1. Introduction
Brouj Consulting Firm invites qualified engineering consultancy firms to submit proposals for the basic
design phase of the Al-Khair Petrochemical Zone/Port Project. This project aims to develop a

2. Project Overview
The Al-Khair Petrochemical Zone/Port Project involves designing a facility for petrochemical processing,

which includes BFDs, PFDs, a conceptual plot plan, equipment list, utility requirements, and other
deliverables. The consultant will refine these into detailed preliminary engineering outputs, integrating
energy and material balances, PV solar feasibility, operational philosophy, HVAC, and firefighting systems,
ensuring alignment with operational goals, safety standards, sustainability, and Sudanese regulations.
3. Scope of Work
The consultant will collaborate with Brouj Consulting Firm, using the provided conceptual design and
additional client input, and adhere to Sudanese regulatory standards and industry best practices (API,
ASHRAE, NFPA, ASME, IEC).
4. Required Deliverables
The following deliverables are required for the basic design phase of the Al-Khair Petrochemical
Zone/Port Project. These build upon the conceptual design outputs and are expected to be submitted as
a comprehensive package.
o Description: Minutes of meeting (MOM), updated needlist for additional client data, and
basic design execution plan.
o Description: Refined PFDs from the conceptual design, detailing major equipment, flow
rates, pressures, temperatures, and material balances.
o Purpose: Enhance process scheme accuracy for EMB and equipment sizing.
o Description: Initial P&IDs based on conceptual PFDs, showing major equipment, piping,
valves, instrumentation, and tie-ins for firefighting and potential solar systems.
o Description: Refined list from the conceptual equipment list, detailing major equipment
(e.g., storage tanks, pumps, loading arms, cranes) with functional specifications
(capacity, pressure, temperature), preliminary sizing, material selections, quantities, and
compliance with standards (e.g., API, ASME).
o Purpose: Finalize equipment needs for process, storage, and port operations.
o Description: Detailed balance refining the conceptual PFDs, quantifying material (e.g.,
petrochemicals, water) and energy (e.g., electricity, heat) flows, including inputs,
outputs, and losses across process units and utilities.
o Purpose: Optimize process efficiency, size utilities, and inform solar feasibility.
o Description: Refined layout from the conceptual plot plan, showing equipment locations,
berth arrangements, utility zones (including HVAC, firefighting, potential solar arrays),
and access routes with preliminary dimensions.
o Description: Preliminary HVAC design for enclosed areas (e.g., control rooms,
warehouses), refining conceptual utility data, with sizing, ventilation rates, and layout
concepts, considering marine climate and petrochemical hazards.
o Description: Updated report from the conceptual material selection, specifying materials
for equipment, piping, HVAC, firefighting, and potential solar system components,
considering petrochemical compatibility and marine environment.
o Description: Class C estimate (±20-30% accuracy) refining the conceptual cost estimate,
including HVAC, firefighting, control systems, and potential solar system costs.
o Description: Detailed timeline for basic design completion and a preliminary outlook for
FEED and construction.
o Description: Updated HAZOP or HAZID report from the conceptual phase, including risks
related to HVAC, firefighting, solar systems, and energy flows.
5. Proposal Requirements
Technical Approach: Methodology for refining conceptual deliverables and developing new ones

Team Composition: Personnel with expertise in process engineering, port design, control
systems, HVAC, fire protection, energy analysis, and solar systems.
Schedule: Proposed timeline (target completion within 16 weeks from KOM, leveraging
conceptual work).
Cost Proposal: Lump-sum fee in USD, with payment milestones (e.g., 20% post-KOM, 30% after
