Tittle:- Land Use Planning and Sustainable Development in Bangladesh

Abstract
Bangladesh has a severe scarcity of land and natural resources comparing with the population.
Efficient use of land, promote economic growth and protect natural resources along with the
protection of environment have to be ensured by the implementation of land use plan and
sustainable development, there are several land use plan (master plan and sustainable
development plan) existing in urban and rural areas. Land use plan has been introduced in
Dhaka city by the different name of first master plan, second master plan, Detailed Ares plan
(DAP), Dhaka structure plan (DSP), other city corporation cities, towns upazila,pourashava rural
areas have been covered by the several master plan.Besides there are several sustainable
development plan has been introduced by launching Millennium Development Goals
(MDG),Sustainable Development Goals (SDG). Additionally, Chittagong Hill Tract (CHT) master
plan, tourism master plan, coastal area master plan, agricultural development master plan have
been discussed in this study But still now none of the master plan have been implemented
completely due to several reasons.

The main purpose of the study is to describe and analysis of the several master plan and
sustainable development plan and also find out the reason why most of the master plan have
not been implemented.This study analyses all the master plan and find out the loopholes as well
as remarkably notice the challenges to implement the master plan and sustainable development
plan.

Objective
Land use planning and sustainable development is mainly focused on the zoning of land for
proper utilization of land and natural resources while preserving for future generation.

The following objectives of this thesis are:

a) describing the history of Land use plan for city, town and rural areas.

b) describing all the initiative of master plan and sustainable development in Bangladesh.

C)Evaluating the Master plan and sustainable development

d) finding out the loopholes of master plan and sustainable development.

e) finding out the legal barrier of master plan.


Literature Review
This thesis demonstrates the overall master plan and sustainable development existing in
Bangladesh. There are several master plan are conducted across the country. In this thesis all
prior and existing master plan has been discussed based on a SWOT analysis. From Dhaka city
to rural areas what are the master plan or land use plan has taken by the government.
Bangladesh has a several land scarcity problem than the comparing of the population. Several
master plan has been made to create a save healthy livable both the city areas and the rural
areas with the protection of environment. But a little bit master plan has been implemented then
the expectations rather environmental degradation. unplanned structure has been emerged
without the direction of master plan. It is a regret maner that most of the master plan has been
prepared without amending relevant provision of the statutory law.

Thus during the implementation of the master plan several legal issue has been arisen.
Therefore no single master plan has been implemented properly rather new master plan has
been prepared due to expired of the prior Master plan. There are many reasons not to
implement a master plan like the weaknesses of Institutional capacity, corruption, lack of
coordination of different ministry and other bodies, not to engage Professional planners, not to
participatory development plan, and not to create an access to know the importance of master
plan among the mass people are the main loopholes. If the master plan is implemented properly,
the natural resources would be protected and the economical growth will be increased though
economical growth has been remarkably increased in Bangladesh but natural resources is
destroyed substantially which is threat to our ecosystems So sustainable development has to
be ensured with the fulfillment of sustainable development goals (SDG).

There are many research, thesis has been done about master plan specifically for Dhaka city,
City corporation, but in this dissertation all master plan has been covered from Dhaka city to
rural level. There is a deep relation between the master plan and sustainable development which
are discussed both in separately and collectively. It has given a clear idea that what are the
limitations and what are the main challenges and opportunity to implement master plan and
sustainable development. This approach makes a unique place to assign this thesis.

Research Question
In this study the answer of the following questions have been tried to find out;

a) why the master plan could not be implemented?

b) what are the loopholes of master plan?

c) what are the challenges of sustainable development?


d) What is the connection of Master plan and sustainable development?

e) What are the legal barrier of implementing master plan?

Area Of The Study

The main focus is to evaluate all the master plan and sustainable development in
Bangladesh.The expectations and consequences have been discussed in the comparing mood
as to master plan and sustainable development. All cities, towns, Paurashava, Rural areas have
been discussed chronologically. The concept of sustainable development has been discussed
as to what are achieved and what are challenging! At the end of the part several loopholes and
recommendations have been proposed.
