CHAPTER IV
This chapter deals with the relevant and substantial information in accomplishing the
purpose of the study. It also presents the analysis and interpretation of all data gathered and
4.0 Experiences of Suki market vendors on the recent plastic prohibition (this is your sop 1)
The sole purpose of implementing ordinance 2021-09 or The Alaminos City Plastic
Prohibition is to promote the use of recycled biodegradable materials such as paper bags,
paper containers and even eco bags instead of plastics and styrofoams which are commonly
used and discarded by many individuals in Alaminos City. As stated by Nøklebye (2023),
bans serve as a resolute and decisive policy tool to limit the input of plastic pollution into the
environment. This initiative aims to encourage responsible and sustainable practices in the
individuals in Alaminos City, particularly vendors in Suki Market who rely on the use of
One experience vendors face is the difficulty of using paper bags in exchange for the
use of plastics. Paper bags are biodegradable materials made up of renewable resources
which are less likely to become a source of litter. However, unlike plastic bags, paper bags
decompose much more quickly and have low durability (Edgington, 2019). Because of this,
paper bags tend to be more flimsy and easier to rip—a challenge vendors in Suki market
experienced using paper bags for packaging. This is further supported by Fruit/Vegetable

“...we will use paper bags, what if the things they bought fall? Of course, it is
a waste what they bought us especially now and life is so hard.” (F/VV1)
“That sometimes gets holes, especially the paper bag, the customers get
angry. But of course, sometimes we still use [plastic bags] it, especially when
4.0.1 : High costs of paper bags and eco bags (this is your second theme)
Another drawback that makes paper bags less preferred by individuals is their higher
costs compared to plastics. According to Dumay (2021), Increased costs of products have
negatively affected many businesses resulting in losses of some small businesses. Paper bags
are bulkier and are more expensive, unlike plastics which are significantly cheaper, allowing
for the purchase of a larger quantity at a lower overall cost. This is much implied by
Fruit/Vegetable vendor 3:
“…we use paper bags. It was good before, but now it’s hard because we buy
Similarly, when consumers seek more durable packaging, instead of using plastics,
they are forced to use eco bags, which they either purchase, adding another cost to their
expenses or not, causing significant inconvenience. This is what Rice retail vendor 2
observed:
“For the eco bag, it becomes an additional cost for them. They can’t afford 5

4.0.2 : Vendors being held responsible for meeting the wants and needs of consumers
Having to deal with the cost and other challenges, vendors in the Suki market also
face the issue of being held responsible for meeting the wants and satisfaction of consumers.
Unlike Bartolotta (2021), who observed positive responses from customers and no decline in
profits or customer base, our findings have found the opposite results. Dupa (2022) revealed
that food vendors are willing to sacrifice convenience, opting for alternatives such as reusable
bags, bottles, and other containers, as they knew the positive results of following the
implementation. Both are being experienced by vendors in Suki Market. Rice retail vendor 2
explained:
“Oh well, we just give the eco bag, because the plastic, it’s free because it’s
Additionally, Angriani (2021) noted that the cost associated with abandoning plastic
usage has led to disagreement. Rice retail vendor 3 even encountered similar difficulties, but
experienced more verbal discussion from customers regarding their expectations of free eco
“...they [the consumers] would rather argue. When it was still plastic, there
was no problem right? It’s okay for us to shoulder the [cost of] plastic, but
right now, it’s gone up, because of the price of eco bags, so we tell them.”
(RRV3)

Rice retail vendor 3 further implied how consumers assume that vendors force
consumers to buy eco bags to gain much more profit from them:
“...it seems like we’re the ones who are being put as bad guys because of the
proclamation, which prohibits the use of plastics. However, they make it look
like we’re doing it to make a profit out of selling eco bags.” (RRV3)
proposes penalties ranging from: First offense - 500 Php; Second offense - 1000 Php and;
Third offense
- 3000 Php, with one year of cancellation of business permits or licenses to operate. Because
of this, vendors opted to follow the ordinance due to concerns, particularly regarding the
costs and feasibility of implementing these changes (Cowan 2021). Sari-sari store vendor 1

However, SSV1 did not bother continuing this loophole because of the fear of paying
a hefty fine and other penalties that would ensue. Fruit/Vegetable vendor 1 and

use is paper bags, not plastics, so that we don't get caught by the authorities.”
(F/VV2)
4.1 Strategies Suki market vendors used to cope with the recent plastic prohibition (this is
your sop 2)
With problems arising from complying with the said ordinance, the researchers only
received one (1) strategy of vendors to somehow cope with the recent plastic prohibition.
Because some vendors expressed how they were being blamed and held responsible
for following the ordinances, vendors had no choice but to deal with every insult thrown to
them by the consumers. But instead of lashing out, throwing back insults to their consumers
and ending it with misunderstanding, vendors use this opportunity to teach their consumers,
encouraging them to further comprehend the said ordinance. The vendors started fostering
“We just encourage those customers, of course plastics, it has many bad
effects.” (P1)
“Since we have this (shows a paper which shows the ordinance 2021-09 or
Plastic Prohibition order by Alaminos City, glued on a wall), the one given by
the LGU, what’s it called again? A pamphlet? There it states the prohibition
of plastics, if it’s really difficult to explain to the customer. I just point it out,

there would be a misunderstanding, that’s why we point at this, the one given

4.2 Insights of Suki market vendors on the recent plastic prohibition (Sop 3)
Every negative has its positives, and every positive has its negatives. Few vendors
expressed their insights about the recent plastic prohibition, and some of them even grasped
the reason behind the regulation of this ordinance. Everything ultimately leads to that one
4.2.0 : Difficulties on the transition of plastic bags to paper bags and eco-bags
Starting from August 2023, there has been a significant transition from the use of
plastic to the utilization of paper bags and eco bags. As of now, the transition period is still at
its peak, and the struggle of doing so is stated by Rice Retail Vendor 3.
“Right now, it’s still the transition period because it’s still difficult to
Certainly, other issues have emerged during this transition, especially concerning how
vendors should exclusively use paper bags and eco bags instead of plastic bags. This concern
has been expressed by Sari-Sari Store Vendor 1, Rice Retail Vendor 1 and Clothes Vendor 2
respectively:

poses challenges:
“In fact, it's good for us too. It's just that it's hard to do, it's hard to follow. If
However, other vendors have recognized the positive aspects of the transition by
emphasizing the difficulty of plastic disintegration and its potential negative effects on the
environment. Yes, being sturdy is good, but it has its consequences as plastics carry potential
“For me, this [the plastic prohibition] is in my favor, because all of this is for
us. We know that plastics are difficult to dissolve, it’s also for the
environment. So maybe, in time, other consumers would also get it.” (RRV3)
24

Sari-sari store vendor 3 also expressed the same:
“As much as possible, let's not use plastic because it's not just because of
what our thin ozone layer is, and even if it rains, it will flood because plastic
don't even just melt, there are actually a lot of them that don't melt because
I've been here for a long time in the Suki Market, what we have here is canals,
Additionally, according to Rustagi (2011), using plastics has led to some negative
environmental problems, manifesting in various direct and indirect ways. This was proven by
“Our view on the plastic ban is that they did it because of the garbage in the
Sari-sari store vendor 3 even implied how plastics affect the environment indirectly
“That's right, the weather is hot right now, isn't December supposed to be
cold now, but now it's hot because of that Ozone layer is thin already.”
(SSV3)
Abdul (2022) has stated that plastics pose environmental and health risks for both
humans and marine life. Speaking of marine life, it could also lead to marine death (Roman et

al., 2021). This is one of the reasons why plastics are prohibited in Alaminos. Although
marine life is not directly stated, Sari-sari store vendor 2 and Meat vendor 2 implied it by
stating:
because if we burn it, we get some kind of pain because the smoke it emits,
when we burn. That's why it's banned, right? That's all.” (SSV2)
“After all, if that's the case, isn't that forbidden because it damages health, so

Suki market vendors have experienced problems from the sudden shift of paper bags
and eco-bags from plastic bags due to durability issues and higher cost following Alaminos
City’s recent plastic prohibition. While some vendors reluctantly comply due to fearing of
fines, others are embracing the change, recognizing the environmental hazards of plastic,
such as clogging of the sewers, slow disintegrating of plastics, and its ability on impacting the

restore order in the face of chaos. Ordinance 2021-09 or Alaminos City’s Plastic Prohibition
is no different as it aims to tackle the mess created by the excessive use of plastics. Adhering
to the said ordinance had brought difficulties and struggles to both vendors and consumers
alike. Yet, it is much better if all of us recognize that these rules are being implemented to
This ordinance is not just about regulations; it is a plea for change, a push to
environment, and to sustain ourselves in the long run. It asks us to rethink our habits and
become part of the change rather than just being a mere vendor or a consumer.
It requires some effort—problems may also arise along the way, but these ordinances
are just a reminder that small sacrifices can lead to a more sustainable tomorrow. Face this
challenge with an open mind, understand these rules and follow them as this is a chance to

Recommendations (this should align with your significance of the study)
This study will help vendors amplify their voices, express their thoughts, feelings,
and perspectives regarding their perceived challenges on the ordinances, even gaining deeper
knowledge and ideas on how the ongoing plastic prohibition will be more favorable to them.
Moreover, this study will help the business communities to have a deeper
understanding of the law. However, it is still recommended to follow the said ordinance by
promoting the use of paper bags and eco-bags but with a broader knowledge of how these
Additionally, this study will help consumers to have a better understanding and
awareness of the existing plastic prohibition, its penalties, and the realization of how this
prohibition could affect vendors negatively when disobeyed, thereby helping avoid disputes
Furthermore, this study will help future researchers to have a broader knowledge
and idea of the said issue. However, it is recommended to further investigate the perceptions
of different vendors in other markets or the perceptions of different consumers regarding the
same issue to find a more solid interpretation of how these prohibitions affect different
In addition to that, this study will help the government be aware of the prohibition
of plastics and its effects to every vendor and the general community alike.
