CHAPTER 7: PROJECT APPRECIATION

Border Road Organization (BRO) of India has assigned the work of Engaging Technical
Consultant for “Preparation of Feasibility Study (FS) and Detailed Project Report
(DPR) on the EPC mode for the Construction of Road Tapa-Karu-Sering-Bagan (New
Alignment) from km0.00To km 68.00 (Net Length 68.00 Kms) Green Field Alignment
to NHSL Specifications in the AOR of 85 RCC under 756 BRTF Project Arunank in the
State of Arunachal Pradesh (2nd Call). In addition to award length of 68.00km, 8.378
km length has been identified to considered all obligatory points received from
your good office and total net length of 76.378 km has been proposed and
accordingly feasibility report has been prepared.

The consultant has commenced the preparation of the alignment report for the
aforementioned project. In this regard, the consultant has conducted a reconnaissance
survey, and the findings are presented in this chapter. The reconnaissance of the project
corridor was carried out by the consultant's team from March 18, 2024, to March 21,
2024, to identify various possible constraints and the requirements for improvements on
the existing road section as prescribed in the Terms of Reference of the contract
agreement.

The reconnaissance survey started from Tapa-Karu-Sering-Bagan, and the description of


existing road conditions identified during the reconnaissance is elaborated in the
succeeding paragraphs.

The Tapa-Karu-Sering-Bagan Road (New Alignment) passes through Kurung Kumey district in
Arunachal Pradesh. The length of the project highway is about 68.00 km. The project highway
traverses dense forest areas, agriculture areas, as well as snowy mountainous regions.

It Passes through Tapa, Karu, Sering, Bagan areas through the district of Kurung Kumey.

The project alignment on the district map is shown in Figure 1.

The Project Road is situated in North-Western Part of Kurung Kumey district of Arunachal
Pradesh. The project starts from 519745.65 m E, 3115043.62 m N to 506801.89 m E,
3127236.74 m N. The elevation of the road varies from 1100m to 4350m above MSL at various
locations.

1.1 OBJECTIVES OF CONSULTANCY SERVICES

The main objectives of the consultancy services are:

• To establish the technical, economical, and financial viability of the project and prepare a
detailed project report for the construction of the single-lane road.

• To establish the viability of the project, taking into account the requirements for
rehabilitation, upgrading, and improvement based on highway design, pavement design,
provision of service roads where necessary, type of intersections, rehabilitation and
widening of existing and/or construction of new bridges and structures, road safety features,
quantities of various items of work, cost estimates, and economic analysis within the given
time frame.

• The Detailed Project Report (DPR) would include, among other things, detailed highway
design, design of pavement and overlay with options for flexible or rigid pavements,
design of bridges and cross-drainage structures and grade-

separated structures, design of service roads, quantities of various items, detailed


working drawings, detailed cost estimates, economic and financial viability analyses,
environmental and social feasibility, social and environmental action plans as
appropriate, and documents required for tendering the project on a commercial basis for
international/local competitive bidding.

• The DPR consultant is to ensure detailed project preparation, incorporating aspects of value

engineering, quality audit, and safety audit requirements in design and implementation. A
road map showing the project location is shown in Figure 1.1.

1.2 THE PROJECT ROAD DESCRIPTION

The Tapa – Karu – Sering – Bagan Road originates from Tapa Area in Kurung Kumey district
(519745.65 m E, 3115043.62 m N) and ends at Bagan area (506801.89 m E, 3127236.74 m N) in
Kurung Kumey District.

Importance of Project Road

The project road is located on the China border of Arunachal Pradesh and is a Road of
international importance that connects to the koloriang Road passing through the project district.
 The border road has improved accessibility in areas with difficult terrain on the north eastern and
northern borders.
 The border roads contribute to the economic development of the northern and northeastern border
areas.
 Border roads will improve access to health care, education, and many other facilities for people
living in border areas.
 It also contributes to the development of the tourism sector.
 Above all, border roads help keep India safe. Border roads allow troops to advance quickly into
border areas and help protect borders from external attacks.

The work has been commenced by the consultants and reconnaissance of the project corridor
and meeting with OC Contract was conducted by the Consultants team from 18.03.2024 to
21.03.2024 to identify the various possible constraints and requirements of improvements on
the existing road section as prescribed in the Terms of Reference of the Contract Agreement.

The Proposed Alignments have been appreciated and studied based on available
satellite/google images. All these deficiencies are required to be improved to comply with
IRC standards and accordingly, improvement options are discussed herewith in subsequent
clauses.

1.3 GENERAL

Based on the discussion dated 04-03-2024, the proposed project road starts New Alignment at
Tapa (0.00) and ends at Bagan (68.00), the length of project highway about 68.00, the proposed
length 76.378 km. It connects 04 villages under kurung kumey district for Arunachal Pradesh.

VILLAGES / BUILT-UP AREAS

The project road passes through four villages: Tapa – Karu – Sering – Bagan, in Kurung Kumey
District.

CHAPTER - 2: ALIGNMENT IMPROVEMENT PROPOSALS

2.1 General

Design Standards proposed for the various project components are presented in Inception
Report. This chapter describes the detailed design standards for Geometric Design.

2.2 Approach & Methodology

Alignment improvements are classified under three categories as under:


 Green field Alignment
 Major Realignments
 Geometric Improvements

2.3 Green field Alignment

Three alignment options (preferable Option 1 on from the Tapa Area and end it Bagan area.
Starting and Ending point of the New Alignment is finalized considering various aspects
like expected future development, angle of intersection, crossing of major streams etc.
Tentative alignment of is developed considering proposed length, terrain condition, natural
water bodies, forest, and habitation etc. A comparative statement of the alignment options
is made and most feasible alignment is recommended. Alignment geometrics of proposed
Alignment shall have desirable standards as prescribed in design standards.

The alignment opstion-1 ensures minimal financial impact, includes the fewest hairpin bends, and involves
minimal tree cutting leading to the recommendation of alignment option-1 for approval.

In view of above, it is recommended to opt option-1 as best option.

The length of the proposed alignment could vary to control the longitudinal gradient to 6 to 7 % for
Steep/Mountainous terrain.

Guidelines/Standard Documents/2023, Policy Circular no. 11.46./2023 dated 21 st February, 2023
