Subject: Complaint Against Delhi Public School Ranipur, Haridwar (Affiliation No.
[XXXXXX]) for Non-compliance with CBSE Teaching and Assessment Norms
Respected Sir/Madam,
I am a Class XII student (Science stream) at Delhi Public School Ranipur, Haridwar, affiliated to
CBSE (Affiliation No. [insert your school’s affiliation number]). I wish to lodge a formal
complaint—submitted anonymously for fear of reprisal—regarding multiple serious violations of
CBSE academic and welfare guidelines in the Physics classroom since April 2024. All facts
below are backed by written records, test timetables, and correspondence.
1. Forced Digital-Guided Learning (DGL) in Place of
Teacher-Led Classes
• Since April 2024, regular Physics lectures have been replaced by pre-recorded videos by
the Principal, without any interactive or teacher-facilitated sessions.
• These videos are often assigned immediately before tests, leaving no time for explanation
or doubt-clearing.
• Students are prohibited from consulting alternate, CBSE-approved resources (e.g.,
NCERT, DIKSHA).
2. Unbalanced & Unfair Assessment Schedule
• Physics tests repeatedly combine unrelated units (e.g., Electrostatics with Ray Optics)
without adequate instructional time:
o On 19 May 2025, a 30-mark test covered three chapters—Electric Charges &
Fields; Electric Potential & Potential Energy; Reflection & Refraction—of which
the second chapter had been introduced only three days prior (16 May 2025) .
• Tests afford 60 minutes for derivations, diagrams, and reasoning with no reading time,
causing loss of marks due to time pressure, not content mastery.
3. Disproportionate Emphasis on Physics
• Physics receives more frequent tests and extra DGL periods, whereas Chemistry and
Mathematics classes and assessments are reduced, creating academic imbalance and
undue stress.
4. Faculty Shortage & Improper Section Merging
• Due to a lack of qualified Physics teachers, Sections D and E of Class XII were merged,
increasing class size and diminishing individual attention.
• Despite large classes, the syllabus remains behind schedule, violating CBSE timelines for
course completion.
5. Ignored Feedback & Dismissive Responses
• Student and parent feedback submitted formally in Class XI was either unanswered or
met with dismissive replies (e.g., “You may kindly look for a better system” from the
Principal), undermining trust and violating CBSE’s mandate for grievance redressal.
Requested Relief
Considering the above, I respectfully request CBSE to:
1. Investigate the forced use of DGL videos and ensure teacher-led interactive classes as
per CBSE norms.
2. Review and amend the Physics assessment schedule to allow adequate teaching and
revision time, including standard reading time and separation of unrelated units.
3. Monitor subject-wise balance in teaching hours and assessments across all science
subjects.
4. Verify faculty strength and compliance with prescribed teacher–student ratios; ensure no
classes are merged in violation of norms.
5. Ensure a proper grievance mechanism within the school, with timely, respectful
responses to student and parent concerns.
I am willing to provide copies of test schedules, video-lecture logs, and correspondence as
evidence upon request. Thank you for your attention to these serious matters affecting the
academic welfare and mental well-being of CBSE students.
Yours faithfully,
A Concerned Class XII Student
