CHAPTER I
INTRODUCTION
The Issue Area
The province of Masbate is located between latitudes 11°43' north and
123°09' east and 124°5' east, or nearly in the middle of the Philippine archipelago.
Burias and Ticao Pass, San Bernardino Strait, the Visayan Sea, and the Sibuyan
Sea encircle it on the north, east, south, and west, respectively. The province
confronts the southwestern shores of the Camarines Sur, Albay, and Sorsogon
regions in relation to the mainland Bicol. The total area of Masbate is 4,151.78
square kilometers (1,603.01 sq mi).
San Fernando is a 5th class municipality in the province of Masbate,
Philippines. It is a coastal municipality in the island province of Masbate. The
municipality has a land area of 77.50 square kilometers or 29.92 square miles
which constitutes 1.87% of Masbate's total area. Its population as determined by
the 2020 Census was 21,600. This represented 2.38% of the total population of
Masbate province, or 0.36% of the overall population of the Bicol Region. Based on
these figures, the population density is computed at 279 inhabitants per square
kilometer or 722 inhabitants per square mile.
San Fernando is endowed with rich natural resources in line with its
agriculture and other industries such as large farming, livestock, and poultry raising.
Along with its coastal areas, the fishing industry predominates. Agricultural lands
are planted with rice, corn, root crops, and coconut. Unquestionably, Ticao Island
belongs to the Philippines' most stunning locations. This series of islands in
Masbate Province has islets and beaches, coral gardens and various diving

locations, and even a waterfall that plunges straight into the water. Since it is
situated near the port site of Barangay Bay-bay Dagat, San Fernando Masbate, the
project's primary objective is to improve and develop a project that would assist
locals who run small businesses as well as contribute to the growth of tourist visits
in the area.
Statement Of the Problem
The Site Development Project Along Coastal Zone at Barangay Baybay
Dagat, San Fernando, Masbate, provides numerous socio-economic activities and
employment benefits. These include fisheries and tourism, both of which make
significant contributions to the country’s socio-economic development.
The purpose of this research is to design a developmental project of the
existing mini food court and seawall barrier along the coastal zone in Barangay
Baybay Dagat, San Fernando, Masbate.
Specifically, it seeks to answer the following questions:
1. What are the problems encountered by the residents who live along the coastal
zone of Barangay Baybay Dagat, San Fernando, Masbate?
2. What is the appropriate design and cost for the site development project along
the coastal zone of Barangay Baybay Dagat, San Fernando, Masbate?
3. What are the effects and benefits of undertaken site development projects along
the coastal zone?

Current State of Field
This paper focuses on the site development along the coastal zone from the
viewpoints of the Mayor and Engineer of San Fernando, Masbate. This study
concentrates on what is thought to be, the issues of the site development over the
coastal zone affectation. It also focuses on the existing state of the mini food court
stall near the coastal zone. The study also deals with the impacts of the coastal
zone to the site development and on the daily lives of local households and the
residents of San Fernando, Masbate.
This site development project will provide an increase in tourism since it is
located at the pier site of Bay-bay Dagat. Since the site development project is
located along the coastal zone, the first line of defense against the impacts of
severe coastal storms and erosion is the seawall barrier. The main factors
responsible for affecting the existing seawall barrier are tidal range and wave
energy. Relative changes in local sea level also dramatically alter coastal barrier
diversity, the first line of defense against the impacts of severe coastal storms and
erosion.
Site development projects are usually great but there are numerous effects
to consider in the development activities, consequences shouldn't be overlooked
but rather analyzed and tried to minimize the situation brought by consequences.
This research focuses on the positives and downsides of the site development
project along coastal zone in Barangay Bay-bay Dagat, San Fernando Masbate.

Review of Related Literature
A site development plan, also known as an SDP, is a detailed planning
document that is used to assess whether development on a property has been
prepared consistently in terms of occupancy, building size, and placement, site
circulation and parking, construction materials, landscaping, and public amenities.
The proposed site's location, the anticipated building bounds, and nearby
properties are all shown on the plan, which incorporates all of the aforementioned
elements. The plan is a component of a planning application. Once all factors have
been taken into account, the site development plan will start to take the form of
more extensive information that is required for implementation and will eventually
be included in a construction drawing set or detailed design package.1
The project's actual structure is one of the most crucial elements of what is
referred to as construction site development. After all, constructing a building is
useless without a sturdy foundation. As a result, the business chosen will need to
conduct extensive study to determine what kinds of structures would be appropriate
for the location. These structures will then need to be constructed, along with any
connections from the neighborhood, on the actual construction site. With the
correct business, there is no need to worry about what may be a challenging and
time-consuming procedure.2
Site planning is a design method used to choose the best course of action for
a development project after analyzing the restrictions of the development site. An
overall site planning document, which should go with a development application,

analyzes and records the opportunities and restrictions specific to a site as well as
the response to a program or design brief. Hence, thorough site study within the
local and regional context is the foundation of good site planning. The "whole of
site" strategy includes more extensive choices on building orientation and
placement on the property, as well as the positioning of related buildings and
infrastructure including access and circulation plans. The complexity of the site
planning process will vary with the scale and nature of the proposed development,
and the constraints existing on the site. Minor development may only require a site
plan and a simple accompanying statement, whereas development is of a
scale/nature or where the site is highly constrained may result in more detailed
plans and supporting technical reports being submitted with the development
application.3

Review of Related Studies
The success of Proposed Development of Maslog Beach Resort in Legazpi
City, is due to placing a strong emphasis on the possibilities for Maslog Beach
Resort. This study concentrates on the potential of the tourist vacation facility. In
light of this discovery, the possible issues must be considered that can help to
resolve the problems that may be encountered to provide better solutions and
services to the tourists. Since there is an increasing number of tourists this year
with almost 10,000 foreign and local tourists who visited the town, it is visualized
how feasible it would be to develop this area in order to promote growth and
maintain nature as a tourist destination. This will generate greater revenue for the
province and the community as a whole (Nikki Jane & Anadolf, March 2010).4
For the success of the Proposed Three-Storey Commercial Building at San
Juan, Irosin, Sorsogon, the proposed building plays a significant role in the town's
development and competitiveness. Also, it will open up opportunities for those who
want to launch their own enterprises by endorsing their own goods.This is a great
opportunity to help the people with small food business to endorse their specialties
and other food varieties that will serve as a delicacy of the town to be more known
by the local and foreign tourist. From the beginning of construction until the facility is
ready, job opportunities will be given access to the community's residents (Jason
Christopher & Rhynel, April 2011).5
Tourism Development in Boracay Island and its Impact on the Local
Communities. Over the years, the Philippines' tourist industry has been growing,
opening up multiple opportunities for the community and economy, such as on

Boracay Island. Modernization must take place in order for the community to
transform, from it’s traditional plywood stalls to concrete stall designs up to its
delicious foods and comfortable services will make the tourist come back for more.
With new construction, tourism to the community and infrastructure associated to
the community will increase throughout time. On the other side, as a result of
tourism, the way of life and physical surroundings of the locals change with time.
The progress of tourism development will changed the community and people’s
lifestyle significantly (Jokim Kitolelei, July 2015).6
The Evolution of Beach Resort in Tioman Island, was once a remote fishing
village located in the east coast of Peninsular Malaysia. The government
immediately realized that tourism could generate huge economic gains both locally
and regionally. Since tourism began, the island has evolved and transformed into a
tourist destination. Since the government see a potential to the area to transform it
as a tourist destination that can benefit the people and the community’s economy,
this is also a great opportunity for the government that will play a huge part with the
changes upon time. Also, how government policies, economic and social changes,
as well as changes in visitor types have affected the growth of resorts as well as
the tourism sector in the muinicipality over time. The government and private sector
are the major players in the transformation of the resorts and the island from one
stage to the next (Shida Irwana Omar, 2013).7

SYNTHESIS OF THE STATE OF THE ART
The foregoing related literature and studies gathered and reviewed by the
researchers provided them with baseline information and fruitful insights which
contributed of the conceptualization to the present study. The literature and studies
presented give the readers an idea about the advantages of site development. In
the global economy, tourism is one of the most noticeable and growing sectors. In
most cases, coastal lands provide a place for tourists to engage in recreation and
leisure activities.
Coastal areas as a popular tourist destinations should provide better
services to visitors. The study entitled Proposed Development of Maslog Beach
Resort concentrates on the potential of the tourist vacation facility. Visitors do need
something to see and something to keep them occupied when they are in a
destination. They need a place, which is different from their home. Destination
planning and management are keys for a long- term sustainability of tourism and
must be remembered at every level (Godfrey & Clarke, 2000).
In many countries, the tourism industry remains an important source for the
generation of employment and income in formal and informal sectors. The success
of the Proposed Three-Storey Commercial Building at San Juan, Irosin, Sorsogon
will not only play a significant role in the town's development and competitiveness
but it will also open up opportunities for those who want to launch their own
enterprises by endorsing their own goods. From the beginning of construction until
the facility is ready, job opportunities will be given access to the community's
residents. As a result, it will generate greater revenue for the town and the
community as a whole.

Over the years, the Philippines' tourist industry has been growing, opening

island from one stage to the next.(Shida Irwana Omar, 2013). The progress of
tourism development will change the people’s lifestyle significantly. These includes
the development in Boracay Island and the evolution of Beach Resort in Tioman
Island.
Gap Bridged by The Study
The gap indicates that no other study was conducted with the same type of
research that the study is focused on. The studies that have been gathered together
above are more likely about identifying and providing the benefits and effects of site
development projects along the coastal zone of Barangay Bay-bay Dagat, San
Fernando, Masbate, as well as the identification of potential issues that may arise
during the planning and designing of the site development projects. In connection
with planning and designing a site development project., there are various factors
that should be considered mostly in choosing the best design before the project
development takes place. The aforementioned supporting materials are included by
the researchers to provide a fuller introduction about the implications of the site
development project on the community and local residents of San Fernando.

Input (I) consists of the three data. First is the review of related literature and
studies. Second are the demographic profiles of the respondents. Third are the
answers of the participants in the survey questionnaires. Process (P) indicates the
methodology used in order to meet the objectives of the study which are data
gathering, qualitative method, interpretation of results, and planning of appropriate
design. Output (O) refers to the benefits and effects of the Site Development Project

CHAPTER II
METHODOLOGY
Research Method
This study applied the qualitative interview approach in determining the
implications of the Site Development Project Along Coastal Zone on the people and
community of Barangay Bay-bay Dagat, San Fernando, Masbate. Qualitative
interview methods can find new ways of understanding a problem, opening up the
possibility of new solutions (Rubin et al., 2015), the factors that demonstrate the
collective impacts of the Site Development Project Along Coastal Zone. The
resulting qualitative insights can be used as a basis in creating an effective plan
design that will also benefit the community and people of Barangay Bay-bay Dagat,
San Fernando, Masbate. The objective behind conducting a survey interview is to
get a better understanding on what factors may affect the Site Development Project
Along Coastal Zone of Barangay Bay-bay Dagat, San Fernando, Masbate. In this
study, content analysis will be applied by examining the data, familiarizing with the
data, identifying possible problems, and finding ways out of the possible problems.
The related literature and related studies of this research will also be used in
constructing an extensive discussion about the overall effect of Site Development
Project Along Coastal Zone.

Data Gathering Procedure
This study's main objective is to examine the effects of a site development
project along the coast on the San Fernando community and its residents in
Masbate. The respondents were able to express their opinions and unique
reflections on the Site Development Project Along Coastal Zone using a qualitative
technique framework. In order to learn more about the advantages and
consequences of the Site Development Project Along Coastal Zone as well as any
potential issues that may arise with the project, the researchers conducted surveys.
The primary technique of data gathering for this study is participant interviews.
Based on the participants' individual perceptions of the Site Development Project
Along Coastal Zone at Barangay Bay-bay Dagat, the research questions for this
study were answered.
Sources of Data
Both primary and secondary sources provided the information that was used
in this study. A preliminary interview was used to acquire the primary data. Before
forming conclusions, the reconnaissance interview is important to determine the
nature of an area, an event, or a condition. The Mayor and Engineer in Barangay
Bay-bay Dagat, San Fernando, Masbate were included in this research study, and
both descriptive and thematic content analysis were used in the investigation. The
study showed that compensation is a critical factor that may enhance plans for
sustainable urban regeneration, thus inhabitants of buildings that were harmed
should obtain compensation in-order to locate to a better area to live or conduct
business.

Population, Samples, or Subjects
The residents of Barangay Bay-bay Dagat based on the data collected were
2,255. Using the formula in finding the ideal number of respondents with 90%
success rate, the number of respondents was 100 residents. The survey and
interview were conducted with the Municipal Engineer, Municipal Mayor, and
Barangay Captain of Barangay Bay-bay Dagat. In this proceeding, it can be
presumed that the data gathered were be biased and are based on the ideal
number of respondents with reference to the total population. To compute the
reliable number of sample size, the researchers used the formula shown below:

CHAPTER III
RESULTS
This chapter contains information on the presentation and findings of the
data gathered by the researchers within the community from a total target of 100
respondents. The information was presented in descriptive form and narrative
analysis.
The following survey was conducted to gain the information needed about
the impact of proposed site development along coastal areas:

The above graph shows the age group of the respondents: the respondents
aged 21–30 made up 38%, followed by 29% for ages 15-20, 19% for ages 31–55,
and 14% for ages 55–up.

respondents, 49% of them were employed, 36% were self-employed and 15% were
unemployed.

48% of them said that they have a medium income, and 25% of them have a low
income. .

bakery, some of them, which is 35% of the respondents, buy from a convenience
store, and 26% of them buy from a food court.

percent of them go to food court every day, twenty nine said that they go to food
court once or thrice a week, while thirty five percent go there four to six times a
week.

CHAPTER IV
DISCUSSION
This chapter presents the summary, Findings, conclusion and
Recommendation derived in the conduct of the study which is proposed site
development project along coastal zone at Barangay Baybay Dagat, San Fernando,
Masbate. The study was conducted at the barangay of Baybay dagat, The
respondents were aged 15-55 years old and above. Close ended questionnaires
were used to gather the data, and various kinds of carefully chosen secondary
sources were used to analyze the research objective in greater detail. . All of the
data gathered has been determined to be sufficient and appropriate for carrying out
the study. These data serve an important purpose and will be evaluated and
interpreted further.
Summary
The purpose of this study was to find out the state and efficacy of the edge
effect in developing a Site Development Project Along Coastal Zone at Baybay
Dagat, San Fernando, Masbate. The researchers innovated with a recommended
building design based on the assessment and response of the respondents.
This study aims to answer the following questions:
1. What are the problems encountered by the residents who live along the coastal
zone of Barangay Baybay Dagat, San Fernando, Masbate?
2. What is the appropriate design and cost for the site development project along
the coastal zone of Barangay Baybay Dagat, San Fernando, Masbate?

3. What are the effects and benefits of undertaking site development projects along
the coastal zone?
Conclusion
The proposed site development along the coastline zone are the main topic
of this study, as seen from the perspectives of the locals of Baybay Dagat, San
Fernando, Masbate. The effects of the day-to-day operations of neighborhood
households were the subject of the study.
The proposed site development project within the coastal zone carries both
immense potential and a profound responsibility. Through the extensive research,
analysis, and discussions presented in this thesis, the researcher unveiled the
delicate balance between harnessing the coastal region's opportunities and
preserving its ecological and environmental integrity.
This paper has underscored the necessity of meticulous planning,
sustainable design, and robust mitigation strategies when embarking on coastal
development projects. The unique challenges and vulnerabilities of coastal areas
demand a forward-thinking and adaptive approach to ensure the long-term
resilience of both the community and the natural environment.
As this thesis draws to a close, it is evident that the proposed site
development project within the coastal zone holds significant promise for economic
growth and improved living standards. However, it is paramount that stakeholders
remain committed to a holistic and environmentally responsible development model.
By doing so, it is aspired to not only achieve the development goals but also

become stewards of the coastal ecosystem, leaving a lasting positive legacy for
generations to come.
Recommendations
When it comes to site development, parking is a major problem, particularly
in a business environment or a crowded downtown area. The right amount of
parking takes a lot of time, thought, and research to determine, so to include
parking diagrams with the following features in the site plan must be ensured:
1. Dimensions
2. Flow of traffic
3. Accessible parking spaces
1. Comprehensive strategies intended to encourage coastal development that
is sustainable. Draughts must be made at the relevant levels (national,
regional, and local), ensuring involvement of governmental officials and
municipal governments.
2. The promotion of environmentally efficient transportation and energy It is
important to pay attention to the issues brought on by driving in delicate
coastal areas.
3. Placement of new structures and constructions should ideally be within,
close to or behind existing habitations along the coastline, and to preserve
the natural environment.
