In pursuance of 87t University Council Resolution No. 87.66 dated 21.01.2023, UGC
Guidelines for Pursuing Two Academic Programmes Simultaneously, April2023 and the NEP
2020 guidelines, the following draft is being submitted for persual ofthe competent authority:
Background: The National Education Policy- NEP 2020 states that pedagogy must evolve to
make education more experimental, holistic, integrated, inquiry-driven, discovery-oriented,
leamer-centred, discussion-t:ased, t-lexibie and of coune, enjoyable. The poiicy envisions
imaginative and flexible curricular structures to enable creative combinations of disciplines for
study, that would offer multiple entry and exit points, thus, removing currently prevalent rigid
boundaries and creating new possibilities for life-long learning and centrally involve critical and
interdisciplinary thinking.
With the rapid increase in demand for higher education and limited availability of seats in
regular stream, several Higher Education Institutions (HEIs) have started a number of
programmes in Open and Distance Learning (ODL) mode to rneet the aspirations of students. It
hasalso led to the emergence ofonline education programmes which a student can pursue within
a the comforts of his/her home. The issue of allowing the students to pursue two academic
progratnmes simultaneously has been examined by the commission keeping in view the
proposals envisaged in the National Education Policy -NEP 2020 which emphasizes the need to
facilitate muhiple pathways to learning involving both forrnal and non-forrnal education modes.
Objectives:To allow the students to pursue two academic programmes simuhaneously keeping
in view the following objectives envisaged in NEP - 2020:
. Recognizing, identifying and fostering the unique capabilities of each student, by
sensitizing teachers as well as parents to promote each student's holistic development in
both academic and non-academic spheres.
o No hard separations between arts and sciences, between curricular and extra-curricular
activities, between vocational and academic streams, etc. in order to eliminate harmful
hierarchies among and silos between difierent areas of learning.
o Muhidisciplinary and a holistic education across the sciences, social sciences, arts,
humanities, and sports for a muhidisciplinary world in order to ensure the unity and
integrity of knowledge.
. Enabling an individual to study one or more specialized areas of interest at a deep level,
and also develop character, ethical and constitutional values, intellectual curiosity,
scientific temper, creativity and spirit ofservice.

. Offering the students, a range of disciplines including sciences, social sciences, arts,
humanities, languages, as well as professional technical and vocational subjects to make
them thoughtful, well-rounded and creative individuals.
. Preparing students for more meaningful and satisfuing lives and work roles and enable
economic independence.

addition to that certain additional guidelines are ftamed by the University for implementation.
Guidelines:
l. A student shall be able to pursue two post graduate programmes or one PG programme
and one undergraduate programme without violating eligibility conditions for admissions
to these programmes and subject to availability of seats.
2. To facilitate the students to opt for two frrll time academic pnogrammes simultaneously
in Physical mode; corresponding administrative facility has to be introduced in the system
and till such issues are addressed by the University of Jammu,

3. It is the responsibility of the student who is pursuing two academic programmes
simultaneously to maintain minimum attendance requirements for each programme as
stipulated in the respective regulations.
1. Degree or Diploma prognunmes under ODL/Online mode shall be pursued with only such
HEIs which are recognized by UGC/Statutory CounciU Govt. of India for running such
prognrmmes.
5. Degree or Diploma programmes under these guidelines shall be govemed by the
Regulations notified by the UGC and also the respective statutory/ professional councils,
wherever applicable and any modifications notified in the regulations in future shall be
binding on all stakeholders.
These above guidelines shall be applicable only to the students pursuing academic
programmes other than [Link] Ph.D. programmes.
7. These guidelines shall come into effect fiom the date ofthe notification by the University
of Jammu.
Programmes /Combinations that will be available from academic session 2023-24 in the
University of Jammu for students to pursue two academic programmes one in full time
physical mode and another in Open and Distance learning (ODL)/Online mode; or up to

9. A student can not pursue or be admitted in two same/similar programmes viz- one in
physical mode and other in ODL/Online mode.
10. The university can deny admisgion to a student in his opted second programme in oDL/
online mode if it is not feasible under some emergent circumstances in any academic
yearlsession.
I l. For candidates admitted in programme through open and Distance leaming /online mode
for pursuing one degree and later admitted in another programme in full time physical
mode shall be issued a verified copy of original documents(Marks cardv Migration/prov-
isional/character/Diplom4 Degree etc.) for consideration for admission in another
programme by DirectorAlead of the Open and Distance Learning (ODL)/Online
Mode/Department to facilitate the candidate's admission in second course simultaneously,
and, vice-versa for candidates admitted in full time physical mode programme for first
degree and another in Open and Distance leaming (ODL)/Online mode.
12. The University shall conduct the examinations in such a manner that is not detrimental to
to the interest ofthe students opting two academic programmes simuhaneously in the
Universily of Jammu.
13. The issues related to Registration Retums(RR) for students ofJammu University
pursuing two degrees simuhaneously shall be resolved by the Office ofController
of Examinations ,University of Jammu by providing unique RR(ID) NOC to all
students admitted for pursuing two degrees simuhaneously in the university of Jammu.
! 4. There shall be no change in notified examination dates/Date Sheets for students
of University of Jammu who pursue simultaneously another Degree or Diploma
programmes under oDl/online mode/Physical mode from other recognized Universities
across the country.
[Link] case ofany admission/examinatior/registration related stalutes /issues ofthe students
pursuing two programmes, simultaneously, the concerned Competent authority shall
address the issue which shall be binding on the student/candidate.
16. In the event of any dispute or difference in interpretation arising out of or in connection
with the students who pursue two academic programmes simuhaneously as per above
points in this scheme or otherwise , will be referred to an Arbitrator to be nominated by
the Vice Chancellor and the award ofthe Arbitrator shall be final and binding upon the
stakeholders viz., University of Jammu and the Student.
