AN EXECUTIVE ORDER MANDATING THE RESPONSIBILITY OF DOG


OWNERS TO PROPERLY RESTRAIN THEIR PETS TO PREVENT ACCIDENTS
IN BARANGAY KASUGA, MAGSAYSAY, DAVAO DEL SUR

WHEREAS, it has come to the attention of the Barangay Council that stray and
unrestrained dogs are causing accidents and disturbances within the streets of Barangay
Kasuga;

WHEREAS, the safety and well-being of the residents, as well as the welfare of the
animals, are of paramount importance to the Barangay Council;

WHEREAS, it is necessary to implement measures to ensure that dog owners are held
accountable for the proper restraint of their pets to prevent accidents and promote a safer
community;

NOW, THEREFORE, I, NADOR M. PINTO, Punong Barangay of Barangay Kasuga,


by virtue of the powers vested in me by the laws of the Republic of the Philippines, do
hereby order the following:

1. Responsibility of Dog Owners: All dog owners within the jurisdiction of


Barangay [Your Barangay Name] are hereby required to properly restrain their pets
by keeping them on a leash or within a securely fenced area at all times when
outside their premises.
2. Liability for Accidents: Dog owners who fail to properly restrain their pets and
whose unrestrained dogs cause accidents or disturbances shall be held liable for any
damages or injuries caused.
3. Penalty: Violations of this Executive Order shall be subject to penalties,
including fines or community service, as determined by the Barangay Council.
4. Implementation and Enforcement: The Barangay Council, in coordination with
the Barangay Tanods and other concerned authorities, shall be responsible for the
implementation and enforcement of this Executive Order.
5. Public Awareness Campaign: The Barangay Council shall conduct a public
awareness campaign to inform residents about the importance of proper pet restraint
and the provisions of this Executive Order.

This Executive Order shall take effect immediately upon its approval.
DONE this 6th day of January, 2025, in Barangay Kasuga, City/Municipality of Magsaysay,
Province of Davao del Sur, Philippines.
