IMPROVEMENT OF MINDORO EAST COAST ROAD

CP-RI-2.2: BONGABONG BYPASS, DANGAY JCT. – ROXAS – MANSALAY SECTION

METHOD OF STATEMENT
EARTHWORKS

Objective:
The purpose of this Method of Statement is to define the procedures to ensure
that the proposed materials and workmanship to be applied are complying with the
conditions/requirements in the 2004 DPWH Standard Specifications for Highways,
Bridges and Airports, Works Requirements, General Conditions, Particular Conditions
and Special Provisions in the Contract.

Scope of Work:
This Method of Statement covers the requirements for all items in Earthworks
including the preparation for the Formation of Embankment. This Method of Statement
is to be adopted during Earthworks activities for widening and strengthening of
highways. This Method of Statement describes the controlling elements during the
execution of the Earthworks.

CLEARING and GRUBBING:


1.0 Equipment:

or ACP).

3.0 Safety, Health and Environmental Issues:


Conditions and precautions specified in the Works Requirements shall be
followed as minimum requirement.
All Staff involved in the Project shall be inducted on the Safety, Health and
Environmental issues associated with the Work.
Only trained personnel with relevant experience shall be allowed to handle
machineries.
Appropriate Safety signboards, barriers, lightings and other safeguards shall be
provided as required by the condition and location of the Works. All operations shall be
carried out in accordance with the Safety requirements.
All field personnel are required to wear Personnel Protective Equipment safety
gears like safety shoes, hard hats, goggles and dust mask, etc.

4.0 Procedures:
Setting-out:
Prior to any commencement of Works, the Contractor shall designate a Surveyor
to carry out the Survey control works and establish Bench Marks on site. Upon
obtaining all the necessary data, a Joint Survey to check the existing ground levels for
verification of quantities shall be carried out with the Engineer’s Representative.
“Special Cutting Permit” for the removal of all kinds of trees, regardless of size
shall be secured first from DENR prior to cutting or removal of the trees.
Preparation of Site:
Clearing and Grubbing, Removal of Trees, Stumps and Existing Structures shall start at
both sides of the road. Clearing shall be extended One (1) meter beyond the toe of fill
slopes or beyond rounding of cut slopes within the Construction Limits or Road Right Of
Way. Slope Stakes and station markings shall be established as guide for construction.
The existing improvements to be transferred or demolished such as; CHB, Wooden and
Wire Fences, Trees, Electrical and Communication Facilities within the RROW shall be
paint marked and recorded jointly with the Engineer’s Representative.

5.0 EXCAVATION GENERAL:


Removal of Unsuitable Materials and Soft Spots:
If during the progress of the work the soil encountered has characteristics of being
unsuitable as determined by Laboratory test conducted under the directive of the
Engineer’s Representative, the Contractor shall excavate and remove such unsuitable
material to the extent directed by the Engineer’s Representative.
Where the Contractor finds isolated soft spots during road preparation, this
material shall be removed to the extent as directed by the Engineer’s Representative.
No suitable material shall be excavated and removed from the site without the approval
of the Engineer’s Representative.
Where the excavation reveals a combination of suitable and unsuitable materials,
the excavation shall, unless otherwise agreed with the Engineer’s Representative, be
carried out in such a manner that the suitable materials are excavated separately for
use in the Works without contamination with the unsuitable materials.

3.0 Materials Requirements:


The filling material for Formation of Embankment shall be suitable materials that
will conform with this requirements. It may be Common Material or Rock Selected
Borrow for topping-soil of such gradation that all particles shall pass a sieve with 75mm
(3 inches) square openings and not more than 15 mass percent will pass the 0.075mm
(No. 200) sieve, as determined by AASHTO T 11. The material shall have a Plasticity
Index of not more than 6 as determined by AASHTO T 90 and a Liquid Limit of not more
than 30 as determined by AASHTO T 89. The suitable material shall have a CBR value
not less than 7%.
Unsuitable material which is unacceptable for embankment in accordance with
the Standard Specification is classified as:
a.) Materials containing detrimental quantities of organic materials, such as
grass, roots and sewerage.
b.) Organic soils such as peat and muck.
c.) Soils with Liquid Limit exceeding 80 and/or has Plasticity Index exceeding 55.
d.) Soils with natural water content exceeding 100%.
e.) Soils with very low natural density, 800 kg/cu.m. or lower.
f.) Soils that cannot be properly compacted as determined by the Engineer.

4.0 Procedures:
Methodology:
After clearing and grubbing is done, where as a standard procedure in
Earthworks, the earth side ditch shall be temporarily constructed to protect the roadway
preparations and drain the surface water to the lowest outfall or into the existing canal.
In places where an embankment is to be constructed on a dry land after clearing
and grubbing, the existing ground shall be leveled, shaped and fill the voids areas to
allow compaction equipment and other equipments to maneuver conveniently.
The existing ground and the subsequent embankment layers shall be compacted
in uniform density of not less than 95 mass percent of the Maximum Dry Density
determined by AASHTO T99 Method C, and attained, a moisture content determined by
the Engineer. Embankment and backfills shall contain no muck, peats, sods, roots or
other deleterious matter. Rocks, broken concrete or other solid, bulky materials shall not
be placed in embankment areas where piles is to be placed or driven.
Wherever a compacted existing road surface containing granular materials lies
within 900 mm (36 inches) below the Sub-grade, that existing road surface shall be
scarified to a depth of at least 150 mm (6 inches) and bladed and properly compact as
directed by the Engineer.
Roadway embankment of earth material shall be placed in horizontal layers not
exceeding 200 mm (8 inches) thick, loose measurement, and shall be compacted as
specified before the next layer is placed. However, thicker layer maybe placed if
Vibratory Roller with high compactive effort is used, provided that density requirement is
attained and as approved by the Engineer.

Trial Section to this effect must be conducted and approved by the Engineer.
Effective spreading equipment shall be used on each lift to obtain uniform thickness as
determined in the Trial Section prior to compaction. As the compaction of each layer
progresses, continuous leveling and manipulating will be required to assure uniform
density. Water shall be added or removed, if necessary, in order to obtain the required
density. Removal of water shall be done through aeration by scarifying, windrowing,
plowing, blading or other methods satisfactory to the Engineer.

In sections at Bongabong Bypass Road Sta. 104 + 300.00 to Sta. 107 + 240,
where the embankment is to be constructed across low swampy ground and rice fields,
the normal ground water table is higher than the original ground, that will not support the
mass of trucks or other hauling equipment, the bottom part of the fill is proposed to be
constructed by filling successive loads of Selected Rock Fill with Granular materials to
fill the voids between the Rock Fill in a uniformly distributed layer up to the normal
ground water table level of the embankment. The subsequent layers for the
embankment shall be Common Borrow material as required in the Contract.

When the fill material contains more than 25 mass percent of rock larger than
150mm in greatest diameter and cannot be placed in layers of the thickness prescribed
without crushing, pulverizing or further breaking down the pieces resulting from
excavation methods, such materials may be placed on the embankment in layers not
exceeding in thickness the approximate average size of the larger rocks, but not greater
than 600 mm (24 inches). Even though the thickness of layers is limited as provided
above, the placing of individual rocks and boulders greater than 600 mm in diameter will
be permitted provided that when placed, they do not exceed 1200 mm (48 inches) in
height and provided they are carefully distributed, with the interstices filled with finer
material to form a dense and compact mass. Each layer shall be leveled and smoothed
with suitable leveling equipment and by distribution of spalls and finer fragments of
earth. Lifts of material containing more than 25 mass percent of rock larger than 150
mm in greatest dimensions shall not be constructed above an elevation 300 mm ( 12
inches) below the finished Sub-grade. The balance of the embankment shall be
composed of suitable material smoothed and placed in layers not exceeding 200 mm (8
inches) in loose thickness and compacted as specified for Embankments. Dumping and
rolling areas shall be kept separate, and no lift shall be covered by another until
compaction complies with the requirements of Subsection 104.3.3. Hauling and leveling
equipment shall be so routed and distributed over each layer of the fill in such a manner
as to make use of compaction effort afforded thereby and to minimize rutting and
uneven compaction.

Before commencing the Formation of Embankments, the Contractor shall submit


in writing to the Engineer for approval his proposals for the compaction of each type of
fill material to be used in the works. The proposals shall include the relationship
between the types of compaction equipment, and the number of passes required and
the method of adjusting moisture content. The Contractor shall carry out full scale
Compaction Trials on areas not less than 10 m wide and 50 m long or as required by
the Engineer and using his proposed procedures or such amendments thereto as may
be found necessary to satisfy the Engineer that all the specified requirements regarding
compaction can be consistently achieved. Compaction Trials with the main types of fill
material to be used in the works shall be completed before work with the corresponding
materials will be allowed to commence. Throughout the periods when compaction of
earthwork is in progress, the Contractor shall adhere to the Compaction Procedures
found from Compaction Trials for each type of material being compacted, each type of
compaction equipment employed and each degree of compaction specified.

Density requirements will not apply to portions of embankments constructed of


materials which cannot be tested in accordance with approved methods. Embankment
materials classified as rock shall be deposited, spread and leveled the full width of the
fill with sufficient earth or other fine material so deposited to fill the interstices to produce
a dense compact embankment. Vibratory Rollers or Compactors that meet the
requirements specified in Subsection 106.2.1, Compaction Equipment of 2004 DPWH
Standard Specification for Highways, Bridges and Airports, shall compact the
embankment full width with a minimum of Three (3) complete passes for each layer of
embankment.

3.0 Procedures:

Methodology:

Prior to commencing preparation of the Sub-grade, all culverts, cross drains,


ducts and the like (including their fully compacted backfill), ditches, drains and drainage
outlets shall be completed. Any work on the preparation of the Sub -grade shall not be
started unless prior work herein described shall have been approved by the Engineer.

The Tolerances of the finished compacted surface of the Sub-grade Preparation


shall conform to the allowable tolerances specified in Sub-section 105.3.2, Sub-grade
Level Tolerances of 2004 DPWH Standard Specification for Highways, Bridges and
Airports.

Sub-grade preparation in Common material shall be done upon completion of the


embankment formation. Soft areas materials that cannot be compacted properly shall
be removed and replaced a suitable material. The Sub-grade preparation surface shall
be laid by next layer of Aggregate Sub-base material upon compliance of required tests
and lines and grades checking and approved by the Engineer.

Traffic barriers, Guide Post Delineators, Road and Warning signs shall be
installed along the working areas and post Flagmen/Traffic Aides to control the traffic
during the progress of the work to caution the public and the motorists as well as the
workers themselves to avoid untoward accidents. Sufficient lightings shall also be
installed during night time work.

The Traffic and Safety Officer shall be tasked to constantly monitor the safety
procedures and measures required and applied during the progress of the works.

REMOVAL OF EXISTING PORTLAND CEMENT CONCRETE PAVEMENT (PCCP):

3.0Procedures:
Methodology:
Prior to start breaking and removing the existing Portland Concrete Pavement,
the As-Staked Survey, Drawing and Quantity Estimates shall be prepared, to be
submitted for evaluation and approval by the Engineer’s Representative.
Secure Excavation Permit from the Municipal Government before doing any
excavation works.
Upon approval of the As-Stake Drawing, slope stakes shall be established for
Construction Limits. Submit Work Request 24 hours before executing any work for
inspection, checking and approval by the Engineer’s Representative.
Traffic Management Plan and Work Schedule of Activities, Manpower and
Equipment resources shall be also submitted for evaluation and approval by the
Engineer’s Representative.
Breaking and removal of the existing Portland Cement Concrete Pavement shall
be done at One (1) lane by Ninety (90) meters (at Expansion Joints to Expansion joints)
for every preparation. Break and remove the concrete pavement at approximately
0.30m. alongside the road centerline and at both ends of the preparation to allow a
clearance for Sub-base preparation and steel forms setting with supporting diagonal
braces 12mm Ø deformed steel spikes driven on the ground. The opposite direction of
the existing carriageway and shoulder shall be temporarily widened and maintained to
ease traffic congestion.

4.0 Disposal Area:


Broken blocks of concrete pavement, unsuitable materials and surplus suitable
materials extracted from the roadway excavation shall be disposed or stockpiled in a
designated disposal area approved by the Engineer’s Representative. A Memorandum
of Agreement with the lot owners and Barangay Clearance shall be secured that the lot
area for stockpiling or disposal of broken concrete pavement, unsuitable and surplus
suitable materials is allowed by the lot owners. The access road to the disposal site
shall be properly maintained. Install signs as disposal area. See figure no. 1, Vicinity
Plan of Disposal Sites for Segment II.
Any disposed material shall be graded to a neat appearance and shall not
obstruct the natural drainage or cause damage to the environment and adjacent
properties. All precautions shall be taken to prevent erosion on the soil on the affected
areas.
5.0 Traffic Control:
Traffic Barricades, Warning Signs, Directional Signs and sufficient lightings
during night time works shall be installed. Traffic Aides shall be posted to control the
Traffic. The installed traffic paraphernillas shall be frequently checked and maintained to
prevent road accidents, until the completion of PCCP construction and allowed to be
opened to the traffic by the Engineer’s Representative

Housekeeping shall be observed at all times. All working personnel at the site
shall wear Personnel’s Protective Equipment. Safety measures shall be strictly
implemented.

REMOVAL OF EXISTING ASPHALT CONCRETE PAVEMENT:

3.0Procedures:
Methodology:
The Removal of Existing Asphalt Concrete Pavement from the roadway at
Reconstruction Sections shall be done at half lane/opposite direction of the travelled
way. Grade Stakes and blu toppings shall be established where roadway excavation
shall be done to control the depth and the designed Sub-grade level. It shall be spot
checked by the Contractor’s Surveyor to determine and obtain the desired Sub-grade
level according to tolerances of Sub-section 105.3.2, Sub-grade Level Tolerances of
2004 DPWH Standard Specification for Highways, Bridges and Airports to be checked
and approved by the Engineer’s Representative. The excavation depth shall be in
accordance with the designed Sub-grade level and the surface shall be trimmed or
shaped smoothly by a Motor Grader and initially compacted and moistened by spraying
water into the preparation before finally compacting by a Road Roller at desired number
of passes.

Before doing any roadway excavation, Traffic Barriers, Warning and Road Signs
shall be installed along the working section, with Flagmen to control traffic. Sufficient
lightings shall be installed during night time works.

The extracted broken pieces from Asphalt Concrete pavement materials shall be
hauled and stockpiled at an approved designated area for future use.

Housekeeping shall be observed at all times on working areas.
