To begin looking at the differences in greater depth I believe we should start with the election
system. In the Russian elections there are no electoral college. Therefore, on the outside it looks
as if the Russian election system is more democratic than the U.S. However, there have been
extensive studies done and they have shown that the previous Russian Presidential have been far
from democratic. Since there is no electoral college that elects the President in Russia, it provides
for a more free election by the Russian people, as the Russian citizens elect the President based on a
purely popular vote. In the Russian Presidential election system, if no candidate receives a majority
of the vote, a runoff election has to be held. The runoff is held between the top two candidates in the
general election. There are also factors that differ greatly in the election process between the two
Presidential systems. To begin this portion of the essay it would be appropriate to explain the two in
simple terms and then break it down. When one looks at both the American constitution they see that
the American constitution contains a very detailed description of the powers and limitations of
Congress, while only offering very little space to define the authority of the President. However, on

called a promise grant is flawlessly toped of with the closing line, it should have been called the
While Supplies Last Grant . He accuses the Government of lying by hinting that their promise
wasn t a promise, but only a temporary promise, which really is no promise at all. By making it so
easy for his readers to feel the exact emotion that Dickerson intends his audience to feel, he has
them following along like a puppy dog on a leash.
Through all the mockery, Dickerson does acknowledge the fact that it s good the government
helped for as long as it could and that people should appreciate that. He does although, once again
in a sarcastic way. He is obviously insincere when he mentions the opposing side by saying, At the
very least, law makers should have made it clear that...access to a college education might have to
give a little if it ever came in conflict with the other priorities, such as keeping chewing tobacco and
