Preface

 Rajasthan State Mines and Minerals limited (RSMML) is one of the leading
and progressive enterprises of the Government of Rajasthan.
 It occupies a place of pride in production and marketing of non-metallic
minerals of India.
 RSMML is multi mineral and multi-location enterprise engaged in mining of
Rock Phosphate, Lignite, Gypsum and SMS grade, Cement grade
(White/Grey) and Chemical grade Limestone.
 RSMML a leader in Mining & Selling of Rock Phosphate, Lignite, Gypsum &
SMS grade Limestone across the country and also a global pioneer in
technology in open cast mining and mineral beneficiation of Carbonate Rock
Phosphate.
 Besides minerals, RSMML has also forayed into Energy Sector and has setup
106.3 MW installed capacity Wind Power Project at Jaisalmer, Rajasthan.
The Company has successfully installed 5 MW Solar Power Plant near
Gajner, district Bikaner in Rajasthan.

Profile
M/s Natural Science India (Pvt) Ltd started mining of Gypsum in the then State
of Bikaner in the year 1942 on the basis of five years permit. After partition, in
1947, a long-term lease over the most prospective area at Jamsar and other
areas in Bikaner were granted to M/s Natural Science. In the same year Bikaner
Gypsum Limited (BGL) was registered with Natural Science as its Managing
Agent for 20 years. BGL continued the mining of gypsum & its 50% production
was consumed in Sindri Fertilizer Plant. Off late, BGL was appointed as the
contractor for raising rock phosphate on behalf of the Govt. of Rajasthan in May
1970.The magnitude of operations at Jhamarkotra and the need to develop the
Rock Phosphate deposit rapidly on scientific lines led to the takeover of BGL by
the Government of Rajasthan on 06.12.1974 . The name of the Company was
changed to the Rajasthan State Mines & Minerals Limited (RSMML). From 1974
to 1988, RSMML continued to work as contractors to Government for raising
rock phosphate and also mined Gypsum as it had done previously.

In April 1988, the Government decided to grant a lease for Rock Phosphate
mining to the Company and RSMML became a full-fledged mining Company in
its own right. It has not looked back since.

The company has authorized capital of Rs. 80.00 crore and paid-up capital of
Rs. 77.55 crore divided into 7,75,51,500 fully paid-up shares of Rs. 10/- each.
The net worth of the company is Rs. 4520 crores as on 31.03.2024.

On 20th February, 2003, the other Public Sector Undertaking in mining sector,
Rajasthan State Minerals Development Corporation was merged with RSMML.
The merger made the new entity a formidable force in the mining sector of India.
Lignite, Gypsum and Limestone sectors received tremendous boost in terms of
huge deposits and established production processes. The Company quickly
resolved the issues emerged during the merger and started consolidating the
mines spread in 8 districts of Rajasthan.

Utilization & Value Addition of Secondary Sub Grade Ore


Secondary sub grade ore (95 lakh MTs ) having 05 to 15% P205 with 50% to 60%
SiO2 is found during mining at F & G Blocks of Rock Phosphate Mine. To use it
company has awarded the work of “Production of Beneficiated Rock Phosphate
(BRP) after Designing, Erection, Testing and Commissioning of industrial
beneficiation plant having 10.00 lakh MT/annum, input capacity of secondary
ore on Design, Build, Own & Operate (DBOO) basis”. The plant shall be installed
and commissioned up to March 2025.

Overview of Industrial Beneficiation Plant (IBP)

The Jhamarkotra, endowed with about 80 million tons of rock phosphate ore,
out of which about60 million tons of Low Grade Ore (LGO) consists of average 15
to 16% P2O5, which, as such, do not have any commercial use. RSMML started
the work to utilize the LGO on two fronts – direct application & up gradation by
beneficiation technology.

RSMML, in association with IBM developed a beneficiation process to enrich


LGO. The process route and technology adopted by RSMML for the beneficiation
of LGO is of its own kind in the world. Based on this technology, a 200 TPD pilot
plant was set up in the year 1982. The success of pilot plant had prompted
RSMML to go for full scale commercial plant in two phases and accordingly in
the 1st phase of Industrial Beneficiation Plant, 1500 TPD capacity, was set up
andcommissionedintheyear1992.

A Techno Economic Feasibility Report (TEFR) for expansion of the existing


Industrial Beneficiation Plant (IBP) from 1500 TPD to 3000 TPD was prepared
in1998.Based on the TEFR and market potential, RSMML has taken a decision
for expansion of the IBP in 2002.

The Industrial Beneficiation Plant (IBP) processes low-grade rock phosphate (15-
18% P2O5) to increase its P2O5 content to over 31.54%. The plant consists of
four major areas: crushing, grinding, flotation and filtration.

Crushing: - Low-grade ore (LGO) is initially crushed from size of 1000 mm to (-)
25mmintwo stages crushing with help of Jawand Impact crusher.
Grinding: - After crushing, the material is ground from (-) 25mm to (-) 75 microns
in preparation for flotation in the combination of roller press and ball mill. LGO
consists mainly of three components—silica, dolomite and apatite(14-18%P2O5).
Flotation:-In the flotation process, the P2O5 content is increased to over 31.54%
by removing silica and dolomite using chemical reagents like sulfuric and
phosphoric acids, along with sodium oleate and AOS (Alpha Olefin Sulfonate).
The flotation section is divided into two circuits:
Bulk Flotation Circuit: Sodium oleate is added to float both dolomite and
apatite. The froth from this circuit, containing these materials, is then
processed further in the acid flotation circuit.
Acid Flotation Circuit: In this circuit, sulfuric acid (98% grade) is used to
control the pH and phosphoric acid (40% grade) is employed to depress the
phosphate-bearing material. Sodium oleateand AO Sare added to float
dolomite, which is removed as tailing. The phosphates concentrate, as the
final product, is separated in this stage.
Filtration: - The phosphate concentrate from the acid circuit is thickened and
sent to the filtration area, where the material is processed through belt drum
filter. The final product, in the form of cake containing14-18% moisture, is sent
to the concentrates to rage yard.

At IBP both reverse and direct flotation methods are used to efficiently separate
gangue material (silica and dolomite) from the phosphate ore, ensuring a high-
grade phosphate product.

Marketing Efforts – Rock Phosphate


• RSMML maintains price parity with Egyptian & Jordan Rock Phosphate
imported at Hazira, Kandla and Dahej Port.
• Efforts are being put in to Utilize following low P 2O5 Rock Phosphate grades:
– Value Addition of Secondary Ore for beneficiation to higher P 2O5 Grade.
– Outsourcing of Industrial Beneficiation Plant.
– Manufacturing of M-Sand using overburden by setting up 3 plants
– 18% P2O5 Ground Rock phosphate for Manufacturing of PROM (Phosphate
Rich Organic Manure) /Organic Fertilizer
– Disposal of 4 lakh MT of tailing on as is where is basis for earning revenue
and saving cost in emptying the tailing dam.

Challenges, Efforts for Increase of Sales & Proposed Action Plan

• PWD Road Diversion:


G Block of Jhamarkotra Mines is a HGO producer block. A PWD, GoR road
passing through this G-block area is obstructing smooth mining operations. To
resolve this critical bottleneck, RSMML requested PWD to divert the road from
outside the mining area through State Highway No 32. With diversion of this road,
Company will be able to excavate approximately 0.95 million tones of high-grade
Ore reside in this Block only.PWD has started the work and likely to be completed
within this year.

• Exploration:
Deep Exploration to access the bottom out of total reserves is carried out by MECL.
The work of “Diamond Core Drilling along with Core Logging, Sampling, Estimation
of Geological Resources and Preparation of Geological Report of Jhamarkotra Rock
Phosphate Mines” has been given to M/s MECL, Ministry of Mines, Government of
India Enterprise vide order no. RSMM/CO/Project/DLOA/2022/48, dated
31.03.2022
The work for exploration drilling has been commenced by M/s MECL at
Jhamarkotra mines from 17/04/2022.

M/s MECL has completed total 102 bore holes whereas total 26208.80 meterage
drilling has been carried out at Jhamarkotra mines.

Most of the Boreholes intersected the ore body at different depth, the block wise

Further while considering the all exploratory drilled holes data and the Geological
Resources as on 01.04.2024 comes to 89.78 million tones and Mineable reserves
comes to 49.40 Million tonnes.

• Mine Dewatering:
With gradual development of mine, the ground water table at some blocks is
hindering the developmental activities and major quantity of HGO/LGO is lying
unexcavated. More number of pump wells are proposed in the scope of new
contract.

• Waste Dump Yard:
Due to scarcity of Land available for dumping of waste generated during
excavation operation, the future development of mine is restricted. In view of this,
an additional 198 hectare Land on the foot-wall side of Mines is identified to be
acquired for dumping of waste generated during mining operation. In addition to
this, the 43.230 hectare Land of Sameta and Dhamdhar Village is required to
evacuate for future development of Mine from A-Extension to C-Block.

• M-Sand Plant:
Three M-Sand Plant has already been installed within mining lease having the
installed capacity of approx. 10.0 Lac Mt. per annum for each plant and therefore
cumulative capacity of approx. 30.0 Lakh Mt. per annuum & overburden is
proposed to be sold used for manufacturing of m-sand etc.

• Opportunities:

 Reuse of Tailing Waste generated during Beneficiation Process: During the


Beneficiation process of Low-Grade Ore (LGO) at IBP Plant, Jhamarkotra Mine,
approx. 3.50 Lac Mt. to 4.00 Lac Mt. per annum of Tailing Waste is being
generated. Since the inception of the plant, the Tailing waste was being stored
which is approximately 75.0 Lac Mt., in tailing dam and there was no use of it.
However, recently efforts are being done for the sale of the Tailing Waste from
Tailing dam on “As it where it basis”, for which a long-term contract has been
awarded to M/s J.S. Minchem Ltd. for a quantum of 3.0 Lac Mt. per Annum for
a period of 20 years.

 Utilization of Secondary Ore: Secondary sub-grade ore (95 lakh MTs) having
05 to 15% P205 with 50% to 60% SiO2 is found during mining at F & G Blocks
of Rock Phosphate Mine. To use it company has awarded the work of
“Production of Beneficiated Rock Phosphate (BRP) after Designing, Erection,
Testing and Commissioning of industrial beneficiation plant having 10.00 lakh
MT/annum input capacity of Secondary Ore on Design, Build, Own & Operate
(DBOO) basis”. The plant is likely to be installed and commissioned up to March
2025.

 Other resources and waste utilization: - During the Mining operation at


Jhamarkotra Mine, the mineral Rock-Phosphate is being excavated with an
average 1:16 stripping ratio, that it means that to excavate one tonne of Ore
(HGO/LGO), 16 tonnes of Over-burden is needed to excavate. Therefore, a huge
quantum of Over-burden Rock had been excavated in past many years and
since there was no use of it, it had been dumped at various places on the Foot-
wall side of the Pit. It is estimated that approx. 50.0 crore tonnes of Over-
burden had been stored. For the utilization of Overburden, RSMML has
envisaged Long Term Supply of Overburden from its Jhamarkotra Mines for
Manufacturing of M-Sand/Aggregates for a period of 20 years for an estimated
quantum of 30.0 Lakh Mt. per annum (based on the installed capacity of Plants
at Mines). The contracts have been awarded to install three M-Sand plants
within the lease area of Jhamarkotra mine for producing M-Sand/Aggregates
based on suitable overburden consisting of Dolomitic Lime-stone. Further, long
term contract has also been awarded for a quantum of approx. 1.50 crore
tonnes for Sale of Over-burden from various Over-burden dumps for a period
ranging from 05 years to 23 years, on “As is where is basis” and “Whatever

there is Basis”. However, looking to huge quantum of Over-burden there is
enough opportunity for Utilization of Over-burden in near future.

 Diversification of the Business: Downstream Expansion will become the


necessity and demand of the time in near future, looking to this, the
opportunity can be explored for entering into production of finished products
like Phosphoric Acid, DAP (Di-ammonium Phosphate) fertilizer etc. This will
help the project to reduce risk due to fluctuation of the prices in international
phosphate market.

At present, RSMML is operating three lignite mines under SBU & PC Lignite.
The first lignite mine to commence was Giral Mine (1994) in district Barmer,
followed by second lignite mine (2003) in district Nagaur as Kasnau- Matasukh
Mine, which was developed for meeting demand of fuel of the industries.
Subsequently the third lignite mine i.e. Sonari, near to existing Giral mine at
Barmer has also been developed (2011). The lignite mines at Barmer were
primarily developed for running 2X125 MW lignite-based Power Plant setup at
Giral by RVUNL as per MoU signed between RSMML & RVUNL. After meeting
the demand of lignite power plant, Company is undertaking e-auctions of lignite
through M/s MSTC to maximize price realizations based on the demand of
consuming industries. Both lignite mines at Barmer have been developed with
production capacity of 10 Lac MT per annum.
The mining activities at Kasnau-Matasukh were commenced in year 2003.
However, due to presence of confined aquifer below lignite seam and keeping in
control the in-rush of water in the pits, only Matasukh pit was being operated
in cyclic manner. For this, while undertaking mining, depressurization of
aquifer is also being done by operating required number of tube wells in
themining pit. The other pit i.e. Kasnau is under rehabilitation and mining has
commenced recently.
In addition to above, two other Lignite mines viz Kapurdi & Jalipa in district
Barmer have also been developed under joint venture by Barmer Lignite Mining
Company Ltd (BLMCL). This company is responsible for development and
operation of these lignite blocks at Barmer for supply of fuel to 1080 MW Lignite
based power plant being set up by M/s Raj West Power Ltd (RWPL) at Bhadresh
near the mines. BLMCL has been formed as a JV Company between RSMML &
RWPL as 51% & 49% partners respectively, in pursuance to the Implementation
Agreement signed by GoR with RWPL to set up power project. Both mining
leases have been transferred in the name of BLMCL. Around 70 Lac MT lignite
is being produced every year from these mines, which is being consumed for
power generation by 8 units of 135 MW each of the power plant setup by RWPL.

• Mineral Gypsum is presently governed with RMMCR-2017 under Minor Minerals
since year 2015. Its mining is considered Eco-friendly as it improves land quality
after removal of impervious gypsum bed having average thickness 2-3 meters.
• State government is now granting STP for mineral Gypsum in the Khatedari
Land to respective owners for land modification, where the gypsum thickness is
limited to 3 meters. In this process they are not required to observe statutory
formalities like obtaining EC from MOEF, CTE/CTO from RPCB, approval of
mining plan and other required formalities with DGMS. However, they pay
additional premium amount of Rs 100/- PMT over and above Royalty, DMFT &
RSMET on dispatches from area.
• Good quality Gypsum reserves in most of the existing mines held with RSMML
is almost exhausted or its mining is becoming difficult due to non-availability of
quality mineral bearing khatedari land within lease areas.
• Grant of Short Term Permit in favor of private land owners since 2015 by the
state Government, it is now becoming difficult for RSMML to take consent from
land owners for mining in existing leases.
• New mining leases are not granted to RSMML after year 2011. Two mines
surrendered to DMG in the financial year 2016-17. Seven mines surrendered in
the financial year 2017-18. Now 5 mines are in process of surrender.
• As on date, RSMML is holding 17 mining leases. Out of these, application for
surrender of 5 mines has been submitted to DMG, But the same are again being
reviewed to operate by appointing suitable agencies/party through EOI .
• Five mines Got Manglod, Jakharda, Dhani Abdullahwali,
Bhurasar&Larewalaare in operations by RSMML through contractual/EOI
arrangement.
• Larewala(Bikaner) &Jakharda (Barmer/Sanchore) Mines are under long term
supply agreement with M/s Wonder Cement for procurement of ROM Gypsum
for captive use intheir cement plants. Larewala mines is in operation and
Jakharda is inoperative due to water logging in mines lease area.
• Dhani Abdullahwali is operated under EOI/RFQ to sale ROM Gypsum to M/s
ICL a trader.

 DLOA has been issued to the successful bidder for the sale of gypsum on long
term basis from Dhani Abdulla Wali, Larewala, Jakharda.
 Bhadwasi deep seated Gypsum deposit in district –Nagaur (Rajasthan):
- RSMML has planned to develop Bhadwasi deep seated Gypsum deposit in
district –Nagaur (Rajasthan). The existing retained lease area is 1122.38
hectares covering four blocks viz. A (448.83 hectare), B (572.33 hectare), G
(32.85 hectare) & K (68.37 hectare). EC grant process is in progress. The
validity of lease is extended up to 31.03.2040 as per RMMCR, 2017 (deemed
renewal).
- Acquisition of private land under RFCTLARR Act 2013 and allotment of
government land in favour of RSMML is under process and diversion of
existing infrastructure from mineral bearing area like road, electricity line,
water supply system, Government buildings, and telephone lines is being
identified for taking permission from respective Government authorities to
commence operations in B-Blocks in 1st Phase. After mobilisation of setup
of the project, 40 Lakh MT Gypsum production/sale per annum is envisaged.

Issues – Gypsum

 Good quality Gypsum (plus 60% grade) reserves in most of the existing mines
held by RSMML are almost exhausted. Further, mining is becoming difficult due
to non-availability of mineral gypsum bearing khatedari land within lease areas.
 Grant of Short-Term Permit in favour of land-owners: After exclusion of mineral
gypsum from Major mineral list in year 2015 and further amendment in
RMMCR-2017 for granting Short-Term Permit to Khatedar, it is now being
difficult for RSMML to take consent from landowners for mining in existing
leases.
 New mining leases not granted to RSMML after 2011. As on date, RSMML is
holding 17 mining leases. Out of these, application has been submitted to DMG
for surrender of 5 mines.

Efforts for Increase of Sales

 Proposal of tendering is in progress to recover the left out mineral from 05 non-
operational Gypsum mines Bharu, Kishanpura-II, Ballar, Dehriya, Siyar ka
KositaGypsum mines to increase sale and minimize losses.
 Proposal for recovery of left out mineral from remaining 5 non-operational mines
for minimization of losses.
 Non-feasible mines after above tendering procedure proposed for surrender.

OPPORTUNITIES:

 High quality of Gypsum is available at deeper level about 50 meters below from
the surface in the Bhadwasi area of Nagaur District. As per available data, the
thickness of Gypsum bed varies from 10 meters to 28 meters. This natural
Gypsum deposit have their own merits on by-product Gypsum which is being
produced as by product and thereforethe certain logistic distance will continue.
 RSMML has produce 34.65lakh tons Gypsum from the surface deposits in the
F.Y. 2010-11. During the same period M/s. FAGMIL also produced and
dispatched about 0.70 million tons Gypsum from the surface deposits. This is
the peakofannual Gypsum production and dispatches of natural Gypsum from
the surface deposits of Rajasthan. Out of this production and dispatches about

3 million tons gypsum was consumed by the cement plants, PoP manufacturers
and Gypsum Board manufacturers of Rajasthan. The remaining quantity was
supplied to the neighboring states like Haryana, MP, Punjab and Delhi to the
cement plants, agriculture sector and Gypsum Board manufacturer.
 Looking to this opportunity RSMML has started the process to develop B-Block
of Bhadwasi Gypsum Mines, which is comparatively in better position due to
scattered huts/houses and fewGovernment infrastructures like rural roads,
school and primary health center etc. The land acquisition of the private land is
being under process through ADM, Nagaur appointed as Land Acquisition
Officer and Administrator for the project by the state government; SDM, Nagaur
is act as R&R functionaries.
 The life of B-Block is about 17 to 18 years on the proposed production capacity
of 4 million tons per year, the other blocks i.e. A-Block of Bhadwasi Gypsum
Mines having village areas, railway station and therefore the possibility of
Gypsum mining operation at deep level will be explored subject to the successful
results atthe B-Block at Bhadwasi Gypsum Mines. The planning work for A-
Block at Bhadwasi Gypsum Mines may be initiated within 2-3 years period
subject to field circumstances and outcomes of B-Block of Bhadwasi Gypsum
Mines. By adding A-Block the life of Bhadwasi Gypsum Mines may be further
increased by 10 to 15 years.
 As per Geological strata and exploration carried out by the Geological Survey of
India on regional scale, it is possible that occurrence of deep-seated Gypsum
may be continued from Nagaur city to surrounding areas of Bhadwasi Gypsum
Mines.
 The production from Bhadwasi Gypsum Mines may be commenced in one and
half year’speriod subject to timely land acquisition and allotment of Government
land and shifting of infrastructures at B-Block of Bhadwasi Gypsum Mine.
Meanwhile we may make our efforts to increase production from our surface
mining leases as much as possible.

Non Useful resources of Gypsum:

 During production of Selenite ROM at two Selenite mines (Thob-I Selenite Mines
&Thob-II Selenite Mines) atThob, the low-grade Selenite fines are screened out
as by product. There was accumulated stock of around 18000 MT of Low-grade
Selenite fines in two mines situated at Thob mines in January, 2024.
 Currently there is lying stock of more than 13000MT Low grade Selenite at Thob
Mines. Based on received price in auction the same has market sale value of Rs
26,00,000/-.
 According to above there is average sale of around 980 MT Selenite from Thob
mines. In future, during screening process similar qty of Low-grade Selenite fines
may likely generated per year and based on received price in auction the same
has market sale value of Rs 196000/-
 As market sale value of Low-grade Selenite stock is Rs 26 Lac and every year
around 2 lakh sale value of Low-grade selenite will be generated during screening
process of Selenite ROM.

The Strategic Business Unit & Profit Centre (SBU&PC) Limestone having its
headquarter at Jodhpur & working with two operational units as under-

Jaisalmer Limestone Unit, Jaisalmer.
Mining in the Jaisalmer area were started from Sanu Mines (around 60 KM from
Jaisalmer) in the year 1987-88 in the backdrop of the closure of limestone mines
in Dehradoon on environmental ground by the order of the Apex Court of the
country. Government of India then formed a technical team to assess the various
deposits of limestone in the country for supply of limestone to steel plants on
sustainable basis. The Committee after evaluation recommended that the low silica
limestone (Steel Melting Shop or SMS grade) available from Jaisalmer is the best
suitable for the country’s steel plants for the reason of very low silica percentage
and very low decripitation index. The mineral from the area is being transported
by Rail to various steel plants of the country. Company’s main buyers’ are SAIL,
Tata Steel Ltd. Etc Company is meeting total indigenous demand of steel grade
limestone of the country.
Company is having two mining leases. The limestone from the mines is observed
as the best and most suitable for steel making process (LD Convertor).Around 150
million tons of proved reserves of SMS grade were assessed and being mined
continuously since opening. Company own highly sophisticated sizing & screening
plant commissioned in year 1996 at Sanu for the annual capacity of 6.00 lac MT
of 30 – 80 mm sized limestone gitty. Rated capacity of the mines is 27.5 lakhtonne
of steel grade limestone per annum from the area & also supplying its by-product
to sintering plants/thermal power plant/cement plant of the country. It has
developed infrastructure for sustainable development and supply of limestone.

Looking to increasing demand of steel grade limestone from the area & also to
attract more market by reducing logistic rate component, company has invested a
huge amount for laying of rail line from Thaiyat-Hameera Railway Station through
Indian Railways at the total cost of around Rs 350 cror. Rail link is constructed by
Indian railways. RSMML has deposited Rs 118.465 crore with railway for
construction of 59 Km long rail link from Thaiyat-Hamira to Sanu. Now the Sanu
Railway siding has come into operation since August 2020 for supply of limestone
by rail to steel/power/cement plants. Around 35 lakh tonne limestone is presently
being loaded from this siding and Indian Railway is getting highest revenue in the

Brief Status of New Areas
To enhance the mineral inventory with the company, we had applied following three
new blocks in nearby vicinity of Sanu Mines and state government has reserved
this area for grant of mining leases for SMS grade, and is propose to open in year
2025-26.

Salient feature-

 Jaisalmer limestone is fine grained hard & compact having low silica (less than
1.5%) and very low decrepitation index (below 1.5 %) thus ideal for use in steel
plants. Lime yield per tonne of steel is maximum. The Lime yield per tonne of
steel is maximum and has better reactivity in steel making process.
 Only domestic source in the country to supply steel grade limestone to steel
plants and having Massive deposit and is import substitute in the country.
Around 25-30% country’s total demand is met through this source.
 Single bench mechanized mining with no overburden under concept of Zero
waste mining.
 Mineral bearing land is covering maximum part under government land,
barren and hence easy availability for mining and enhancing processing
capacity.
 Total Capital Investment around Rs 500 crore.
 Having well developed infrastructure & high strength BRO road connecting
mines to Railway siding. and district Head quarter
 Long term supply agreement with major buyers which envisages increase in
lifting by them to 50 lakh tonne/year by 2030.
 Enter into long term MoU with cement company for 30 years for supply of
cement grade chalky limestone for captive use in cement plant.
 Opening of new blocks for production & supply of 45 lakh tonne per annum
limestone to steel sector.

Gotan Limestone Unit, Nagaur

Mining of limestone at Gotan was undertaken in the year 1974. The limestone
deposits of Gotan are part of the famous Sojat-Bilara-Nagaur limestone belt. All
grade limestone i.e. chemical grade, white cement grade and grey cement grade
limestone is found in the area, which is having the general specification as under:

Company is having two leases under minor minerals covering around 30 sq KM


areas. Mines area 90 KM from Jodhpur & around 1-10 KM from Gotan town. The
annual installed capacities of the mines are 1.5 million tonne per annum. Due to
complexity in depositional pattern, mining is being carried out by semi-mechanized
means. This limestone so produced is best being used in Birla White & JK White
Cement plants located near Gotan and also by chemical plants in district Kota. It
is also being supplied to local kiln for making quick lime.
Salient feature-
 Massive deposit- lease area of 30.26 sq. Km.
 Best available deposit in the entire Sojat-Bilara-Nagaur belt having very low
silica, low iron content and moderate decrepitation index.
 Having all grade of limestone thus wastage is minimum.
 The deposits are located very near to the consumer industries. Thus, logistic
cost is less.
 Part of private kahtedari mineral bearing area is acquired.
 Most part of the limestone is available in private khatedari land.

Mine is presenyly being operated @ 4 lakh tonne per annum and catering the
demand of local lime kiln industries and also supplying to white cement plant due
to very low iron contenet available limestone in the area.

Opportunities
 Boost in steel production in the country. The per capita
consumption of steel in India was 97.7 kg in 2023-24, which is

lower than the world average of 219.30kg. India is the second
largest consumer of finished steel in the world.
 The National Steel Policy (NSP) of 2017 envisions India's steel-
making capacity reaching 300 million tonne per year by 2030–31
against current production of 140 million tonne. The NSP also
projects that per capita steel consumption will rise to 160 kg by
2030–31.
 Demand of low silica limestone is expected to rise in view of
expected increase in steel production in country, as per National
steel policy of India.
 Main grade product of low silica limestone is 30-80 mm size
limestone gitty supplied to steel plant in LD process of steel
making. The undersize material (minus)30mm size have favorable
market particularly in sintering plant (steel), thermal power plant
to neutralize Sulphur by desulphurization process (Flue Gas
Desulphurization) and in cement plant as sweetener. Thus, entered
in new market in these sectors under long term supply agreement
for optimum utilization of sub grade mineral.
 Favorable condition for setting up cement plant in nearby vicinity
based on the rejects &underlying chalky limestone. The required
raw material like limestone, gypsum, clay is abundantly available
in the vicinity & power can be generated by gas based power plant
(abundantly available along border area of oil wells). Canal Water
is also available in the nearby distance.
 After amendment in RMMCR-2017, the lease period of leases under
minor mineral can be extended up to 31.03.2040. This will allow
the Mines under Gotan Unit to continue further and call for
optimum utilization of limestone resources under long term supply
agreement with cement companies and Chemical Sector.

Other resources & Waste Utilization of Limestone:

 Jaisalmer-Sub Garde Limestone fines in Backfilled areas (10-30 mm)- Around


16.00 million tonne.
 Gotan -Limestone resources of cement grade/ chemical grade in Pvt khatedari
lands in ML areas- 150 million tonne.

With a view of diversification activities and to protect environment degradation,

Now, the total wind farm capacity of RSMML is 106.30 MW.Out of 9 RSMML's
nine wind farm projects, seven have been registered under CDM category with
UNFCCC, looking to the significant contribution of the project towards
sustainable development in India. These wind farm projects are contributing to
the reduction of Carbon dioxide emissions to the extent of about 1.25 lakhtonne
per year.
RSMML has received 5,11,739 CERs since 2001 onwards from UNFCCC against
wind power projects towards its contribution in sustainable development and
to protect global warming through green energy generation and have earned a
revenue of approx. Rs. 17.00 Cr. till date by selling these CERs in the global
market.
Also, RSMML has received 107148 VCUs (Verified Carbon Units) from the above
said wind power projects and have earned a revenue of approx. Rs.1.35 crore
till date.
RSMML had also installed 5 MW Solar power project at Gajner in District
Bikaner & commissioned on 31.12.2014. Roof top solar panels, having capacity
of 20 KW, have also been installed at Corporate Office, Udaipur. Annual
generation of grid quality power is now approx. 1250 lakh unit KWH(Kilo Watt
Hour) from eco-friendly wind power.
RSMML has received 29,230 REC from 5 MW solar power project and have
earned revenue of approx. Rs. 4.00 Cr. till date.

Various Issues/Disputes Needing Immediate Action
Rock Phosphate:
i) Diversification of PWD road required for development of G Block: -A public PWD
road is passing through G- block, which is restricting the development of the block.
M/s RSMML has deposited a sum of Rs. 2.50 Crore in the month of October 2021 to
state PWD department (as a depository work). But, due to agitation by the local
villagers the commencement of the work is still pending. Two times the contract
awarded by PWD has completed without start of any work at site.
(ii) Space Constraints for Dumping of Over-Burden: -There is lack of space available
on the Foot-wall side of mine to accommodate more over-burden. Therefore, looking
to lack of space available to store the huge quantum of Over-Burden
generated(Aprrox. 20 MPA) the allotment of additional 198 Hectare of Land outside
the Lease boundary (near “U” Pillar) is pending since year 2020.
(iii) Close proximity of village Sameta and Dhamdhar :-Close proximity of village
Sameta and Dhamdhar are creating hindrance in Blasting Operations and restricting
the development of A-Extn., A, B & C-Blocks which are the good source of HGO as
well as LGO. The issue is long pending since year 2000 and required to be resolved in
consultation with District administrations.
(iv) Requirement of additional Tailing Dam for sustainable operation of IBP:-
The status of tailing dam is as below: -
1. Tailing Dam No. 1 (Jhamarkotra Village):
Status: Capacity reached almost to maximum in the month of July 2024.
Action: Proposal for raising the height has been initiated.
2. Tailing Dam No. 2 (Behind GSF):Capacity: Approx. 4.0 Lakh MT.
Status: Disposal of tailing in dam has been started in the month of July 2024;
expected lifespan is 14-15 months.
Action: Further Proposal for development of tailing dam will be initiated shortly.
3. Tailing Dam No. 3 (Dhamdhar Village):
Background: Land reserved since 2011-12; multiple development proposals
initiated but notrealized due to local villagers’ issues.
Action: Critical for future tailings management
Current Action:.Work Contract with M/s JS Min Chem, Udaipur, Scope: Lift
minimum of 3.00 MTof tailing per year for 20 years w.e.f 1st April 2023.
Urgent Actions Required:
Approval for height raise of Tailing Dam No. 1.
Development of Tailing Dam No. 2.
Development of Tailing Dam No. 3 at Dhamdhar by resolving issue with local
villagers.
(v) Shortage of Manpower at SBU level:-
Due to continuous superannuation of deployed manpower at Jhamarkotra mine,
there is requirement of manpower in most of the discipline for effective supervision
and monitoring of the activities.
Lignite;
During 2022-23 and 2023-24, the mining activities at Nagaur remained under
suspension. At Nagaur, Company was supplying lignite to its customers under
the long-term e-auction of 2 years period for 15 Lakh MT which was interrupted
in Mar-2022 due to agitation of Khatedars demanding, higher land
compensation. After the agitation was over, the Company resumed the
development activities in Jun-2022, however the sale could not be resumed on
account of sudden increase in bulk diesel price affecting profitability and
margins. Due to this, Company had to increase the sale price of Lignite at
Barmer and Nagaur by Rs 500/- per MT. Subsequently, the e-auction dated
14.01.2022 conducted for sale of Lignite was cancelled by the Company, against
which, buyers filed writ petition at Rajasthan High Court and the Court allowed
the prayer of the petitioners thereby quashing the cancellation order issued by
the Company. Against the Judgement, Appeal was files in Division Bench and
the Court has issued orders to maintain status quo till final decision. The
decision in the appeal is still pending. Thus, the sale of Lignite from Matasukh
Mines is under suspension. The Company is making its best efforts to resolve
the issue.

Limestone:
I. Deniel of giving benefits under R3i policy to RSMML by Indian Railway under
reference of laying of Rail link from Thaiyat-Hamira to Sonu (Around 60 KM).
RSMML has deposited Rs 118 crore in 2013 with Indian Railways under this
policy.
II. Dispute with IGNP- Supply of water through pipeline from Sagarmal Gopa
Branch, Ramgarh to Sanu Mines under deposit work. Rs 74.50 lakh deposited
by RSMML in 2006/2008 and we are still awaiting the water from this line.
Matter is sub judice in Rajasthan High Court.
III. Inclusion of Chalky Limestone in granted/allocated ML areas for SMS grade
limestone to RSMML- Pending with state Govt

Centralized Marketing:
Issue with Railways regarding the Wagon procured under OYWS Scheme:-

i. RSMML purchased three rakes comprising 181 Box N wagons under Own Your
Wagon Scheme (OYWS) of the Indian Railway in the year 1996-97. Two
agreements were executed between RSMML & Railways, and wagons were
handed over to Railways.
ii. The agreements ended in July 2016 for 60 Box N wagons and in Sep 2016 for
121 Box N wagons .After the expiry of these agreements, the wagons are still
plowing with Railways, and RSMML has not received any lease rent for the past
7 years.
iii. NWR has to provide buyback value of the wagons under active consideration at
Railway Board where regular follow-up is being arranged. Letter from
Chairman, RSMML to Chairman, Railway Board has been proposed to be sent

Reasons for variation in profit for RSMML during 2020-21 to 2023-24:
The profit for the year 2020-21 dropped down mainly due to COVID impact, land
tax liability of Rs. 84.10 crore, provision for GST input credit of Rs. 100.00 crore
(approx.)

The profit for the year 2021-22 were improved significantly due to increase in sale of
Limestone and Lignite in terms of quantity as well as value. Performance of RP also
improved during the year.

During the year 2022-23, the selling price of Rock Phosphate was increased by
around 53% and sale quantity also picked up from 9.07 Lac MT to 12.61 Lac MT,
leading to an increase in sale value of around 98% as compared to the year 2021-
22.

For the year 2023-24, sale prices for Rock Phosphate & Lignite have decreased
which has lowered down the profits of the company. Further, sale qty of RP, Lignite
and Limestone had also decreased during the year.
