The General Assembly,

Recalling the Universal Declaration of Human Rights (UDHR), particularly Article 13, which
recognizes the right of individuals to leave and return to their country, and Article 15, which
states that everyone has the right to a nationality and should not be arbitrarily deprived of it,

Reaffirming United Nations General Assembly Resolution 194 (III) (1948), while recognizing
that its implementation must be balanced with regional stability and Israel’s right to security,

Further recalling UN Security Council Resolutions 237 (1967) and 242 (1967), which call for the
return of displaced persons and emphasize the need for a just settlement of the refugee
problem through negotiations involving all concerned parties,

Recognizing the importance of the 1951 Convention Relating to the Status of Refugees and its
1967 Protocol, which establish the rights of refugees and the obligations of states to protect
them, while also acknowledging the unique circumstances of Palestinian refugees,

Noting with deep concern that Palestinian refugees represent one of the largest and longest-
standing refugee populations, with over 5.9 million registered refugees across the Middle East,
according to UNRWA,

Expressing concern that restrictive immigration policies in some host countries have
exacerbated statelessness, social exclusion, and economic hardship for Palestinian refugees,
while also recognizing the need for host nations to balance their national security interests,

Acknowledging the essential role of the United Nations Relief and Works Agency for Palestine
Refugees in the Near East (UNRWA) in providing humanitarian aid, despite chronic
underfunding, and encouraging the development of long-term, sustainable solutions that reduce
dependency,

Recognizing the ongoing security challenges in the region, and the need to address the refugee
issue in a manner that upholds Israel’s sovereignty, security, and demographic stability,

Emphasizing that a comprehensive resolution to Palestinian displacement must be pursued


through bilateral negotiations between Israel and the Palestinian leadership, supported by
international mediation and economic cooperation,
Therefore General Assembly

Supports regional peace initiatives condemns any acts of terrorism or violence by any part that
hinder peace efforts and calls for increased security cooperation between Israel, Palestine, Iran,
and neighboring states;

Encourages the establishment of a bilateral cooperation framework between Israel and


Palestine, with the support of the United Nations and the international community, aimed at
fostering peaceful coexistence;

Urges Arab states to actively mediate peace and support Palestinian governance for long-term
stability, stresses that any ceasefire requires Hamas’s disarmament, hostage release, and
verifiable security guarantees;

Calls upon the establishment of a free Palestinian state with full rights for all its people, including
the right of return, urges for two state solution with a demilitarized zone with UN troops to
supervise;

Urges all Member States to ensure that their immigration policies comply with international
refugee law and do not discriminate against Palestinian refugees, calls upon host countries to
provide legal status, residency rights, and access to essential services for Palestinians;

Calls upon countries that were involved in historical events leading to the displacement of
Palestinians, particularly former Axis powers of World War II, to offer an expedited path to dual
citizenship for Palestinian refugees and establish a compensation and integration fund;

Proposes a jointly supervised urban project, funded internationally, to enable controlled -


resettlement under strict security and demilitarization measures, recommends international
monitoring of aid to 3-prevent diversion by terrorist groups while ensuring civilian support
