Control of Noise from Hand Held Percussive Breakers & Air Compressors
1. The Control
The Noise Control (Hand Held Percussive Breakers) Regulations and Noise Control (Air
Compressors) Regulations made under the Noise Control Ordinance require that
(a) hand held percussive breakers having a mass of above 10 kg and air compressors (for
construction work) capable of supplying compressed air at 500 kPa or above shall comply with the
following noise emission standards as stipulated in the regulations; and

(b) such equipment shall be fitted with a noise emission label (NEL) [see sample below] issued by the
Noise Control Authority (Environmental Protection Department) when being operated in Hong
Kong.
2. Penalties for an offence
Any person who contravenes the requirements mentioned in paragraph 1(a) or l(b) above commits an
offence and shall be liable to a fine at level 6 on first conviction and up to HK$200,000 on second or
subsequent conviction and in any case a fine up to HK$20,000 for each day during which the offence
continues.
