Agenda: Developing inventive strategies for delivering humanitarian assistance to individuals
displaced by conflict amid escalating unrest in the Middle East and Eurasia
Acknowledging the growing humanitarian crisis originating from the increase in conflict and
unrest in the Middle East and Eurasia,
Recognising the need for efficient measures to provide humanitarian aid to individuals displaced
by conflict and ensure that the aid is not diverted for,
Aware of earlier UN resolutions to help displaced people and deal with the causes of
displacement,
Deeply concerned about how continuing conflicts are affecting the health, safety and well-being
of those who have been displaced,
Viewing with appreciation the contributions and efforts of volunteers and humanitarian workers
who work and have worked in dangerous conditions,
Emphasizing the importance of cooperation in providing humanitarian aid amongst local,
regional and other non-governmental organizations, and United Nations agencies,
Noting the possibility of mistreatment of refugees and highlighting the necessity of strong
protective measures,
Operative Clauses:
1) Calls upon the use of technology such as block chain and surveillance using other devices
like drones and Geographic Information systems to track resource flow, for more
transparency and cut down on corruption,
a)Block chain technology can create transparent and immutable records of aid
transactions, which will reduce the risk of diversion,
b)Biometric systems like fingerprint or iris scans could be implemented to ensure that aid
reaches the correct individual;
2) Encourages the United Nations, Red Cross/Red Crescent Movement, and
government bodies that are involved in humanitarian response to coordinate action to ensure the
best outcomes for people affected by crises, at all the stages;
a) United Nations must ensure the safety of the UN peacekeeping forces and humanitarian
aid workers while they provide aid in the conflict-torn areas;
3) Recognizes the need for collaborating with local organizations will help in providing aid;
a) Supporting grassroot organizations with existing connections, pathways and delivery
mechanisms to foster the localisation of aid,
b) Collaborating with private aid groups of neighboring countries;
4) Calls upon the UNHRC to develop secure digital platforms that allow individuals in the
Middle East and Eurasia region to report human rights abuses and difficulties anonymously,
ensuring civilian safety and providing real-time data to the UNHRC,
a) UNHRC to ensure that the digital platforms are used for the right cause,
b) Ethical hackers to be involved with the platform so as to ensure that the data safety is
maintained;
5) Further recommends host countries across the world for integrating refugees and asylum
seekers in their environments and culture,
a) UNHCR in collaboration with UNHRC ensures that all who are displaced receive proper
education, medical facilities and opportunities so as to ensure their long-term
development,
b) The establishment of trauma rehabilitation centers along with physical care facilities,
c) Policies aimed at safeguarding and assisting victims of sexual violence must be integrated
into UNHCR programs immediately;
6) Supports the creation of a Global Civil and Refugee fund which would get funding from the
taxes invoked on the purchase of arms and luxuries around the world,
a) This fund should get the initial contributions from the Developed nations and the United
Nations;
7) Calls for recruitment of refugees in small scale government initiatives considering the private
sector’s apprehension about recruitment,
8) Emphasizes on the creation of humanitarian camps or places to ensure safe passage for
civilians in conflict zones by,
a) Prioritizing vulnerable groups and staying free from military activity,
b) Supporting international organizations so as to facilitate the delivery of food, medical
supplies, and other necessities;
9) Encourages countries to strengthen legal measures in order to ensure the safety of refugees
fleeing to respective host countries,
a) Urging countries to propose policies to integrate these refugees and internally displaced
persons in civil and legal decision making,
b) Further requests countries to take strict measures against human right violations, and war
crimes, by banning the recruitment of refugees in the military operations in their respective host
countries.
