ACCIDENT PREVENTION: EMERGENCY EVACUATION

MANAGEMENT

OBJECTIVES : Upon completion of this course you will be able


to ;

1. Perform effective spotting of hazard.


2. Describe and list the three types of a drill.
3. Describe the General Guideline for Emergency Evacuation
Drill.
4. Perform effective emergency evacuation drill.
UNIT OVERVIEW

PURPOSE : The purpose of the course is to train the participant how to


react and perform effective management in the conduction
of emergency evacuation drill.

COURSE OBJECTIVES

Upon completion of this course, you will be able to;

1. Perform effective spotting of hazard.

2. Describe and list the three types of a drill.

3. List the General Guideline for Emergency Evacuation Drill.

Part 1 Spotting of Hazards
Lesson Objectives

Upon completion of this lesson, you will be able to;

1. List some of the common hazards found within the bldg.


2. Identify the danger and give recommendation.

Spotting of Hazard

1. Instruction

1.1. Organized the participants and group them into 3 or 4 teams.


informed them that they will have a 1 hour workshop.

1.2. Each team must be given an assigned area to do the spotting


of hazard within 30 minutes.

1.3. Instruct them to write what ever hazards that they will see
and once they are finish they should go back to the training room.

1.4. Each team must collate their assessment and come-up with a
recommendation and will be presented in the class and to
be submitted for evaluation.

2. Review the lesson and ask question if there is a need for clarification to
any of the instructions.

Part 2 Drill

Lesson Objective

Upon completion of this lesson, you will be able to;

1. Describe or define drill.

2. List the three types of drill.

Drill – a Physical or mental exercise aimed at perfecting facility or skill


especially by regular practice.

Three types of Drills

Scheduled Drill

All participants know that a drill will be held, are aware of the procedures, and
must engage in prior rehearsals.

Unannounced Drill

The participants do not know that a drill will be held and must therefore be
notified at the time it begins. In order to carry out a drill of this type, all
participants must have full advance knowledge of their missions and functions.
Such drill must not be carried out without prior scheduled drills having taken
place.

In-Services Drills

An in-service drill is held only when the entire system has engaged in a number of
scheduled and/ or unannounced drills and the staff is well-trained.

Evaluation of the Drill

In planning and carrying out a drill, provision should be made for an evaluation
group composed of persons who are knowledgeable and experienced in the type of
activity to be conducted and who are not participants in the drill.

Part 3 General Guidelines for Emergency Evacuation Drill

Lesson Objectives

Upon completion of this lesson, the participants will be able to;

1. List the three steps on what to do upon discovery with fire.

2. List the three steps on what to do upon activation of the emergency alarm.

3. Identify and describe the ten task and its responsibility.

1. Action upon discovery with fire;

1.1. The individual member who discover the fire raised an alarm by
shouting “fire” and attempt to extinguish the fire by using the
nearest portable fire extinguisher.

1.2. Simultaneously other individual (staff) members who will;

- Notify the telephone operator.

- Activate the fire alarm full stations.


1.3. Upon confirmation of the fire, call the operator or security guard,
they will;

- Call officer on duty.

- Activate the fire alarm if not activated yet.

- Call the fire department and other agencies.

2. Action upon activation of the emergency alarm;

2.1. One long alarm (continuous ringing of the alarm) means existence of fire
or emergency. Get Ready!

2.2. Two short alarm means to Fall in Line!


2.3. One long alarm and one short alarm means out of the building, guided
by the room or office leader for evacuation.

3. Members Task and Responsibility

Fire Marshall – Over-all in charge of the drill.

Asst. Fire Marshall – Act for and in the absence of the marshall/check
up of personnel.

Safety Committee – Over all in-charge in rescue operation, fire


fighting, and giving proper training to the
personnel in their respective duties.

Floor Leaders - The floor leaders shall;


- Take full charge of his floor in all matters
pertaining to emergency evacuation.
- Execute orderly evacuation of all personnel and
visitors in his/her area.
- account for all personnel and visitors his/her
area and close doors upon completion.

Assistant Floor Leaders – Take over the place of F.L. in the absence or
incapability’s.

Searcher - The searchers shall;

- Inform all personnel and visitors in the affected


area and conduct immediate searching of all
floors.

- Alert the floor leader in case someone is left


behind and escort/aid hysterical personnel.
Exit Monitors – The exit monitors shall;

- Listen to the emergency announcement and


determine the most appropriate exit to be used.

- Clear passage, hall way of any obstruction and


determine the most appropriate exit doors upon
start of evacuation.

- Alert floor leaders in case someone is in need


of issue and alert all occupants of higher floors
to safety area.
Fire Fighters - Person responsible for putting off fire.

Rescuer/Medical Personnel - In charge for rescue operation and transport


of victims.

Dispatcher - In charge of securing life and property as well


as traffic.
Workshop : Planning for the Conduction of Emergency Evacuation
Drill

Note: The instructor/s must facilitate the planning process of the


participants. If there is a need to invite government agencies which
deal with emergency response, tell them how to coordinate, prepare
documents and budget for the conduction of drill.
