Project Description:
This project involves the design and construction of a wooden boardwalk with
an area of 624 sq.m. and a cottage with an area of 25 sq.m., blending sustainable
architectural techniques with natural surroundings to offer a functional and aesthetic
structure. The aim is to create a scenic and accessible boardwalk for pedestrians,
along with a cozy and durable cottage, which will serve as a recreational and
educational facility.
The proposed project is situated within the multi-purpose zone and
consonance with the permitted activities outlined in the Protected Area Management
Plan of the ALLPLS. Additionally, the project has obtained certification from the
Barangay, issued on August 1, 2024, and a Barangay Resolution dated August 17,
2024, indicating no objections to the property’s development.
Site Description
The proposed boardwalk and cottage site within the mangrove area is a
dynamic and ecologically rich coastal zone. This area is characterized by dense stands
of mangrove trees with their distinctive above-ground root systems, which extend out
from the muddy, brackish water of the intertidal zone. The ecosystem supports a wide
range of wildlife, including fish, crabs, birds, and other coastal species, making it an
important habitat for biodiversity.
2. Objectives
Objective: To develop an eco-friendly boardwalk that provides safe access for
education, recreation, and tourism while ensuring the protection and preservation of
the mangrove ecosystem.
Environmental Goal: Minimize human impact on the mangrove ecosystem while
allowing visitors to experience and appreciate its biodiversity.
Educational Goal: Provide visitors with an educational experience that raises
awareness about mangrove ecosystems and their importance.
Sustainable Development Goal: Integrate principles of sustainable development to
ensure that the boardwalk is environmentally and financially sustainable.

4. Technical Aspect
Project Activity
Site Preparation:
o Survey and analysis of the construction site to ensure structural stability.
o Earthwork, grading, and leveling to create an even and secure foundation for
both the boardwalk and cottage.
Boardwalk Construction:
o Design and installation of an elevated wooden boardwalk using weather-
resistant materials (e.g., treated timber, composite decking) that will last in
various weather conditions.
o Construction of footings, piers, and support beams for the elevated pathway to
allow safe and comfortable pedestrian access but ensure minimal impact on
the mangrove root system and natural tidal flow
o Installation of handrails and safety barriers along the edges of the boardwalk
for security and accessibility compliance.
o Installation of lighting, seating areas, or observation decks.
Cottage Construction:
o Foundations designed to withstand coastal and tidal conditions without
affecting water flow or sediment transport.
o Framing and structural work, including walls, roof, and flooring, following
architectural designs that blends with the environment.

and energy efficiency.

Description of Development
The development of the boardwalk and cottage in mangrove areas prioritizes
the preservation of these vital ecosystems. By adopting eco-friendly construction
practices, sustainable architecture, and community involvement, this project aims to
be a model of responsible development that enhances both human engagement and the
protection of mangrove habitats for future generations. The boardwalk will be
constructed to allow visitors to experience the natural beauty and ecological
significance of the mangroves without disturbing the fragile environment. Elevated
above the ground on stilts or pilings, the boardwalk will meander through the
mangrove forest, allowing for minimal impact on the sensitive root systems and
muddy substrate below. The route will offer panoramic views of the unique mangrove
environment, including tidal creeks, mudflats, and the lush canopy. Signage along the
path will provide educational information about the importance of mangroves for
coastal protection, carbon sequestration, and as nurseries for marine life. Visitors will
have opportunities to observe wildlife, including migratory birds, small mammals,
and a variety of marine species that use the mangroves as feeding and breeding
grounds.
Environmental considerations are a key part of the project, with efforts to
design the boardwalk using sustainable materials and construction techniques that
minimize disruption to the ecosystem. In addition to offering educational and
recreational opportunities, the boardwalk will promote conservation awareness,
highlighting the importance of protecting these vital coastal forests from threats such
as deforestation and climate change.
The area is subject to regular tidal movements, which further emphasizes the
need for a well-designed structure that accommodates natural water flows without
obstructing or altering the mangrove habitat. The proposed boardwalk aims to blend
seamlessly with the natural surroundings while providing safe access for visitors to
enjoy and learn from this unique ecosystem.

To support the local economy of Loay, Bohol, the resort will prioritize hiring
personnel from the local community. This approach will foster a stronger relationship
between the management and the community.
Prior to the operation of the proposed establishment, the resort staff will
undergo basic first aid training to ensure the safety of tourists. During peak season,
management will seek the assistance of barangay tanods and/or tourist police to help
maintain peace and order, as well as ensure the safety of visitors.
The target guests of this establishment will include both local and foreign
tourists. It will operate daily from 8:00 AM to 5:00 PM. The proposed entrance fee is
P 50.00 for local visitors and P 100.00 for foreign guests.
Management strategies/Policies
o Environmental Management
During the construction of the structures, there will be no disturbance to
the mangrove roots or the natural flow of water and key breeding
grounds for wildlife, as the boardwalk's route was carefully planned
with the guidance of the DENR-CENRO protected area staff during site
preparation.
o Boardwalk Design and Construction
Materials: Eco-friendly, durable materials (Bamboo, recycled plastic or
sustainably sourced wood) that can withstand the harsh coastal
environment.
Elevation: The design of boardwalk and cottage is raised to prevent
disruption of root systems and tidal flow.
Construction Techniques:
o Non-invasive methods will be used for installing support structures
to reduce habitat destruction.
o Construction will be scheduled outside sensitive breeding seasons
for local wildlife.
o Waste and Pollution Control
During Construction:
o Strict waste disposal plan will be implemented to ensure no debris
or hazardous materials enter the mangrove ecosystem.
o Only biodegradable materials will be use wherever possible.
Post-Construction:
o Waste bins will be placed at strategic locations.
o Regular clean-up will be done by the resort utility crew.
o Visitor Access and Regulation
Entry Points: Controlled entry and exit points will be designated to
manage foot traffic.
Carrying Capacity: A maximum number of visitors will only be
allowed at any given time to reduce pressure on the ecosystem.
Timed Entry: A reservation or timed entry system during peak
seasons will be implemented to limit overcrowding.
o Educational and Interpretive Programs
Signage and Displays: Informational panels will be installed along the
boardwalk highlighting the importance of mangroves, local wildlife,
and conservation efforts.
Guided Tours: guided tours will be organized by local experts or
conservationists to enhance visitor understanding of the ecosystem.
o Safety Measures
Boardwalk Safety: The boardwalk is designed with handrails, non-
slip surfaces, and wide walkways to accommodate all types of visitors,
including children and elderly.
Emergency Protocols: Establish emergency response systems for
accidents or medical emergencies, with visible safety instructions and
access to first aid kits. Additionally, resort staff will undergo training
on basic first aid to ensure the safety of the visitors.
6. Financial Aspects
Budget Estimate
o Construction Costs: Estimated cost of construction will be at P300,000.00. This
will include estimated costs for design, materials, labor, and environmental
assessments.
o Operational Costs: Estimated cost of operation for the first 6 months is projected
to be at more or less P200,000.00. This will cater the maintenance, monitoring,
staffing and educational programs.
o Emergency Fund: Funds for emergency repairs and disaster preparedness will
also be set aside.
Funding Sources
o This establishment is operated as a sole proprietorship, with the capital coming
solely from the proponent's funds. Revenue generated from visitor fees will be used
to sustain long-term operations.
7. Maintenance and Monitoring
Regular Maintenance of the Boardwalk and cottage
Inspections: Regular inspections will be conducted for structural integrity,
particularly after storms or high tides.
Repairs: Use of eco-friendly methods and materials for repairs to avoid harm to the
ecosystem will be done
Ecological Monitoring
Flora and Fauna: The management of this resort will support all the activities that
will be conducted such as studies of the mangrove health and biodiversity to assess
the impact of the boardwalk and visitor activities.
Water Quality: Regularly monitoring of water salinity, pollution levels, and
hydrological patterns to ensure no negative impacts on the mangrove’s natural
processes will be considered
Citizen Science: Engagement of local volunteers, visitors or government agencies in
ecological monitoring through citizen science initiatives, such as species observation
or data collection on environmental changes will be prioritized.
