SUBJECT:
AREA NOTIFCATION OF CBD SIALKOT SITE DESIGNATED IN SITE DEVELOPMENT ZONE (SDZ) STRUCTURAL
PLAN OF DISTRICT SIALKOT (2023-2043) IN THE JURISDICTIONAL AREA OF PCBDDA
Punjab Central Business District Development Authority (PCBDDA) has been established
under the provisions of “The Punjab Central Business District Development Authority Act, 2021â€. The
purpose of the Authority is to develop, promote and regulate state of the art vertical construction for
residential and commercial purposes, while maintaining highest environmental standards, quality of the life
and modern facilities so as to develop a healthy and prosperous business community in the area. Further,
Punjab Central Business District Development Authority has been tasked to establish Central Business
District (CBD) in major districts of the Punjab.
2. Chief Operating Officer, Punjab Central Business District Development Authority (PCBDDA)
has stated that Project Management Unit (PMU) of the Punjab Local Government Department identified a
site for Central Business District (CBD) in Site Development Zone (SDZ) Structural Plan of District Sialkot
(2023-2043) (Annex-A ). These sites were approved by the District Planning & Design Committee and
notified on 27-04-2024. (Annex-B ). The proposed CBD area comprises of 636 acres near Wazirabad-
Sialkot Road for development as a Central Business District (Annex-C ).
3. Sections 1(2) and 2(b) of the Act ibid delineate about the area of the Authority while Section
50 of the Act ibid provides that the Government may, by notification, in the official Gazette amend the
schedule / area (Annex-D ).
4. Section 32 of the Punjab Central Business District Development Authority Act, 2021 provides
as under (Annex-E ):
“32. Use of public and private land-Notwithstanding the provisions of any other law and
subject to this Act, the Authority may, with consent of respective government or any person
and on such mutually agreed terms and conditions, use any state or private land belonging
to Federal, Provincial Government or any private person for the purpose of any scheme,
project or phase of master plan on profit or revenue sharing basis within the Areaâ€.
5. In view of the aforementioned, Chief Minister is requested to kindly allow placement of the
matter, for declaring the said area as the jurisdictional area of the PCBDDA to be notified in First
Schedule of PCBDDA Act, 2021 regarding CBD Sialkot site measuring 636 Acres(Annex-F) before the
Provincial Cabinet through its Standing Committee of the Cabinet on Legislative Business & Privatization
for its consideration/approval.
6. Proposal contained in para-5/ante is submitted for the approval of Chief Minister, please.
