of
publication, the editions indicated were valid. All standards are subject t o revision,
and parties to agreements based on this Standard are encouraged to investigate the
possibility of applying the most recent editions of the standards indicated below.
Members of IEC and IS0 maintain registers of currently valid International Stan-
dards.

1.3 Definitions For the purposes of this Standard, the following definitions ap-

1.3.1 non-specific inspection and testing Inspection and testing carried out by
the manufacturer in accordance with his own procedures, t o assess whether prod-
ucts made by the same manufacturing process meet the requirements of the order.
The products inspected and tested may not necessarily be the products actually sup-
plied.

1.3.2 specific inspection and testing Inspection and testing carried out, before

7 delivery, according t o the technical requirements of the order, on the products t o be
supplied o r on test units of which the product supplied is part, in order t o verify
whether these products comply with the requirements of the order.

Remarks : Current discussions indicate that the term “inspection and test-
ing” will be replaced by “inspection”.

2 Documents drawn up from inspection and tests carried out by personnel
authorized by the manufacturer and who may be involved in the manufac-
turing department
2.1 Certificate of compliance with the order “2.1” A document in which the
manufacturer certifies that the products supplied comply with the requirements of
the order, without mention of any test results. 4
The certificate of compliance with the order “2.1”is a document drawn up on the
basis of non-specific inspection and testing.
2.2 Test report “2.2” A document in which the manufacturer certifies that the
products supplied comply with the requirements of the order, and in which he sup-
plies test results based on non-specific inspection and testing.
2.3 Specific test report “2.3” A document in which the manufacturer certifies
that the products supplied comply with the specifications of the order, and in which
he supplies test results based on specific inspection and testing.
The specific test report “2.3”is only used by a manufacturer who does not have
an authorized quality control department which is independent of the manufactur-
ing departments.
If the manufacturer uses an authorized quality control department which is inde-
pendent of the manufacturing department, he shall supply a 3.1.B certificate (see
3.1) instead of a 2.3 certificate.
3 Documents drawn up from inspection and tests carried out or supervised
by authorized personnel independent of the manufacturing department, and
based on specific testing
3.1 Inspection certificate A document issued on the basis of inspection and tests
carried out in accordance with the technical specifications of the order or of official
regulations and the corresponding technical rules.
The tests shall be carried out on the products supplied or those in the inspection
unit of which the consignment constitutes a part.
The inspection unit is set by the product standard, the official regulations and
corresponding technical rules or by the order. There are three different types as
follows.
Inspection Certificate “3.LA” is issued and validated by an inspector designated
in the official regulations, in accordance with these and the corresponding technical
rules.

Inspection certificate “3.1.B”is issued by the department independent of the
manufacturing department and is validated by an authorized representative of
the staff independent of the manufacturing department.
Inspection certificate “3.1.C” is issued and validated by an authorized repre-
sentative of the purchaser, in accordance with the specifications of the order.

3.2 Inspection report Where the inspection certificate is validated, following a
special agreement, both by the manufacturer’s authorized representative and the
purchaser’s authorized representative, it is known as inspection report “3.2”.
4 Inspection documents to be supplied by a process or an intermediary When
a product is supplied by a processor or an intermediary, they shall submit t o the
purchaser, without any modifications, the manufacturer’s documentation as described
in this Standard.
This documentation shall include suitable means of identification of the product,
in order to ensure the traceability between the product and the documentation (see
IS0 404 : 1992).
If the processor or intermediary has changed the state or dimensions of the prod-
uct in any way, he shall supply an additional document of compliance for these new
conditions. This shall also apply t o all special requirements not included in the
manufacturer’s documentation.
5 Validation of inspection documents The inspection documents shall be signed
or marked in an appropriate way by the person(s) responsible for the validation of
documents. However, if the certificates are prepared by a suitable data-processing
system, the signature may be replaced by an indication of the name and position of
the person responsible for validating the document.
6 Summary of document A summary of documents covered by this Standard is
given in Table 1.
