Dear Hwa Chongians,

Service Learning is a category that requires a lot of heart, genuine empathy and the
initiative to serve the community. Only someone who knows the value of service can
truly be a good leader, as working with the underprivileged teaches students about the
values of patience, develops in them the desire and ability to understand others, they
are able to see things from different perspectives and learn to appreciate what they
have rather than envying others.

I have had the pleasure of witnessing many of your seniors grow and flourish as they
embarked on their service learning journey. They become upstanding young men who
learned an important aspect of serving the community was that it also required them
to learn how to manage their time. It also called upon them to discover innovative
ways to address their underlying problem. Volunteering with a beneficiary also
provided them with the experience to learn and appreciate people's differences, and in
the process, enhance social awareness. So they did learn a lot of skills which shaped
them into the men they wanted to become.

This guide has been painstakingly put together by the 1st VIA Council so that their
juniors could benefit from it and their experience with working with various NGO’s
only became hassle free and easier. Please do note this is only a guide and is not
binding in any way whatsoever, the final say in the direction of your projects of
course resides with your mentors. You do however need to get approval from me for a
5 man team.

Overview
This document serves to facilitate the handover of existing SL projects to Secondary 2
and 3 students interested in taking up a SL project by providing information and the
contact details of each SL project. This document also provides a guideline for
budding SL projects to assist them in starting their own SL journey

Objectives
● To facilitate the handover of existing SL projects to the upcoming batches in
order to prevent certain projects from dying out due to a lack of continuation

Annex A: Guide for budding SL groups

What is Service Learning

A Service Learning project is a year-long participant-led and participant-driven


project where the student (you) is expected to identify problems facing a certain
community and come up with a unique plan of action to address the problem faced
by your target audience
Objectives of an SL project:
❖ Encourage students to adopt a community-based problem solving approach to
address the real needs of our community
❖ Allow students to serve members of the community in a meaningful manner
whilst presenting them with the opportunity to learn from the experience
❖ It helps to develop skills in leadership, communication, working well with a
team, and finding solutions for problems. Many students also find that
community service makes them more aware of and interested in issues of
social justice
Projects that do not fall under SL include:
❖ Inventions/Resource Development projects
❖ Projects that come up with a prototype/novel product
❖ Projects that do not have a real impact on the community

Starting your project

1. Form a group of 3-5 and identify the community that your group wishes to serve

❖ Forming a group of 5 is not suggested unless your group is planning large


scale events and require additional manpower in the planning and management
process (e.g. Fundraising concerts)

❖ You need to get prior approval from the CAT manager and Asst CAT manager
before you can register a 5 man team, else the project may not be granted
approval

2. Identify possible problems connected with that community

Some questions to consider when selecting the Area of Concern:


❖ Do we have the time to solve all the problems we have identified?
❖ Do we have sufficient resources to address the problem effectively?
❖ What is the significance of the problem?
❖ Why is the issue important to us?

Your group may choose to do research, make observation visits or interview


relevant personnel involved with the community to get a better gauge on how to
tackle the issue

You may want to zero-in on your Area of Concern/UP after a couple of


volunteering sessions and thus understanding the needs of your beneficiary better

You are not allowed to have the same Area of Concern/UP as your seniors
If your group feels that there may be too little time/resources, you may choose to
change the community your group wishes to serve or change the problem at hand

3. Approach a teacher to be your project mentor


❖ The list of available teacher-mentors for SL projects will be released closer to
the beginning of Project registration
❖ Tip: It would be great to start your project ASAP and approach a teacher
mentor by mid-november so that your group is ready with a clear Plan of
Action by Project Registration

4. Discuss with your project mentor and identify the Underlying Problem

❖ The Underlying Problem is the main problem the community is facing which
your group aims to tackle
❖ The UP is meant to help your group gain a clear focus for all of the activities
you conduct, ensuring that it benefits the beneficiary first and foremost
❖ The Project is also judged on the basis of how effectively the activities
organised by the team are able to address the UP

Crafting a UP:
❖ The UP has to be clear, well phrased and should clearly list a plan of action
❖ Standard UP format: “Given that __(current situation)___, how can we
__(course of action)__ so that ___(purpose of plan)__
❖ E.g. - “Given that Persons with Intellectual Disabilities do not receive sufficient
recognition from the community and face difficulties when going about their day to
day activities, how can we help them to become more self-sustaining and integrate
well into society in terms of social interaction, such that they do not excessively rely
on external aid from their caregivers or governmental funding?”

5. Afterwards, your group should come up with a Plan of action

The Plan of action should include:

❖ A working schedule with all preliminary activities and events planned out
➢ Must meet service objectives
➢ Comprehensive in tackling the underlying problem
❖ Clear roles and responsibilities between the group members- Ideally they
could be 1. Team Leader 2. CIP/Volunteer i/c 3. Publications i/c 4. Finance &
Logistics i/c 5. Events i/c

6. Your group is required to contact and partner with a beneficiary organisation that
also serves the target community

7. Once your group has confirmed the plan of action, your group should prepare for
service by considering the following:

❖ What background skills, knowledge or mental preparation will be necessary?

❖ Will the help of an appropriate expert be needed to equip the group with the
necessary skills?
❖ What resources are available to your group?
❖ Are there any organisations that your group can partner with?
❖ Does each member understand their role in the group?

8. Once your group has agreed on the initiatives you wish to conduct and have
communicated these plans to the beneficiary, you may start planning these events
together with the supervision of your project mentor and ensure there is open and
up-to-date communication between your group and the beneficiary.

How to partner with a beneficiary


A beneficiary is an organisation that was established to serve the same target
community as your group and would have a pre-existing relationship with the
community that your group can tap into in order to serve and carry out your initiatives

The process to partnering with a beneficiary:

1) Firstly, your group should conduct research and draw up a list of organisations
that your group could potentially partner with
a) Do consider factors such as if the organisation:
i) has the same goals as your groups
ii) serves the same target audience

2) Once your group has decided on an organisation, you can usually find their
email or contact details on their website and you may send an email to the
beneficiary asking to partner with them

Contents of the email should include:


a) An introduction of your group (i.e. Project ____ from Hwa Chong)
b) A short overview of your project’s identified UP, plans and objectives
c) A request for the organisation to be your group’s beneficiary and an
explanation of what being the beneficiary would entail (i.e. how could
the organisation contribute to the success of the plans)
d) An explanation of how the activities planned by your group can help
the target community that the organisation is serving
e) Optional: A request for a meeting in order to discuss the details of the
partnership with ease of communication

3) If the organisation indicates no interest in partnering your group or the


objectives of your group end up being unrelated to the objectives of the
beneficiary, your group can contact another organisation from your list

Applying for a grant


If your group requires funding to meet the need of the initiatives proposed, such as for
the purchase of logistics, rental of venues, etc, you may consider applying for a grant

Tip:
❖ Apply for grants only if the money is can be spent events that can impact the
beneficiary and address your underlying problem
❖ Since our school has moved away from the concept of fundraising, it would be
appreciated if the funds are used for the running of authentic events and not
for generating money

Things to note for grant application:


❖ Most funding programs require a proposal submission and a post-event report,
together with a range of eligibility criteria
❖ Your project mentor must be aware and in support of the grant your group is
applying for
❖ Your group may want to learn and establish good practices in accounting for
expenditure and income, especially since most grants require a Statement of
Accounts

** Organising large-scale labour intensive fund-raising events is discouraged as regular


interactions with the target community may provide a richer learning experience in
understanding and meeting their needs

Good Accounting Practices:


❖ Set up a proposed budget (to know how much funding is required)
❖ Create an expenditure balance sheet (to keep track of expenses)
❖ A google drive folder containing scanned copies of all receipts and invoices
(Hard copy should be kept by your project mentor)
❖ Establish that the area the funds will be used to supplement will directly
benefit the beneficiaries [If fund-raising for Volunteer Welfare Organisations]
❖ Record all sales and account for all items sold in an excel spreadsheet or
accounting book [for small-scale fundraising efforts]

Fundraising programmes

Citi-YMCA Youth for Causes Grant


❖ Supports up to 100 4-member team of youths between 15-25 years old
❖ Strong focus on being an advocate for a cause and fund-raising
❖ The grant provides:
➢ A grant up to $1600
➢ 40 social service agencies to choose from
➢ Fundraising license
➢ External mentor assigned by Youth for Causes
➢ Training workshops at different phases of the project

Young Changemaker Grant


❖ It is a by youth for youth programme which supports youth initiated projects
that benefit the Singapore community and society
❖ Eligibility criteria:
➢ Must benefit the Singapore community
➢ Project must be completed within 6 months from the date of award of
grant
➢ Fundraising projects organised by youths for local beneficiaries may
be supported
❖ Provides funding up to $3000 or 80% of project cost, whichever is lower, on a
reimbursement basis

Application process:
❖ Application is open throughout the year
❖ Secure an Open mic session to present the idea before a team from the
National Youth Council Curation community who will evaluate the project for
suitability (More details can be found at their website)
❖ Application should be submitted at least 8 weeks before the 1st Saturday of
the month of event implementation
❖ Submission of application should be done on the OurSG grants portal
(SingPass account needed for login to the portal)

❖ Upon successful application:


➢ The project group will be sent a letter of award via the OurSG grants
portal that must be accepted within 1 week
➢ Mentor(s) will also be assigned and the group must update your
mentor(s) periodically on the progress of the project

PAYM SLC Grant


❖ HCI is one of the schools under the PAYM Service-Learning Champions
(SLC) Programme
❖ It provides a funding of up to $1500 but requires the involvement of a Youth
Executive Committee (under a Community centre) [YEC]
❖ Suitable for project groups looking to work with the grassroots to reach out
to a larger community through platforms such as CC events

Application process:
❖ Application is through a YEC partner who will submit funding requests over 2
phases, for Jan-Jun and Jul-Dec periods

DO GOOD Grant
❖ Set up by the Central Singapore CDC to encourage and enable Singaporeans
to reach out to the community
❖ Provides up to $10,000 or 80% of the project cost, depending on which is
lower, on a reimbursement basis

❖ Doing good: How project increase awareness or address a social need
❖ Project Outreach: in terms of beneficiaries and volunteers

❖ Set up by the NorthWest CDC to support ground-up initiatives in the North-
West district
❖ Provides funding of 100% of the net deficit (after subtracting income) up to

South West Youth Fund


❖ Set up by the South-West CDC to support ground up initiatives by residents
and community stakeholders
❖ It also aims to facilitate and promote youth volunteerism, a sense of
community ownership and belonging, and to enhance capabilities among the
youth
❖ Provides funding of net deficit of up to $5000 on a reimbursement basis

Evaluation criteria:
❖ Project must be supported by a grassroots organisation
❖ Project must benefit the South-West community and engage >50 beneficiaries
❖ Each project must be initiated by a team of at least 5 members

❖ Application needs to be submitted at least 6 weeks before the project start
date

Tan Tiong Grant


❖ Set up by a Hwa Chong alumnus which aims to encourage HC SL groups to
carry out sincere, good and purposeful projects to serve the community
❖ The grant provides seed funding of up to $500 on a reimbursement basis

Application process:
Mrs. Anu will put an iEmb to invite projects to submit the proposal which she will
forward to the alumni who is in-charge of this funding
❖ Students will be required to present their proposal before a panel, including
the sponsoring alumni

❖ Upon approval:
➢ Students will have the duration of the Project work period to complete
the project
➢ Submission of post-project reports, including statement of accounts,
will be required before reimbursements are made

Note:
❖ If your group in involved in any generation of funds, you will need to show
how the funds are utilised by the organisation and how it helps your
beneficiary
➢ I.e. if the funds are used to buy crutches, get the organisation to show
proof of the crutches that they have purchased
❖ For all project applying for funding it is important to keep all the bills of the
expenditure carefully. It is advised for the team member i/c of funding to take
a picture of the bill as well as some bills tend to fade with time.

Mid-term Evaluation

Structure:
❖ 1 min Elevator pitch

Elevator pitch - A short summary used to define the process, service, product,
organisation, event and its value proposition

Creating an Elevator pitch:

1) Identify your Underlying Problem

2) Explain your group’s plan:


a) Focus on the problems that your group has solved and how your group
has helped the community/beneficiary
b) You may choose to use statistics to show the value of your project
c) Try presenting the pitch in an enthusiastic manner in order to excite the
audience about your project

3) Communicate your group’s UP:


a) Identify what makes your group unique
b) Communicate the UP after your group has explained the plan of action

4) Engage with a question:


a) After communicating the UP, your group has to engage the audience
b) Prepare a few open-ended questions
c) Ensure that your group is able to answer any questions that the
audience may have
5) Tips:
a) Cut out any redundancy → Your pitch should be
compelling and snappy
b) Practice often to make your pitch sound natural
c) Be aware of your body language → Maintain good
posture, eye contact and incorporate a few hand
gestures when presenting

Writing a written report

The Written Report is another component of the full assessment of your Project Work,
it is assessed by judges deployed by the respective Category managers and
standardization of the assessment is carried out by the respective Cat Managers

Assessment Criteria:

➢ Main issue is clearly stated
➢ Approach to managing, resolving or investigating the issue is clear and
concise
❖ Substantiation of ideas
➢ Ideas are backed by supporting theories, examples and practices in the

Admin Matters

Booth Setup
❖ Setting up of booths can only be done outside the SD Marketplace (Normal
situation)
➢ Mentor has to book the SD Marketplace in advance from Mrs Anu or
Ms Shanti
➢ If current Covid-19 restrictions are still in place → Mentor
and the group has to find a way to minimise
intermingling during collection of money or delivery of
objects

❖ Setting up of booths/travelling exhibitions may be allowed in public spaces


like libraries
➢ The group has to work together with the various management
committees to obtain permission for the set up of these exhibitions
(e.g. National Library Board for library exhibitions)
➢ Collaborate with mentor and beneficiary to secure and set up the booth

Donation Drives
❖ Collection of items for donation drives can only be done in the SD
Marketplace
➢ Mentor has to book the space in advance from Mrs Anu or Ms Shanti
➢ At the end of the day, please ensure that the box is returned back into
the Marketplace
■ The VIAC is not held responsible for the loss of donations
■ Your mentor has to access the Marketplace at the end of the
day for the group to keep the donation dox

Annex C: Process of handover/takeover


1) Form a group of 4-5.

2) Read through the list of existing projects in the log book and find a project that
your group is willing to take on.

3) Check the availability of your preferred project on the Contact Details google
sheet.

4) Contact the leader of the respective SL project using the contact details provided
in the Contact details google sheet.

5) Once contacted by the upcoming batch, the existing SL group will have to
a) clarify any questions the upcoming batch might have
b) set up a meeting between the project mentor and the upcoming batch
c) create a mode of communication between the new batch and the
beneficiary Eg. Whatsapp Group Chat

● Ensure that at least 1 member of the outgoing group is present for the first
meeting between the beneficiary and the upcoming group to ensure a smooth
handover with the beneficiary

6) Once the existing SL group has confirmed the members of the upcoming batch
they wish to hand the project over to, the existing SL group will have to notify the
VIA council via texting the OT member that first contacted them
