Abstract
Metro projects are in the process of redefining Indian transport infrastructure, and for this re-
definition, sustainability is crucial. Sustainability of these projects involves tangible benefits to be
passed on to commuters, ensuring their safety, and profitability to the operators. There are
constraints like difficulty of funding, need of imported technology and offshore equipment,
managing numerous stakeholders, difficulty of using proven designs for optimum constructability
etc. These challenges are being met through sustainability strategies. The strategies need to be
documented, institutionalized, and developed further, for reuse on forthcoming projects, albeit with
customized adoption, as resources become dearer and newer challenges appear in the tier two cities
where new metros are now planned.
The paper will present how strategies were designed on the case study project. The strategies cover
many project management knowledge area and processes and are developed for use during the full
project life cycle. These include suitable procurement contracts with effective clauses for
deliverables and stringent post- construction control, judicious use of schedules, shared allocation of
risk and responsibility, Design facilitating innovative construction and responding in real time to user
benefits; involvement and dialogue with user community, close coordination between city civic
agencies, independent safety assessment for installations and tests, phased introduction of new
technologies; future provisions of some services, Operation and Management issues of imported
equipment and technology transfer of imported technologies.
The recommended sustainability strategies will be of interest to the project practitioners and also to
the academics, for carrying out further research.

1.0 Introduction and Methodology
The practice of Stakeholder Management by Project performing organisations is still quite vague and
informal, with a compliance oriented approach. Formalised Stakeholder Management is a growing
area of application on construction projects. But as this is acknowledged as one of the key factors for
project success, it needs separately designed systems to be used for different types of projects. For
infrastructure projects, design of these types of systems can adopt innovative engagement strategies
for some of the large number of stakeholders, who have conflicting needs over a long period. The
strategies are designed from the view of the Project Performing Team (Firm) as applied to external
stakeholders, especially for the case study, but otherwise many stakeholder relationships have been
discussed.
Design of such systems should be based on Stakeholder Theory and can be built around its different
elements. An informed interpretation of the processes recently put forward by PMBOK 5th edition [3] is
the approach taken. Since theory is new and research limited, industry experience can complement
the theory for development of an effective system. Continuous flexible implementation of strategies
will be an important part of such a system, aided by real time communication channels. This system
design covers recommendations for adoption and embedment into project performing organisations.
This paper takes up the ongoing Bangalore Metro Rail Project as a case study; identifying, analysing
and assessing the Stakeholders to devise suitable strategies for them, which not only keep them
engaged but elicits active participation and leverages their power and influence for clearing
roadblocks and ensuring project success. For infrastructure projects, many of the external
stakeholders concerns are about environmental aspects of the project, and so a separate treatment
has been given for this area. Thus this paper also addresses sustainable growth, which is an integral
part of successful infrastructure projects.
2.0 Sustainability Constraints/ Challenges for Metro Projects
2.1 Challenges for Funding –
Procurement of seed capital to get the project started is itself a big initial challenge. The initial
expenses are ------. The approval of the National and State governments and their commitment about
their share of the funding is needed for applying for the soft loans from the international funding
agencies. As per the current conditions, government funding will not be enough for a Metro rail
project, and international funding is indispensable. Such international funding agencies have their own
respective stringent conditions that will have to be fulfilled, for approval of disbursement of funds.

The cash flow plan usually works in a way where the fund induction milestones are the end of each
commissioning, before the next phase of work is taken in hand. Of course, inside each phase, the
extra funding requirements will be there, due to change orders etc. These also will have to be catered
for, as per the requirements that will show up in the yearly or quarterly requirements.

Metro’s Environmental Compliance and Services Department (ECSD) is focused on
minimizing the environmental, social, and financial impacts from the planning, design,
construction, operation and maintenance of the agency’s facilities and operations, as
well as procurement of its products and services.
The ECSD team is dedicated to the implementation of projects related to energy
conservation, efficient water use, recycling, waste minimization, improved fueling
operations, vehicle emissions reduction and more by considering the cost-effectiveness
and life cycle of impacted products, activities, and projects.
These projects fall under three main categories: Resource Management, Climate and
Environment.

Bendigo Metro Rail aims to deliver a commuter train service for Bendigo,
with an increased number of services running from Epsom, Eaglehawk and
Kangaroo Flat to Bendigo. The project aims to reduce local traffic and
allow people to commute to work and school via rail.

The Victorian Government has committed $2 million towards the project
to support forecast population growth in Bendigo and surrounding areas.
A Community Consultative Taskforce and Technical Working Group have
been established to provide a recommendations report to the Minister for
Public Transport by 30 June 2015.
As Bendigo Metro Rail will be complemented by the bus network, a second
round of consultation on the Bendigo bus network will occur concurrently
with Bendigo Metro Rail consultation. The Bendigo bus network
consultation will commence with a stakeholder reference group, followed

The City of Greater Bendigo is developing an integrated transport and
land use strategy (ITLUS) to plan for the city's growth and look at how to
move people, goods and services more efficiently and sustainably in the
future.
The Bendigo Metro Rail project aligns with the objectives of ITLUS which
includes increasing public transport patronage, encouraging alternatives
to car usage and facilitating urban renewal and development
opportunities around transport hubs and key centres of activity.

transport system such as underground metro rail with a longer service life. This paper
discusses the various sustainable means involved during planning, design and construction of
these underground metro rail structures for achieving a longer service life. The transport
planning would include choosing the alignment, future ridership etc. Sustainable design
approach includes stringent limitations on crack width and deflection, adopting minimum
cement content, suitable concrete grade, appropriate fire rating, minimum cover and other
specifications in line with the environment the structure is exposed to. During construction,
sustainability shall be ensured through systematic construction methods and material testing,
monitoring through proper geotechnical instrumentation and non-destructive tests such as
sonic logging, inclinometers and crack meter tests. Post construction, the built structure shall
be checked for any defects such as grout loss, honeycombing, dry and wet cracks and suitably
rectified.

Canberra economy that needs to diversify its base to reduce the reliance on government administration

o Attracting and retaining skilled workers, enterprising businesses and students with a world-class
transport service.

o In addition, during construction the project will generate new direct and indirect jobs.
Stimulate sustainable, urban re-development along the corridor: The Northbourne Avenue Corridor is
identified in the City Plan as an area for significant smart growth via re-development. Capital Metro is a
complementary project that supports higher density land use, which in turn increases patronage on the
service.

Increase social and economic participation: The service will provide greater opportunities for non-motor
vehicle owning people to access jobs, education, health services and other social activities.
Revitalise the Northbourne Avenue corridor: The Northbourne Avenue Corridor is a gateway to
Canberra for residents entering the City or visitors entering from the north. Revitalisation will make it a
more active and socially connected precinct for all types of Canberrans and a fitting gateway to the nation's
capital. The Capital Metro will increase activity at ground level and boost the image of the City.
Reduce carbon and other emissions: The additional passenger capacity and demand will replace trips
by motor vehicle and consequently reduce greenhouse emissions. In addition, other motor vehicle
emissions such as particulate matter, nitric oxides and carbon monoxide will also be reduced.

Abstract:
Delhi Metro Rail Corporation Ltd (DMRC) a government entity has been entrusted the responsibility
for implementation and subsequent operation of MRTS (Mass Rapid Transit System) in India’s capital
city- New Delhi; 15 years down the line, DMRC makes 2,700 trips per day carrying 1.6 million
passengers, who on an average travel a distance of 17 kilometres each. Notwithstanding the
contribution DMRC would make to the environment by being an accessible non-polluting mode of
transport for the public, the Corporation has been a trail-blazer of sort not only nationally (where it sets
benchmarks in project execution and operational performance for other MRTS in the country to
emulate) but also globally in sustainability .This profile details the efforts undertaken by the DMRC in
safeguarding the environment and minimising energy use since its inception. It is organized in two
parts; the first part describes various sustainable measures taken by DMRC, while the second part
describes DMRC’s efforts to secure carbon finance and suggests measures to enhance its
sustainability quotient.

Metro and other guided urban transit
The Hyderabad Metro Rail Project is a land mark in the portfolio of L&T IDPL and it is bound redefine mobility in
the twin cities of Hyderabad and Secunderabad. This project which financially closed at INR.16,375 crores is
being implemented by L&T Metro Rail (Hyderabad) Limited - a Special Purpose Vehicle formed by L&T IDPL.
Increasing Importance of the secondary and tertiary sector in the Economy has led to an acceleration of
urbanization in India (around 31% of the overall population is urban as per census 2011). Efficient Transit is a
vital link in ensuring productivity and sustainability of Urban Areas as engines of Economic growth. The nation is

Qatar needed to upgrade its infrastructure in order to attract businesses to the region and prepare for the 2022
FIFA World Cup. The country had a modern highway system, but no rail network. Qatar approved construction of
the Qatar Integrated Railway Project, encompassing four metro lines, a people-mover system, light rail, high-
speed rail and mixed-traffic lines.
