LEARNER INSTRUCTIONS
Study the scenario below and follow the instructions to complete the task within
the prescribed time limit under controlled examination conditions. You must
apply the content (textbook) information with the resources provided.

SCENARIO

Jacob and his friends are students at the University of the Free State, researching
the new 21st-century transportation venture in South Africa. They will explore the
Hauweng busses on Saturday, the 8th of March 2025, in Bloemfontein, Free State.
They will take a flight from Bram Fischer International Airport to OR Tambo
International Airport the following day. Jacob would love to sit next to the window
in front of the aeroplane (first class) as it is his first time flying, and he wants to
have a memorable experience. They will then experience how the bullet train will
be developed to link Gauteng and Limpopo.

(c) Discuss TWO benefits that the Hauweng busses will have on the (4)
people of Bloemfontein.
3.2 Arrange the operational performance for the three routes per total kilometre (3)
(km) in descending order during the weekend Jacob will be in
Bloemfontein.

3.3 If Jacob misses the first bus on the day, he will explore the busses, analyse (1)
how long he will wait before another bus arrives.

3.4 Identify the departure time of the first bus of the day of Jacob’s exploration. (1)

‘Hauweng buses ready to hit the road’ – MMM -


March 8, 2024
The Mangaung Metropolitan Municipality’s (MMM)
Communications Unit visited the temporary bus depot
before launching the city’s Integrated Public Transport
Network’s Hauweng buses to see the modifications
made to these vehicles. According to a social media
post, the MMM mentioned that the Hauweng bus
drivers have been testing routes in Bloemfontein since
the beginning of December to check the state of
readiness of the buses and the Phase 1C route.

“IPTN Operations Officer Neo Ramafi, facilitated a tour for the Communications Unit on
Thursday, 7 March 2024, to demonstrate how the system installed in the bus works. The
systems will ensure the efficiency of the buses by ensuring that commuters get access to the
bus with ease,” according to the MMM. The MMM said some of the features that have been
installed on the buses “include cameras in and around the bus, automated fare collection (AFC)
– which records the ticket system and counts kilometres travelled by passengers from point A to
B.

The Advanced Public Transport Management System (APTMS) directly records all camera
footage showing the passengers and the daily routes
taken. The Passenger Count records passengers as
they get onto the bus and shows the driver the
number of passengers on the bus. It directly
communicates with the APTMS system.”

GPG REGISTERS PROGRESS ON HIGH-SPEED TRAIN BETWEEN GAUTENG AND


LIMPOPO

Staff Writer
Gauteng Provincial Government’s plans to build a new high-speed train linking the
province and the Limpopo province are progressing well.

Delivering the 2024/25 budget speech to the Provincial Legislature, MEC for Roads and
Transport Kedibone Diale-Tlabela updated the project's status.
She announced that both governments are close to signing an agreement on the
project. “We are pleased to announce that we are on the verge of signing an agreement
with the Limpopo Provincial Government regarding the high-speed rail project”. She
added, “This agreement marks a significant step forward in formalising our commitment
and collaboration, bringing us closer to realising this transformative transportation
initiative”.

Both provincial governments appointed a task team to perform feasibility studies on the
proposed railway line, after which it would determine the approximate cost of the project
before securing a public-private partnership for funding.
Plans to introduce the new high-speed train were first introduced by Gauteng Premier
Panyaza Lesufi in 2023. The goal is to link South Africa’s economic hub with one of the
nation’s biggest rural provinces.

This will, in turn, reduce congestion and attract and encourage economic growth in both
provinces.
"Creating a new rail opportunity to Limpopo is a vote of confidence about the future.
This future must incorporate Gauteng, and Gauteng must play a strategic role in it," said
Premier Lesufi then.

PRASA is established in terms of Section 22 of the Legal Succession to the South


African Transport Services Act of 2008 (as amended). It is a public entity wholly owned
by the Government and reports to the Minister of Transport. The legal mandate directs

Will the cabinet approve the high-speed Gauteng-Limpopo rail link?

RYK VAN NIEKERK But it’ll be a public-private partnership, I believe. So it won’t
be managed by Transnet or Prasa (Passenger Rail Agency
of South Africa), for example?
PANYAZI LESUFI Well, not necessarily. We already have Gautrain, so unlike
applying for a new railway institution, we already have
Gautrain.
So we just want the Gautrain license to be expanded to
include Limpopo, and then [we] would use Gautrain rather
than Prasa or another institution to run this, or ourselves
with Limpopo.
If we need to [set up] a new complete rail institution to run
it, we can, but we already have permission with Gautrain.
So it’s quicker, cheaper, and [will] cut lots of time. The only
thing that we need, as I say, is new technology and the
building of these trains, together with the construction of
the train stations. But the infrastructure is there already. It
is not something that we need to dig or need to start
afresh.
RYK VAN NIEKERK Yes, every South African should be proud of Gautrain; it’s a
fantastic project, but it doesn’t make financial sense. It still
costs taxpayers a lot of money and is underutilized in many
ways. I’m sure the same concerns would be extended to a
service like the one you are proposing to Polokwane.
PANYAZI LESUFI I don’t think so. Suppose you look at the road blockages
you have during long weekends and month ends between
Limpopo and Johannesburg. Check the environment and
the cost of time people waste because the roads are not
user-friendly.
Yes, Gautrain might have its limitations. It was the first big
train. We have learned from our mistakes, which is why the
new concession will change, so we don’t have to pay the
amount of money we were paying before.
We are now experienced and knowledgeable, and we will
change things. So [with] the new train between
Johannesburg and Polokwane, our challenges with
Gautrain will be minimized because we’ve learned what
needs to be done and what needs to be left out.
