Advisory Notice
Subject: Advisory regarding Peaceful Demonstration by All-India Central
Excise Inspectors’ Association (AICEIA) on 09.07.2025-reg.
It has come to notice that the All-India Central Excise Inspectors’ Association
(AICEIA) has proposed to organize a peaceful demonstration during the lunch hour on 09th
July, 2025 in support of their charter of demands.
2. While the Administration acknowledges the right of employees to express their
grievances, it is also imperative to remind all concerned of the relevant provisions of
t h e Central Civil Services (Conduct) Rules, which govern the conduct of
Government servants. As per Rule 7 of the CCS (Conduct) Rules, 1964, no
Government servant shall resort to any form of strike or coercive action including
demonstration, which may be prejudicial to the discipline or proper functioning of the
office.
3. Employees are therefore advised to ensure that their participation in any such
demonstration is in strict adherence to the conduct rules. The demonstration, if
undertaken, must be peaceful, non-disruptive, and held strictly during the lunch break
so as not to affect the functioning of the office or cause inconvenience to the public.
4. All Heads of Offices are requested to bring the contents of this advisory to the
attention of all concerned officials and ensure that normal office functioning is not
disrupted.
This advisory is issued with the intention of maintaining discipline and decorum while
allowing space for expression of concerns in a lawful and peaceful manner.
This issues with the approval of Chief Commissioner, CGST & Customs, Nagpur
Zone, Nagpur.
