APPENDIX E
CONTRACTOR RESOURCES
1. All information and documents as required under this Appendix-E are mandatory for
Technical Evaluation by QatarEnergy. Tenderer shall attach any additional information as
necessary and required by the “Instructions To Tenderer (ITT)” for consideration.
QatarEnergy will evaluate Tenderer’s technical, administrative and financial capability to
execute the CONTRACT based on these annexures.
2. Tenderers shall strictly follow the format of all Annexures under this Appendix E, and in no
circumstances, Tenderers are allowed to modify any part of these Annexures. In case any
item is not applicable, please mention “Not Applicable” with reasons. The submissions with
statements such as “to be advised later”, “to be submitted on award”, etc. may be rejected.
3. These Annexures ( or selected ones by QatarEnergy) shall form part of the CONTRACT
pursuant to Article 1.6 of General Conditions of Contract (GCOC) at the sole discretion of
QatarEnergy.

2.1 Include a copy of organization chart which clearly shows the Company structure with respect to
Subsidiaries and Joint Venture Partners, if applicable. The Organogram should indicate the positions
such as Company Directors, Managers, Partners, etc.
2.2 Additionally, Tenderer shall provide ownership details of its company in the following sample format,
showing its ultimate shareholder percentages and their operating locations up to 4 levels if required.

a) Bidding Entity shall provide the relevant information pertaining to:
i) Country of establishment (Domicile) of the Bidding Entity.
ii) Qatari Commercial Registration/ Commercial License Number, as applicable for the
Bidding Entity – If not currently available, a letter from Ministry of Economy and
Commerce shall be attached showing that the application process of such document
is on-going.
iii) Percentage of Split of share/ ownership of the Bidding Entity.
b) The above information shall tally with the information presented in the Articles of
Association (Annexure – 4 item 4.2.3) and the Information provided in the Commercial
Registration / Commercial License and the Vendor ID of the Bidding Entity that collect the
Tender document.
c) It is imperative that Tenderer provides copy of Article of Association of the Bidding Entity
in the Technical Proposal.
d) If the ownership of the Bidding Entity is indicated based on item 3 above (percentage of
split shares), and also as referred in the Articles of Association, then, such information
shall be provided in Level 1.
Should any of the owner of the Bidding Entity at this level is individual; Split of share shall
be provided and ID of the individual shall be presented.
3.1 HSE Management in CONTRACT shall be in conformance with QatarEnergy HSE Regulations
policies as set forth in the “Corporate Standard for Managing HSE in Contracts # CORP-HSE-
STD-080” dated 3rd March 2024, as may be amended from time to time.
3.3 CONTRACTOR shall submit HSE Plan as per guidelines provided in Scope of Work for
Technical evaluation by QatarEnergy Safety Department. This shall describe
arrangements for the safe management of WORK and measures taken for environment
and health control.
The plan shall include the following, but not be limited to:

3.4 Has your Company ever been found in violation with health, safety, environmental or labor

3.5 The HSE Plan shall cover the different CONTRACT phases from mobilization through de-
mobilization and WORKSITE restoration, and clearly indicate the specific procedures and
standards to be followed during each phase of the CONTRACT.
3.6 CONTRACTOR shall provide as part of the HSE Plan a written description of the policies,
programs, standards, and procedures that make up its HSE Management System (HSE MS).
CONTRACTOR shall also provide following requisite information:
a) Set HSE objectives and targets for the CONTRACT with the overall aim to ensure no
harm to people, assets, and the environment,
b) Describe how it will manage the specific hazards/activities anticipated during the
execution of the CONTRACT;
c) Describe how compliance with QatarEnergy’s requirements will be measured and
achieved
d) Existing environment and risk assessment
e) Identification of possible restrictions in the existing environment.
f) Safety arrangements for the WORK.

Tenderer shall submit a Bid in compliance with the Tender Document. Failure to submit a compliant
Bid to all terms and conditions or failure to comply fully with the Tender Document in any way may
result in the Bid being rejected by QatarEnergy.
Notwithstanding the above, should Tenderer submit this List of Exceptions or Deviations, it shall be
considered as an Alternate Bid. (As a minimum, base Bid should be submitted in full compliance to
the Tender Document to enable QatarEnergy to review the Alternate Bid).
Any deviation taken to the requirements of the Tender if not specified herein but stated elsewhere in
its Tender Submission, shall be declared null and void and treated as a non-compliance to the Tender.

TENDERER’S DECLARATION
1. We have completed the Appendixes using the best, latest, and most accurate information
available, truthfully, at the time of the reply and it is agreed that all responses can be
substantiated if requested to do so. It is agreed that the responses provided to Tender
Document constitute qualification criteria and any inaccuracy in the information supplied may
subsequently be used as grounds for disqualification from the tendering process or cancellation
of any contract awarded.
2. In accordance with the details requested in IT 15, the undersigned confirm compliance to the
ITT, Form of Agreement, GCOC, Appendix A, Appendix, B, Appendix C, Appendix D, Appendix
E, Appendix F, Appendix G & Appendix H except for the issues specifically listed in our
proposal as per the Annexure 7 We also confirm that we have not included any other deviations
elsewhere either in technical proposal or commercial proposal and such deviations, if included,
shall be deemed null and void.
3. We also understand, accept and unequivocally agree that in case, the Tender is acceptable to
QatarEnergy and CONTRACT is awarded to Tenderer, the CONTRACT shall consist of the
Form of Agreement, GCOC and duly completed Appendices of QatarEnergy Tender Document
subject only to any deviations/exceptions that are addressed and accepted by QatarEnergy
through Tender Bulletins and Tender Clarifications.
4. The undersigned acknowledges that the QatarEnergy is not bound to accept any Bid received
or give any reason or explanation for rejection of the Bid. Tenderer submit its Bid at its sole
costs and shall not seek to recover any expenses related to or arising from this Bid.

None of CONTRACTOR PERSONNEL listed here shall be removed or relocated from the
positions indicated or replaced without the prior written approval of QatarEnergy.
CONTRACTOR PERSONNEL removed shall be immediately replaced with new CONTRACTOR

works. Incumbent shall be having experience and
knowledge of all building and construction disciplines
Specific mention shall be made in this Annexure of CONTRACTOR personnel who shall be
responsible for safety and quality related matters. CONTRACTOR’s Safety Officer’s CV shall be
submitted prior to SITE mobilization for QatarEnergy review, interview and acceptance. For the
WORK, which are in the confined area, the Safety Watch is required for which separate CVs are
to be submitted for QatarEnergy review and Approval.
CV of SITE Engineer/s shall be submitted with the bid to QatarEnergy for review and
acceptance.
CONTRACTOR shall take note that since the WORK is located within QatarEnergy-existing
facility, the personnel experience in Oil and Gas industries and processing plant is a prerequisite
for acceptance.
It is mandatory that all key personnel have experience for projects of similar magnitude and
complexity.
QatarEnergy may at any time perform interview to any of the Key CONTRACTOR’s
PERSONNEL to ensure capability of the incumbent based on their credentials.
CONTRACTOR shall retain only the pre-approved personnel proposed prior to the CONTRACT
for use after the CONTRACT award.
For any selection of CONTRACTOR PERSONNEL during course of the CONTRACT, in order to
avoid delay in performance of the WORK, CONTRACTOR shall allow adequate time for
QatarEnergy to review and approval process of the proposed CONTRACTOR PERSONNEL
during course of the CONTRACT. Any time and costs incurred for the purposes of selection of
any CONTRACTOR PERSONNEL shall be the sole responsibility of CONTRACTOR.
If QatarEnergy concludes during course of the CONTRACT that any of the CONTRACTOR
PERSONNEL do not have the relevant experience and/ or do not perform the WORK to
QatarEnergy satisfaction; CONTRACTOR shall provide QatarEnergy with replacement of the
same that has adequate experience in carrying out the WORK.
CONTRACTOR shall provide QatarEnergy with adequate time to perform review, interview/ trade
tests and perform any selection process to the proposed CONTRACTOR PERSONNEL for
QatarEnergy review and approval. All costs incurred by CONTRACTOR due to selection process
will be the sole cost of CONTRACTOR and without having any time impact to QatarEnergy.
Adequate time shall be provided for handover of work between the personnels, and this shall
incur no cost to QatarEnergy.
CONTRACTOR shall at all times observe the geopolitical condition internationally and, in the
region, while sourcing the CONTRACTOR PERSONNEL sourced for this CONTRACT, and
consider such costs in the CONTRACT PRICE.
In order to avoid disruptions to CONTRACTOR’s performance of the CONTRACT at any time.
Provision of CONTRACTOR PERSONNEL, and any selection process thereof, to carry out this
study shall not incur cost and schedule impact to QatarEnergy.

CONTRACTOR provides the proposed organisation chart for this CONTRACT (including key
personnel proposed by CONTRACTOR and SUBCONTRACTOR , where applicable, and the person
responsible for QA/QC and safety matters, etc.) and indicate the line of reporting to QatarEnergy
personnel. Inspection activities and expediting efforts shall be segregated from each other with
separate CONTRACTOR PERSONNEL. CV’s of all the personnel identified under this Annexure shall
be submitted referring to Annexure 9.
Any SUBCONTRACTOR/ Vendor/ OEM personnel organization and reporting lines shall be shown.
The organization chart shall comprise of two charts with one reflecting site project organization and
the other shall be back-office project organization chart. Reporting line of site team to back-office
project management team shall be clearly shown in the chart.All Personnels considered in Annexure
9(contractor personnel shall be included in the Annexure 10(project Organization chart)
The details of CONTRACTOR’s facilities and equipment resources at its design office, design facilities,
expediting and procurement agencies, fabrication yard (location and facilities) etc. are required to be
tabulated below .
The details of CONTRACTOR’s facilities and equipment resources proposed to be deployed for the
WORK are required to be tabulated below. The list shall include the details of the main items of plant,
machineries, Rigs, and equipment including any special tools, which CONTRACTOR proposes to use
for the CONTRACT.
This list is the minimum that CONTRACTOR will be required to provide on WORKSITE. The details
of ownership of the tool or equipment i.e. whether it is owned or will be purchased or hired shall be
highlighted.

The provision of this information shall not relieve CONTRACTOR from providing such information as
QatarEnergy may require in accordance with the General Conditions of Contract of the special
equipment and tools CONTRACTOR proposes to supply or use, neither shall it in any way relieve
CONTRACTOR of any of its obligations to carry out, and, complete the WORK in accordance with the
CONTRACT.

required by the General Conditions of Contract and the Specifications.
CONTRACTOR Quality Assurance and Control System dedicated for this CONTRACT shall conform
to QatarEnergy Quality System Requirements CORP-QAL-STD-004 Rev.1, a copy of the same can
be provided on request.
This document will be reviewed by QatarEnergy and any comments made shall be incorporated by
CONTRACTOR. Accepted document to be issued three (3) weeks after the EFFECTIVE DATE.
The quality system shall be formalized in a Quality Manual which documents general policies,
procedures and practices of the organization covering all quality related elements, addressing as a
minimum requirement of QatarEnergy document CORP-QAL-STD-004 Rev.1.
CONTRACTOR shall submit a quality control procedure that covers WORK which shall be in
accordance to QatarEnergy specifications as per Appendix A.
QatarEnergy reserves the right to conduct a quality audit at any stage during the WORK.
CONTRACTOR shall indicate how they are to cascade down QatarEnergy’s requirements to ensure
compliance by their SUBCONTRACTOR/ Vendor/ OEM on all deliverables and other works carried
out by SUBCONTRACTOR/ Vendor/ OEM
CONTRACTOR submits the following details, as a minimum, regarding utilisation of National Products
and Products of National Origin:

Tenderer is requested to submit the details of resources such as Facilities, Manpower, Equipment,
Materials etc. (as mentioned in Annexure-11 above) as available locally within the State of Qatar for
the subject tender Scope of Work. If 100 % of the resources are not available within the State of Qatar,
bidder is requested to indicate the percentage of resources available locally and the percentage of
resources proposed to be deployed from other Countries (include name of the country including origin
country and percentage of deployment from each country).
The information as above shall be furnished as per format appended hereunder and shall confirm to
provide accordingly, if considered for award.
CONTRACTOR shall submit the full technical documents/details for the Scope of WORK in this
Annexure along with the technical bid to QatarEnergy for evaluation.
The technical details shall also include, but not limited to following:
1. Full details of all materials (BOQ) along with material specification, which Tenderer propose to
utilize in the WORK, names of Manufacturers or Suppliers. All materials and equipment shall
comply with requirements specified in Appendix A as applicable. CONTRACTOR shall timely,
at his own cost, submit samples of materials and test results to QatarEnergy, as applicable.
2. CONTRACTOR shall provide all Technical information for SAP coding/ Cataloguing of all spare
parts (commissioning/ start up spare parts, and initial spare parts) as required by QatarEnergy
Formats/Templates of spare parts, which shall be provided to the CONTRACTOR by
QatarEnergy after the review/ acceptance of the SPIR, which has to be filled with mandatory
data extracted from drawings and data sheets. Each line item shall be described in the format,
attaching relevant documents. The final acceptance of the filled formats shall be obtained from
QatarEnergy.
3. Detailed work procedure (method statement) shall be provided in line with the provisions of
Appendix H, Annexure 2. This method statement shall be showing in detail of how
CONTRACTOR intends to carry out the WORK. CONTRACTOR shall provide full details of
any Subcontractor that he intends to use, the location of each part of the activity, the
preparatory and materials that he intends to use.
5. CONTRACTOR shall provide detailed list of spare parts for commissioning and one-year
operations thereafter.
This information shall be prepared and submitted by CONTRACTOR in line with the provisions in
Appendix H, Annexure 1.
Tenderer shall submit attached KYS (Know Your Supplier) Questionnaire for QatarEnergy
evaluation. Refer Attachment 1 to Appendix-E Template.
