Against Humanity in the Israel-Palestine Conflict: Upholding International

Preamble
Recognizing the ongoing human rights violations and the failure of the
international community to ensure lasting peace in the Israel-Palestine
conflict,
Acknowledging that both state and non-state actors have contributed to
human rights violations, including Israel, Palestinian militant groups, and
foreign powers such as the United States and the United Kingdom,
Affirming the necessity of a fair and neutral investigation into all alleged
war crimes and crimes against humanity committed by all parties,
Reiterating the principles of international law, including UN Security
Council Resolutions 242 and 338, which call for Israel's withdrawal from
occupied territories and a negotiated settlement,
Emphasizing the need for an immediate ceasefire, humanitarian aid, and
the protection of civilian populations,
Stressing that mediation must be impartial and not led by biased actors,
Recognizing the rise of India as a neutral global power and proposing that
mediation and peace talks take place in India, under the oversight of China
as a neutral monitor,
Operative Clauses
Immediate Ceasefire & De-escalation
a. Calls for an immediate and unconditional ceasefire to be implemented by
all parties involved.
b. Urges Israel to withdraw its military forces from all occupied Palestinian
territories in accordance with the 1967 borders.
c. Demands all Palestinian militant groups, including Hamas and others, to
cease all hostilities and attacks on Israel.
Accountability & Investigation
a. Establishes an independent international investigative committee under
the UNHRC to conduct an impartial investigation into human rights
violations committed by all parties.
b. Ensures that this investigative body will not be influenced by any biased
states, particularly the USA and the UK.
c. Calls for the prosecution of those responsible for war crimes, regardless
of nationality or political affiliation.
Two-State Solution & 1967 Borders
a. Reaffirms the necessity of a two-state solution based on pre-1967
borders, with East Jerusalem as the capital of Palestine and West
Jerusalem as the capital of Israel.
b. Calls for the recognition of Palestinian sovereignty and the
establishment of a demilitarized, independent Palestinian state.
c. Demands Israel halt all settlement expansion and dismantle illegal
settlements in occupied territories.
Mediation & Peace Talks
a. Proposes India as the host country for peace negotiations, given its
rising status as a neutral global leader (Vishwaguru).
b. Assigns China as the primary monitor and facilitator of the mediation
process to ensure impartiality.
c. Invites other global players, including Russia, France, the European
Union, and other neutral nations, to act as observers.
Mechanisms for Implementation & Enforcement
a. Encourages diplomatic dialogue and peaceful negotiations as the
primary tools for conflict resolution.
b. Calls for both Israel and Palestinian groups to release all political
prisoners in a goodwill gesture towards peace and reconciliation.
c. Emphasizes that violence should not be met with further violence, and
justice should be pursued through legal and diplomatic means rather than
through punitive economic sanctions.
d. Recognizing Israel as the larger state with more resources, calls upon
Israel to take primary responsibility for funding reparations and rebuilding
efforts in affected Palestinian territories as part of a broader reconciliation
process.
Humanitarian & Reconstruction Efforts
a. Calls for UNRWA (United Nations Relief and Works Agency) and other
international organizations to provide immediate humanitarian aid, including
medical assistance, food, and shelter to Palestinian civilians.
b. Establishes UN-supervised safe zones for displaced Palestinian
populations.
c. Demands international assistance for rebuilding Gaza and the West
Bank, focusing on hospitals, schools, and residential areas.
Accountability for Non-State Actors & Terrorist Groups
a. Calls for the disarmament and demilitarization of Hamas and other
militant groups to ensure Palestinian leadership follows peaceful diplomatic
paths.
b. Urges Israel to halt collective punishment tactics such as blockades,
indiscriminate military strikes, and disproportionate use of force against
civilians.
Diplomatic Normalization & Regional Peace
a. Encourages Arab states and Israel to restart peace talks, inspired by the
Abraham Accords, but with Palestine’s full participation.
b. Proposes a regional peace summit with participation from Israel,
Palestine, Egypt, Jordan, Saudi Arabia, and key international stakeholders.
Conclusion
The UNHRC must act decisively and impartially in resolving the
Israel-Palestine conflict. The two-state solution, based on the 1967 borders,
remains the only viable path to sustainable peace. By removing biased
actors from leadership roles in mediation and introducing neutral players
such as India and China, this council can ensure a just resolution that holds
all perpetrators accountable and restores stability in the region.
China remains committed to peace, neutrality, and upholding international
law to ensure a future free from violence and oppression for both
Palestinians and Israelis.
