RE-ESTABLISHMENT OF THE BARANGAY PEACE AND ORDER COUNCIL

WHEREAS, Section 16 of Republic Act No. 7160 or the Local Government Code of 1991 states that Local
Government Units shall, within their territorial jurisdictions, promote health and safety, improve public
morals, maintain peace and order, and preserve the comfort and convenience of their inhabitants;

WHEREAS, Section 391 of the Local Government Code of 1991 provides for the creation or organization
of community brigades, Barangay Tanods, or community service units as may be necessary;

WHEREAS, pursuant to Executive Order No. 366 dated September 05, 1996, every Barangay is required
to organize a Peace and Order Council (BPOC) to serve as the implementing arm of the Municipal Peace
and Order Council at all the barangay level.

NOW, THEREFORE, I, _BASHER S. JAMUD_________, the Punong Barangay of TUBIG KUTAH, in the
Municipality of Siasi, Sulu Province, by virtue of the power vested in me by law, do hereby order the
organization of the Barangay Peace and Order Council.

SECTION 1. COMPOSITION – The BPOC shall be composed of the following:

HASIMAN O JAMUD ____________________, Lupong Tagapamayapa
MUHAAM P. ALBANI____________________, Chief Tanod/BPAT Leader

JAMDANI H. JAMAH____________________, Religious Leader/Imam
SARAYYARA JALLING____________________, Senior Citizen
_____________________________________, CSO/NGO Representative
_____________________________________, CSO/NGO Rep.
_____________________________________, CSO/NGO Rep.
PMAJ. MAJINDI A. HALING________________, PNP Officer/Member

SECTION 2. DUTIES AND FUCNTIONS – The BPOC shall have the following functions:

1. Initiate, monitor and coordinate the implementation of peace and order programs and projects
at the Barangay Level;
2. Serve as an information-gathering mechanism pertaining to peace and order information that
may affect public safety;
3. Monitor and check the nefarious activities of criminal elements;

4. Supervise the Barangay Tanods/BPAT in identifying barangay constituents with strong deviant
behavior for referral to appropriate authorities;
5. Maintain continuing dialogue, close coordination and rapport with the higher levels of the peace
and order and public safety councils in their area of responsibility;
6. Monitor, coordinate and supervise the operation of all community-based anti-crime movements
within the barangays;
7. Make periodic assessment of the prevailing peace and order situation in their respective areas
of responsibility and submit report with appropriate recommendations to the higher-level Peace
and Order Council; and,
8. Perform such other functions, which may be assigned by the higher-level peace and order
councils.

SECTION 3. THE BPOC SECRETARIAT – The BPOC Secretariat is likewise constituted as follows:

1. Head: RADZMAN T. JALALI________________, Barangay Secretary


2. Assistant: ABDELMUNAP A. JAMAH_________, Barangay Administrator/Barangay Treasurer
3. Documenter: AMINKADRA M. TIMBASAL___ _, Tanod/BPAT Member

SECTION 4. FUNCTION OF THE BPOC SECRETARIAT – The BPOC Secretariat shall perform the following
functions and responsibilities:

1. Handle the Administrative, Operational and Technical Activities of the BPO;


2. Prepare Plans and Programs for the consideration of the Committee;
3. Supervise, direct and monitor of the implementation of approved policies, plans, and programs;
4. Undertake liaison and coordination activities with appropriate agencies of the government; and,
5. Provide a forum for inter-disciplinary dialogue and deliberation of major issues and problems
affecting the Peace and Order.

SECTION 5. EFFECTIVITY – This Order shall take effect immediately.
