All change in Curitiba!
Like other major cities, Curitiba in Brazil has had its issues to deal with. However, urban planner
Jaime Lerner has been credited with innovative solutions during his three terms as Curitiba’s mayor
between 1971 and 1992.
Lerner hoped to make the city more sustainable, initiating an ambitious recycling scheme based on
an ‘incentives’ system. In return for delivering recyclable waste to specified processing points,
residents received vegetables or bus tokens. As a result, Curitiba now has one of the highest
recycling rates in the world. Lerner also ordered the creation of 26 parks to curb pollution and
control flooding. They are an unusual sight for tourists – as a low-cost method to keep lawns in trim,
sheep graze there!
Easing traffic congestion presented a challenge as resources were limited, but Lerner also
revolutionized the city’s rapid transit bus system with extra-long buses. It runs as swiftly as an
underground railway but for a tenth of the cost and benefited commuters enormously.
Lerner couldn’t win over all the city’s residents immediately, however. His plans to pedestrianize the
centre caused local businesses to fear a reduction in profits. Needing to act quickly, Lerner
transformed six blocks within three days. When stubborn motorists attempted to drive through the
new pedestrian area, Lerner arranged for schools to hold painting workshops on the streets. Drivers
were forced to turn back. Luckily for Lerner, this rebellion was short-lived. The ensuing increase in
turnover rapidly persuaded shop owners to change their minds and demonstrated that Lerner was
someone who got things done.
The average income per capita in Curitiba rose 66% above the average, with surveys indicating high
levels of resident satisfaction. People and businesses came from far and wide to settle in the city,
which now has more than 1.8 million residents. However, this put the city under enormous strain.
Forty years ago, buses transported 54,000 passengers daily. Now it’s 2.3 million. According to
experts, the transport system has reached maximum capacity. Following a surge in complaints about
crammed buses, the service is declining. What’s more, the city is struggling to provide sufficient
housing and school places for all its new residents.
