SECTION – IV

2(a) CIL Travelling Allowance Rules

Rule 4 (c) Employee: any person appointed to any service or post in

connection with the affairs of the company and

shall include all persons of erstwhile colliery

companies now under the management of the

company but excludes a casual employee.

Rule 4(d) Family:includes the employee’s husband or wife (one),

legitimate children and step children wholly

dependent on him or her.

Rule 6 Duty Journey are of two kinds :

(a) Journey on temporary duties (Tour) and

(b) Journey on transfer.

Rule 7.1. Head Quarters on Tour:

Where he normally performs his duty. Travelling on

official duty within a radius of 8 Km., from Head Quarters will not be

treated as temporary duty (Tour)

Rule 7.2 : On tour at every outstation, there will be a national

temporary headquarter, which will be the place of temporary

residence of the employee located at the outstation. For journeys at

such outstation from temporary headquarters, journey allowance

will be paid as per rule 10.2

Rule 8.1 : Normally all journeys on duty shall be performed by6 rail

or steamer and by road when the places are not connected by rail or

steamer.

Journeys on duty between a) Non-executives below A-1

places connected by Rail or grade with specific

steamer, but performed by road approval of the competent

Authority.

b) All executive cadre

Rule 8.2 : All executive cadre employees in E2 and above grade is

eligible to perform journeys on duty by air at their discretion.

Rule 9.0 :Class of Accommodation

The class of rail or steamer accommodation to which an

employee is entitled shall be as follows:

2(a)

Rule -10.0 :Travelling allowance on tour is admissible as

under :

Rule 10.1 : Fare

Rule 10.1.1 By Rail or Steamer :

Single fare by the shortest route of the class of

accommodation to which the employee is

entitled plus reservations charges.If travels in

lower class, the fare of lower class, lower class

charges plus reservation charges.

Rule 10.1.2 : By Road

When an officer uses

(i) Own car he will be entitled to highest journey

allowance under clause 10.2

Note: Toll tax on submission of receipt.

(ii) Own motor cycle/scooter/two wheeler, will be

entitled to the lowest journey allowance under

clause 10.2.1.

(iii) A taxi where approved – entitled for actual fare

(including toll tax) subject to the limit of journey

allowance rate of (i) above.

Note: an employee travelling by road in a stage

carriage (bus) will be paid fare for a single

seat and not the journey allowance.

Rule 10.2.3

When a company’s vehicle is used for private journey

by the employee or his family will be charged Rs.15/-

per Km.

Rule 10.1.3 Journey by Air

The employee (Rule 8.2) will be entitled to actual air

fare subject to conditions:

When air services provide two classes of travel Viz.

Ordinary and Executive class, the Board level

executives of CIL and its subsidiaries as well as

executives of E-9 grade are entitled to Executive

class during domestic travel.

Rule 10.2.1 : When the distance between the two places

is more than 32 Km.

Except where free transport is provided by

the company, an employee not using his

own car or motor cycle/scooter/moped or

stage carriage may draw journey allowance

at the rates below:

For the purpose of above rule all capitals of Union

Territories and cities/towns having population of over 5 lakhs

will be treated as specified localities.

Other than the above, towns/cities which are important

cities/towns in the Command Areas of the company or are

frequently visited by the employees of the company for official

work.

Rule 12.0 Re-imbursement of Taxi and other transport expenses:

(i) Road journeysfrom residence Charges for taxi will be

to Bus stop/Railway i.e. re-imbursed on

station/Airport and Bus submission of original

stop/Railway Station/Airport to bills/invoice

temporary headquarters

ii) An employee entitled to travel by taxi would also be entitled to

use company’s transport for official journeys from the place of

temporary residence and back subject to availability of

company’s transport.

Rule – 13.0 Journey on Transfer

An employee travelling by road or rail or steamer or air

on transfer will be eligible for travelling allowance as below:

Note – 1 - Transfer TA will be admissible only in cases where a

change of station on transfer is involved.

Note –II - In case where both husband and wife who are company

employees are transferred at the same time or within

six months of his/her transfer from one and the same

old station to one and same new station, transfer TA

will not be admissible to both of them. Either of them

may claim transfer TA.

Rule 13.2.0 : Conveyance of personal effects

An employee on transfer is also entitled

to re-imbursement of actual expenses

incurred in transportation of personal

effects from the old to new station,

limited to the cost of carriage by goods

Rule 15.0 -Retired employees for attending court Cases:

Entitled for the same class of TA/DA

(including accommodation charges) to which they

were entitled at the time of their retirement.

Rule 16.0 - Retired employees against whom

departmental proceedings were instituted

while they were in service
