What arguments would the manager use to convince the experienced worker that this near
miss incident needs investigating further? (15)

Answer:
As per the given scenario, the manager should convince the experienced worker by giving the
following arguments to ensure the kind of incident happened at the site will never be repeated.
1. The manager should convey the declarations in company HSE policy for the
commitment to the organizations health and safety objectives, targets, and
performance.
2. Near miss investigation is a proactive measure and leading indicator to identify the point
of improvements to make work place safe and to avoid any accident in future.
3. The manager should enlighten the worker about the near miss. The near miss is an
unplanned event caused because of unsafe act or unsafe condition that does not result
in injury or ill-health, however, it has the potential to cause harm so all near misses must
be investigated.
4. Investigation will enable the management to identify the immediate causes, underlying
causes and root causes of near miss event so, we can control these to prevent future
accident or incidents.
5. The near miss investigation helps to identify the hazards and helps in reducing the risk
within acceptable limits.
6. The near miss shows that existing risk control measures are not sufficient and incident
investigation helps identifying the loopholes.
7. The investigation should be conducted to ensure the compliance with the law and
international standards.
8. Furthermore, demonstrate the legal compliance as stated in the organization HSE policy
to plan, organize, control, monitor, and review the HSE requirements.
9. Providing a safer workplace for the employees and the members of the public visiting
the premises by mitigating identified hazard in in investigation of near misses.
10. To control the near misses in order to reduce the insurance premium, as large number
of near misses illustrates that a major incident is inevitable and risk is not managed in
proper way.
11. The near miss investigation enhances the trust of workers on the management and
reassure them that the management will not put their lives to risk so worker moral is
improved.
12. The near miss investigation reveals the short comings for the emergency response and
resources required for the emergency available.
13. Near miss investigation find out what went wrong and also find out why it went wrong.
So, this will give opportunity to rectify the problem in order to prevent reoccurring or
transformation to accident.
14. To build the strong safety culture, encouraging reporting and educating employees on it,
this is recommended to investigate all near misses happening on site.
15. Near miss investigation highlight the weaknesses in the system and identified and
hazards should be removed taking appropriate safety measures to make system secure
and safer for public and workers.
