Quality Management in

construction

Introduction about quality management in construction

• The Quality Management System (QMS) in construction industry refers to

quality planning, quality assurance, quality control.
• The main goal of construction industry is to ensure that construction
projects are successfully completed within the constraints of best quality,
stated period and at minimum possible cost.
• Quality Management System is a continuing process of improvement
involving all aspects of the business.
• The wider aim of Quality Management System is to prevent mistakes
before they happen.
Introduction about quality management in construction

• The three phases of QMS are as Quality Planning, Quality Control and
Quality Assurance.
• It is a process to follow in reducing errors in work. The keys to continuous
improvement are commitment and teamwork. This commitment must
start with the chief executive officer and filter throughout the entire
organization.
• QMS will not work without a total commitment and involvement from top
management. Managers, in all areas of the company, must provide employees
with the proper training, tools, equipment and work place environment to
accomplish the assigned task.
What we need in construction
quality control process

Quality Quality
Assurance(QA) Control(CA)
Construction Quality Control Process

• Quality: A degree or grade of excellence or worth.

• Assurance: The act of giving confidence, the state of being certain or the
act of making certain.
• Quality Assurance: The planned and systematic activities implemented in a
quality system so that quality requirements for a product or service will be
fulfilled.
• Control: An evaluation to indicate needed corrective responses; the act of
guiding a process in which variability is attributed.
The observation techniques and activities used to fulfill requirements for
quality.
Construction Quality Control Process

• Quality Control (QC)

Usually the CONTRACTOR (or a third party) is responsible for performing
Quality Control (QC) making sure that the standards are meet for production
• Quality Assurance (QA)
Usually the GOVERNMENT or outside third party is responsible for performing
Quality Assurance (QA). QA is spot checking of contract compliance, test
results, and ultimately making sure that the quality control process is working
Construction Quality Control Process

Quality Assurance (QA)

A government organizations/clients like or any executing agencies will have
very clear guidance on what is required per contract as far as the QA/QC is
concerned.
• Policy and Guidelines.
• Standards and Specifications
• Rules and Regulations
• Terms and conditions of the contract
Construction Quality Control Process

Quality Assurance (QA) Responsibilities

• Involves REGULAR BUT RANDOM TESTING OF MATERIALS and
workmanship (time-based or work-based intervals)
• Prevent, identify, and correct quality-related problems
• During the construction process, QA instructors mostly provide guidance
and leadership to the construction people
Construction Quality Control Process

Quality Control (QC) Responsibilities

• The Construction contract defines the quality standards and the quality
control testing requirements.
• The contractor must prepare a detailed quality control plan for each
definable feature of work detailing on how the quality standard will be
achieved.
• The quality control plan must be approved before the start of the
particular work.
• The contract requires that the QC testing lab be validated by the approved
source (Institutions, consultant, competent testing house /firm or
agency..etc).
Quality Assurance Vs Quality Control

Quality assurance and quality control are two

aspects of quality management. While some
quality assurance and quality control activities are
interrelated, the two are defined differently.
• Typically, QA activities and responsibilities
cover virtually all of the quality system in one
fashion or another,
• while QC is a subset of the QA activities. Also,
elements in the quality system might not be
specifically covered by QA/QC activities and
responsibilities but may involve QA and QC.
Quality Assurance Vs Quality Control
Quality Assurance
• Quality assurance can be defined as "part of quality management focused on providing
confidence that quality requirements will be fulfilled." The confidence provided by
quality assurance is twofold—internally to management and externally to customers,
government agencies, regulators, certifiers, and third parties. An alternate definition is
"all the planned and systematic activities implemented within the quality system that
can be demonstrated to provide confidence that a product or service will fulfill
requirements for quality."
Quality Control
• Quality control can be defined as "part of quality management focused on
fulfilling quality requirements." While quality assurance relates to how a process is
performed or how a product is made, quality control is more the inspection aspect of
quality management. An alternate definition is "the operational techniques and
activities used to fulfill requirements for quality."
Construction Quality plan

• Construction quality plan is that procuring agency want to know how you are
going to control the quality on their projects.
• So, when you write your plan, make it clear how you will control all areas of the
project that affect quality – not just what inspections and tests you’ll perform.
• For example, controlling materials, personnel, subcontractors, and work
procedures also play an important role in ensuring quality results.

Important notes on construction Quality

• Quality is not separate from construction; it is an integral part

• Quality is not only on the end product after completion; it is in the process
during construction
• Ensuring quality is everyone’s responsibility; the surveyor, designer, suppliers
and supervisors.
