O R D E R:
Government have decided to review the staff position in all Government
Departments / Corporations / PSUs / Local Bodies / Societies / Universities /
Institutions including contract and outsourcing appointments having regard to the
significant changes in the role, core functions and priorities of the Government
Departments over the time. Accordingly, and in partial modification of the orders
issued vide reference 3rd read above, a Committee is constitute with the following
members for this purpose;
i. Smt. A.Santhi Kumari, IAS.(Retd.)
Vice Chairperson & Director General, Dr.MCRHRD IOA,
Hyderabad.
ii. Sri N.Siva Sankar, IAS.(Retd.)
Pay Revision Commissioner,
Telangana, Hyderabad.
iii. Sri Sandeep Kumar Sultania, IAS
Principal Secretary, Finance Department,
Telangana, Hyderabad.
iv. Sri M. Raghunandan Rao, IAS
Secretary, General Administration Department,
Telangana, Hyderabad.
2. The Committee shall make a comprehensive study induce consultation with the
Secretaries to Government and HoDs of the departments and submit its report, inter-
alia, covering the following aspects,
a. The Secretariat Department / Head of the Department / Corporations / PSUs /
Local Bodies / Societies / Universities / Institutions – wise number of regular
posts sanctioned, working and vacant and the need for their continuation, new
sanctions, or modifications vis a vis the present priorities, needs and
requirements.
b. A similar study in respect of all categories of temporary services permitted by
the Government, including contractual and outsourced services
c. Any other issues relevant in this regard.
3. The Finance Department will provide the necessary information to the
Committee and also assist the Committee in its above exercise.

4. The Committee may obtain such further information as may be required, from
the Finance and the concerned administrative departments for the purpose of the
above exercise.
5. The Committee may submit its report within a period of 60 days.
