he Local Disaster Risk Reduction and Management Council (LDRRMC) is a cornerstone of the

decentralized DRRM system in the Philippines, as mandated by Republic Act 10121, also known
as the Philippine Disaster Risk Reduction and Management Act of 2010. It serves as the
primary policy-making, coordinating, and oversight body for disaster risk reduction and
management at the local level (provincial, city, and municipal).

Composition of the LDRRMC

The LDRRMC is designed to be multi-sectoral and multi-stakeholder, ensuring broad


representation and integrated approaches to DRRM. While the specific individuals occupying
the roles may vary, the core composition remains consistent across different levels (Provincial,
City, Municipal):

I. Chairperson:

 Local Chief Executive (LCE):

o Provincial DRRMC: Provincial Governor

o City DRRMC: City Mayor

o Municipal DRRMC: Municipal Mayor

o Barangay DRRM Committee (BDRRMC): Punong Barangay

II. Members (Heads of Offices/Representatives):

The members generally include key local government department heads, representatives from
national government agencies with local presence, and crucial non-government stakeholders.

 Heads of Local Government Departments:

o Local Planning and Development Officer

o Local Social Welfare and Development Officer

o Local Health Officer

o Local Agriculture Officer

o Local Engineering Officer

o Local Public Information Officer

o Local Budget Officer

o Local Environment and Natural Resources Officer (if applicable)

o Local Treasury Officer


o Local Accounting Officer

o Local Assessor

o Local Civil Registrar

o Local Legal Officer

 Representatives from National Government Agencies (Local/Regional Level):

o Chief of Police (PNP)

o City/Municipal Fire Marshall (BFP)

o Armed Forces of the Philippines (AFP) representative (usually from the local or
nearest tactical unit)

o Department of Education (DepEd) Superintendent/Supervisor

o Department of the Interior and Local Government (DILG) Representative

o Department of Public Works and Highways (DPWH) Representative (from district


engineering office)

o Philippine National Red Cross (PNRC) Chapter Administrator/Representative

 Representatives from Other Sectors:

o Four (4) accredited Civil Society Organizations (CSOs) representatives, including


one (1) from the private sector, chosen by the local development council. These
CSOs should ideally represent different thematic areas of DRRM (e.g.,
environment, humanitarian aid, community development).

o Representative of the Liga ng mga Barangay (League of Barangays)

o Representative of the Sangguniang Kabataan (SK) Federation

III. The Secretariat and Executive Arm:

 Local Disaster Risk Reduction and Management Office (LDRRMO): The LDRRMO
(headed by the LDRRM Officer) serves as the secretariat and executive arm of the
LDRRMC. This means the LDRRMO prepares the agenda, documents proceedings, and,
most importantly, implements the policies, plans, and programs approved by the
LDRRMC.

Functions of the LDRRMC


The LDRRMC's functions are comprehensive and cover all aspects of the DRRM cycle, ensuring a
holistic and integrated approach. These functions include:

1. Approval and Monitoring of Plans:

o Approve, monitor, and evaluate the implementation of the Local Disaster Risk
Reduction and Management Plan (LDRRMP).

o Annually review, test, and develop the LDRRMP consistent with other national
and local planning programs.

2. Mainstreaming DRRM:

o Ensure the integration of disaster risk reduction and climate change adaptation
into local development plans, programs, and budgets as a strategy for sustainable
development and poverty reduction.

3. Policy and Program Development:

o Recommend to the Sangguniang Bayan/Panlungsod/Panlalawigan the enactment


of local ordinances consistent with the requirements of RA 10121 and other
relevant DRRM laws.

o Recommend the implementation of forced or pre-emptive evacuation of local


residents, if necessary.

o Convene the Council as often as necessary or when the exigencies of the


situation demand. (Mandated to meet at least quarterly).

4. Risk Assessment and Information Management:

o Consolidate local disaster risk information, which includes natural hazards,


vulnerabilities, and climate change risks, and maintain a local risk map.

o Facilitate and support risk assessments and contingency planning activities at the
local level.

o Disseminate information and raise public awareness about hazards,


vulnerabilities, risks, their nature, effects, early warning signs, and
countermeasures.

5. Capacity Building and Operations:

o Organize and conduct training, orientation, and knowledge management


activities on DRRM at the local level.
o Operate a multi-hazard early warning system, linked to disaster risk reduction, to
provide accurate and timely advice to national or local emergency response
organizations and the general public.

o Take all necessary steps on a continuing basis to maintain, provide, or arrange for
the provision of suitably-trained and competent personnel for effective civil
defense and DRRM in its area.

o Organize, train, equip, and supervise the local emergency response teams and
the accredited community disaster volunteers (ACDVs), ensuring humanitarian
aid workers are equipped with basic skills.

o Conduct continuous disaster monitoring and mobilize instrumentalities and


entities of the LGUs, CSOs, private groups, and organized volunteers, to utilize
their facilities and resources during emergencies.

o Respond to and manage the adverse effects of emergencies and carry out
recovery activities in the affected area, ensuring an efficient mechanism for
immediate delivery of food, shelter, and medical supplies for vulnerable groups.

6. Resource Management:

o Approve the annual Local Disaster Risk Reduction and Management Fund
(LDRRMF) Investment Plan.

o Recommend the allocation and utilization of the LDRRMF for various DRRM
activities, ensuring transparency and accountability.

7. Coordination and Partnership:

o Coordinate other disaster risk reduction and management activities within its
jurisdiction.

o Establish linkage/network with other LGUs for DRRM and emergency response
purposes.

o Develop, strengthen, and operationalize mechanisms for partnership or


networking with the private sector, CSOs, and volunteer groups.

In essence, the LDRRMC is the central command and control structure at the local level,
ensuring that DRRM is not just a function of a single office, but a collective responsibility and
effort involving all key stakeholders within the community.
