Introduction
The Government of Ethiopia (GOE) as part of its efforts to improve the performance of the urban
local government (ULGS) in terms of efficiency, accountability and delivery of urban
infrastructure and services, has introduced a performance grant system for capital investments
and capacity building.

The Objective of ULGDP is to enhance the institutional and organizational performance of


participating urban local governments in developing and sustaining urban infrastructure and
services. Improved infrastructure, service delivery and operation and maintenance systems is one
of the performance improvements expected from the participating cities.

Asset management and inventory are terms used to describe a way of managing assets across
their entire life cycle cost, function and provide for the replacement of the assets at the
appropriate point in time. In case of urban land it identifies each land use type, building
topologies and building activities. It also helps to link the land use/parcel and its land use
function with the current owner that helps to plane and manage city revenue.

It is a specific approach to the management of physical assets and function: be it infrastructure


networks, urban land uses with its services, municipal services, buildings or moveable assets
which bring together good technical management practice with sound financial principles. It also
provides an integrative approach that links project based capital investment planning with long
term operation and maintenance needs to provide sustainable management system. In general,
Asset Management Update is expected to provide a much more effective system for the urban
centers of Ethiopia to plan its future budget with an informed decision.

1.1. Objective of the Project


The aim of this project is to develop a GIS based Infrastructure Asset Management plan for
Sidama regions. This will be achieved through the following two main objectives which include
to:
1.1.1 Main Objective
The main objective of the assignment is to prepare comprehensive Infrastructure Asset Inventory
and Management Plan of all Asset Infrastructure Categories using the recently revised
Infrastructure Asset Management Manual of the Ministry of Urban Development and
Housing which was released in June, 2016.

1.1.2 Specific Objectives for Asset Management Plan


 To make inventory of all Infrastructure Asset Categories;
 To integrate/link the physical data with all attributes indicated and develop geo-database for
all infrastructure categories using state of the art and standard GIS application specifically
Linear Referencing;
 To assess the condition of each assets of the city`s administration using simple and
acceptable indicators and differentiate assets that need maintenance and which needs
rehabilitation;
 To estimate of the residual cost/worth of an asset and its replacement costs, valuing and
costing of assets using life cycle approach.
 To calculate cost of maintenance, replacement and the likes with use of the updated cost
factors and rates;
 To generate report for project planning, budgeting and maintenance schedule;
 To produce effective three years’ capital investment plan and strategies for long term
operation and maintenance of infrastructure asset;
 To estimate the operation and maintenance costs of existing and new infrastructure;
 To propose an implementation strategy for the asset management plan.

1.2 . Scope of the Project


1.2.1 Spatial Scope
The spatial scope of the assignment covers the area covered within built up area of the city
administration.
1.2.2 Thematic Scope

The proposed Asset Management Plan focuses on inventory, collecting, organizing, mapping and
building system software on assets management plan in the entire city administration. It also
covers the major infrastructure categories and sub categories as per the urban asset management
plan manual. The assignment requires linking all the asset information physical condition of the
public infrastructure with all attribute data of the assets for every asset category stated in the
urban infrastructure asset management plan manual. It also requires the accomplishments of all
steps and activities stated in the manual.

3. Approach and Methodology
The Ethiopian approach to Asset Management Planning took the concept behind the Canadian
approach, which was based upon the use of a step-based process, and adapted it to the needs of
Ethiopian Cities. As per specified on the TOR; the methodological approach to be employed in
this project will strictly follows the steps, procedures, contents and out puts of asset management
plan operational manual and will follow all steps and will indicate samples.

 Spatial Data Capture


Establish Ground Control Points (GCP):

 Ground Control Points (GCPs) are defined as points on the surface of the earth of known
location used to geo-reference other GPS readings. The first component (the reference frame)
is a common (shared) spatial referencing system, so that when a junction in a road (for
example) is given a coordinate, that coordinate is common to, and understood by, all users of
the system. Ethiopia/Sidama-Region uses the ‘Adindan geographic 2D CRS’ as its base
coordinate reference system (CRS), with the projection being UTM Zone 37N (Transverse
Mercator).
1. Build the GIS project and Asset Management Template/ Database:

 A GIS based data and Information Management for infrastructure Asset management
plan and system.

 Digital imagery used for existing surface asset (Network Infrastructure, Service facility
Network Infrastructure Categories and its sub categories )
 Relational Database (1-1,1-M) for structuring data

 Template for Integrating infrastructure Asset management plan and system, with in wider
Capital Investment Plan (CIP) process.

 The different map layers that required to be incorporated into the system were identified
and the work of spatial data capture and conversion was taken up. The digitized spatial
data layers which include road network and administrative boundaries were put into a
GIS for further processing that includes feature coding.

2. Database Design Process

 The following four steps of database design were used.


i) External Modeling

 This is the determination of a finite set of potential users of the database, their
information needs and data required to satisfy those needs.
ii) Conceptual Modeling

 Abstraction of an external model into an Entity-Relation diagram showing all the entities
(objects of interest) involved their attributes (set of properties) and relationships.

iii) Logical Modeling

 This involves mapping the conceptual model into logical model data management
system. For a relational database, the logical model is in form of tables or relations which
must be normalized before application.
iv) Physical Modeling

 This is the actual population of the database. It is hardware and software dependent. The
database was created in Microsoft Office Access.

3. Define asset categories and associated feature classes
 List of categories included all physical asset as per TOR

 Defining the concept of Feature classes for all asset categories.

4. Compile an inventory of asset

 Initial inventory from backdrop raster imagery.

 A ground survey to confirm the location and dimension that is obscured.

 Aligning with structure plan and comparing it with existing infrastructure.

5. Assess the condition of all assets

 Move from 3 to 5 tier scale of condition.

 Condition analysis linked to feature class and database used in GIS protocol.

 How to analyze the condition of asset changed from the types of deterioration rather than
overall condition.

 Attribute (non-spatial) data

 The final step in building an integrated data structure for asset management that of
translating the above data collection activities into structured datasets capable of providing
information within the context of a GIS-based asset management system. This final
transformation is shown in figure 2.6 below.
