Civic Responsibilities and Ethical Duties in Civic Engagement under the
Constitution of Pakistan 1973
Introduction:
A well-functioning democratic state depends on active participation by its citizens. Civic
responsibilities and duties are essential aspects of citizenship. These are not only legal
obligations but also moral and ethical expectations placed on individuals. The Constitution
of Pakistan (1973) lays down a comprehensive framework that promotes responsible civic
behavior to ensure national integrity, democracy, and development.
1. Understanding Civic Responsibilities:
Civic responsibilities are actions and attitudes expected from every member of society to
ensure the smooth functioning of the state. These responsibilities include:
- Participation in the Democratic Process: Citizens must vote in elections, voice their
opinions, and hold leaders accountable.
- Respect for Law and Authority: Following laws, respecting public officials, and promoting
lawful behavior.
- Protection of Public and Natural Resources: Taking care of public property, conserving
water and energy, and maintaining cleanliness.
- Promoting Unity and Peace: Encouraging tolerance, rejecting violence, and supporting
diversity.
- Community Involvement: Volunteering, helping the needy, and participating in social
reform.
2. Duties under the Constitution of Pakistan 1973:
Though the Constitution mainly defines the structure of the state and citizens' rights, it also
implies certain fundamental duties and national objectives. Relevant articles include:
- Article 5 (Loyalty to State and Obedience to Constitution): It is the duty of every citizen to
remain loyal to Pakistan and abide by the Constitution and law.
- Article 37 (Promotion of Social Justice): The state and citizens are to ensure the
elimination of exploitation and ensure social justice.
- Article 38 (Promotion of Social and Economic Well-being): The Constitution encourages
citizens to contribute toward reducing inequality and poverty.
- Article 40 (Strengthening Bonds with the Muslim World and Peace): Citizens are
encouraged to support international peace and unity among Muslim nations.
These articles indirectly define the civic duties and guide citizens to act ethically and
lawfully.
3. Ethical Constitution and Civic Engagement:
Civic engagement involves being an active participant in social, political, and economic
issues. An ethical constitution means that civic actions must be guided by justice, equality,
and the common good.
- Moral Behavior in Public Life: Honesty, integrity, and service are key ethical traits.
- Transparency and Accountability: Citizens should demand openness from institutions
while also practicing accountability in their own actions.
- Respect for Human Rights: Equal rights for all, including minorities and marginalized
communities, must be upheld.
- Peaceful Protest and Expression: Citizens must advocate for their rights in a peaceful and
respectful manner, without disrupting public order.
4. Role of Citizens in Strengthening Democracy:
Active and responsible citizenship leads to a stronger democracy. Examples include:
- Joining civic forums or student unions.
- Educating others about rights and responsibilities.
- Helping enforce environmental and anti-corruption laws.
- Raising awareness about constitutional rights and justice.
5. Challenges in Civic Responsibility in Pakistan:
- Lack of awareness about rights and duties.
- Corruption and weak rule of law.
- Low voter turnout and political disengagement.
- Ethnic, sectarian, and class divides.
To overcome these, civic education and ethical leadership are necessary.
Conclusion:
Civic responsibilities and ethical duties are crucial pillars of a democratic state. The
Constitution of Pakistan 1973 not only guarantees rights but also emphasizes
responsibilities that ensure peace, justice, and progress. Every citizen must understand and
fulfill their civic duties with honesty and patriotism to build a prosperous and united
Pakistan.
