in the whole cast of characters. Sir Andrew Aguecheek is a lover of life and a pure fool. He looks
the part of a noble man, and tries to play the part as well. Even his title, Sir , refers to a knight. But

largely felt. However, certain states are unaware of the threat posed to the international and domestic
economies, while others are reluctant to cooperate. Extreme weather, global warming, human health
and war are among the few threats it poses on the environment.
Although states have committed to reduce emissions, they still fall considerably short of emissions
levels likely to avert a dangerous 2°C rise in global temperature (UNEP 2010:11). The public debate
around climate change is no longer about science but mainly on values, culture, and ideology
(Hoffman, A.J. 2012). This essay demonstrates that through the issue of relative gains, power and
global justice that climate change is a major threat to states and individuals. In particular it will argue
that states will act to protect their interest because they perceive the threat will have an unequal
impact. States will seek to defend its national interest irrespective of any threat posed on its
