Summary of Bank Classifications According to BSP MORB
The Bangko Sentral ng Pilipinas (BSP), through the Manual of Regulations for Banks (MORB),
classifies banks into five main types. These classifications are based on the nature, functions,
and scope of services each bank provides. Understanding these classifications helps clarify how
different banking institutions serve various sectors of the economy, from large corporations to
rural communities.
1. Universal Banks
Universal Bank is primarily focused on full-service banking and investment activities. They
provide deposits, and lending services. They have the highest capital requirement.
2.Commercial Banks
Commercial Bank is focused on general commercial banking provided for individuals and
corporations. They offer business and personal loans and accepts deposit such as time deposits
and savings deposits.
3. Thrift Banks
Thrift Bank offers financial services to individuals, household and small to medium businesses.
They also accepts consumer loans and deposits.
4. Rural Banks
Rural banks are designed to support the development of the rural economy. They mainly serve
farmers, fishermen, small business owners, and rural communities by providing them with easy
access to credit and banking services. These banks operate mostly in provinces and towns.
5. Cooperative Banks
Cooperative banks are mainly focused on providing financial services to cooperatives and its
members. It is owned, controlled and operated by cooperatives. The function of this type of
bank is under Bangko Sentral ng Pilipinas (BSP) and Cooperative Development Authority
(CDA).
