Eligibility Criteria –
NIB no. 2024-25/160 : Distribution valve operation at various water supply scheme under JEN Section Rural-
IV sub dn. Hanumangarh Town
Valid Pipedistration:- Enlisted atleast ‘‘D” Class contractors with the Departments under the Government of Rajasthan
and enlisted contractors with CPWD/ Postal, Telecom, Railway, MES, other state Govt. /
Central Govt. undertaking/ organizations equivalent to ‘D’ Class of Rajasthan provided they
meet out prescribed eligibility criteria, after giving prescribed Bid security.
5.1 History of Non-performance of a contract The prospective bidder should Must meet Affdavit from client

months as per provision of applicable rules and should not

Note:
i. Non-performance shall include all contracts except where Employers decision was overruled
by the competent authority.
General condition of contract :-
1. A Bid is to be considered “ Abnormally low” if the total bid price and/for amount of a particular item
quoted by the bidder is less than 85% of the estimated cost of bid/ particular item. Abnormally low bid
generally results in poor performance by the constrictor. Therefore. It is decided to seek “additional
performance security (APS)” in such tenders to safeguard the performance of the works. Assessment of
APS against abnormally low bid shall be don as per Circular/D&S/2018-19/25
2. NO WORK BEYOND THE APPROVED ESTIMATE IS PAYABLE:-
The Executive Engineer/Assistant Engineer shall approve the estimate and shall place work order as
per the approved estimate. Items not included in the estimate shall not be carried out without prior
written approval of the Executive Engineer/Assistant Engineer.
3. SECURITY DEPOSIT :- Security deposit @ 10% of the cost of the bill shall be deducted from each bill. The
S.D. shall be refunded after six months of completion of the Rate contract period. The S.D. deduction in
case of SSI unit shall be @ 1% of the cost of each bill.

4. JURISDICTION OF DISPUTE: - In the event of dispute between the parties in respect of any matter arising out of the agreement,
the same shall be settled by competent courts having jurisdiction over the place where the agreement is executed.
CERTIFICATE TO BE PRODUCED BY SSI UNIT:- The SSI units shall have to deposit EM $1% of the annual capacity of repair (Minimum
EM is 4500/- Provided they submit certificate from the Director in Industries, Rajasthan in the following format.
“It is certified that M/s. _______________________________________ is a small scale Industry registered permanently
with the Department vide registration No. ____________dated_______ for the manufacture / formulation/fabrication of
the following items.”

Such industry shall submit an undertaking in respect of the their capacity or any other such evidence to indicate their
capacity in format-B.

To demonstrate their History of non-performing contracts, the bidder shall submit an Affidavit in the
following format on Rs. 100.00 non-judicial stamp paper.
