Sub: Introduction of the First Phase of WBiFMS 3.0
The Government of West Bengal, in its continuous pursuit of enhancing the
accountability and transparency in the sphere of Public Finance and ensuring efficient
and equitable public service delivery system through harnessing the advent in the
technological word, an improved and augmented version of WBiFMS namely
WBiFMS 3.0 (https://www.ifms.wb.gov.in) is being introduced with effect from the
1st of April, 2025.
In view of the complex interrelations of different modules and sub-modules of the
existing WBiFMS and the challenges involved in providing handholding support to
the stakeholders dispersed all throughout the state and covering almost all
hierarchical levels of Government, it has been decided that WBiFMS 3.0 will be
rolled out in a phased manner. Initially, a set of object Heads of Accounts annexed
herewith and associated mostly with TR26 has been decided to be introduced
through WBiFMS 3.0 from1stApriI, 2025.
Consequently, for these notified set of heads,relevant operations involving eBantan
for distribution of funds to SAO/DDO, generation of bills pertaining to those heads
by the use of eBilling and submission thereof to the treasuries and processing of
them by the Treasury and issuing mandates mandatorily would have to be done
using WBiFMS 3.0 and naturally, those heads of accounts will not be available in
the existing WBiFMS application (https://www.wbifms.gov.in). The Heads as
specified hereto would be available under the WBiFMS 3.0 only
(https://ifms.wb.gov.in) until further order.
The District Magistrates and Treasury Officers/PAOs are hereby requested to
provide necessary training and handholding support for proper capacity building of
the stakeholders like the DDOs/SAOs under their jurisdiction in order to facilitate
smooth on boarding onto the new version of WBiFMS.
Notifications regarding incorporation of other Detail/Object Heads along with other
TR forms under WBiFMS 3.0 will be issued time to time.
