Brief for Meeting dated 16.10.

24 regarding installation of
pending 35000 street lights by BRPL and BYPL

Facts of the matter are as follows:

 As per SOP dated 10.12.2019, 70,000 Street Lights were to be


installed by each of the three DISCOMs i.e, Tata Power Delhi
Distribution Limited (TPDDL), BSES Rajdhani Power Limited (BRPL)
and BSES Yamuna Power Limited (BYPL). 1st instalment of 50% of
estimated cost (12Cr approx.) was released to TPDDL, BRPL and BYPL
vide sanction orders dated 26.12.2019, 27.12.2019 and 26.12.2019
respectively.
 TPDDL has completed the installation of its share of light while as per
information available; BRPL and BYPL have installed 35,000 and
34,440 lights respectively till date. Thereafter, the BRPL and BYPL
raised the bills of 10.20 Cr and Rs. 9.89 Cr (for 30000 lights)
respectively demanded 50% payment against the lights installed. The
2nd instalment of the 30,000 lights installed was released to BRPL and
BYPL vide sanction order dated 11/01/2024 and 30/01/2024.
 Monthly bills of lights installed are paid from MMSPY fund in respect of
all the three DISCOMs.
 Status of AMC or maintenance of the lights installed may be asked
form the DISCOMs.
Brief for meeting dated 29/10/2024 chaired by Minister (UD)

Facts of the matter are as follows:

 As per para 3.14 of the aforesaid SOP dated 10.12.2019, 1 st


instalment of 50% of estimated cost was released to the three
DISCOMs i.e, Tata Power Delhi Distribution Limited (TPDDL), BSES
Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited
(BYPL) vide sanction orders dated 26.12.2019, 27.12.2019 and
26.12.2019 respectively.
 As per para 3.2(k) of the aforesaid SOP, the comprehensive
maintenance of street lights shall be for 03 years from the month of
installation. The TPDDL, vide its letter dated 07/12/2020, informed the
department that it has installed 52,167 LED lights till date. In addition
to this, vide its letter dated 28/12/2022, TPDDL informed that it has
installed 68,693 street lights and raised the bills for the same.
 Thus, AMC Contract of TPDDL has expired in July 2024 whereas the
AMC Contract of BYPL for 35,000 lights will expire in March 2025 and
the AMC Contract of BRPL for 35,000 will expire in October 2025.
However, the SOP/Guidelines of the Scheme are silent on the issue of
extension of Contract for Maintenance of Street Lights. No clear cut
directions/instructions have been provided in the SOP for extending
the contract when after the expiration of the AMC period. In the
absence of the AMC, the maintenance of the street lights will suffer
and it may also have implications of the subsidy being given to
consumer on whose electricity meters the load of street lights is
billed.
 Therefore, the to extend the contract further, an amendment in the
SOP may be necessary which needs approval of Cabinet as the
original SOP was approved by the Cabinet.
 The file has already been moved for approval of Cabinet Note by
Minister (UD)
Further, the directions of the Hon’ble Minister (UD) in meeting dated
19/12/2023 may be referred. The Hon’ble Minister (UD) directed that all the
three DISCOMs will float tenders for maintenance of Street Lights and the
lowest bidder from the three DISCOMs will be considered for award of work
for maintenance of street lights.

Further, BYPL and BRPL are still in the process of installing the street
lights under the scheme which may take considerable amount of time (may
be 1-2 years). Once they complete the installation of the lights, the AMC
period will start for 03 years. Therefore, the question of floating of tenders in
case of BYPL and BRPL doesn’t arise. Therefore, the implementation of
directions of Hon’ble Minister is difficult at this stage and might be in
contravention of the SOP/Guidelines of the Scheme which were approved by
the Cabinet.

Furthermore,

Therefore, Hon’ble Minister (UD) may be requested to take a view as


to whether TPDDL should be allowed to maintain the street lights install by it
at the current rates till the time AMC period of other DISCOMs is expired.

Submitted for further directions please.


As directed,

A letter may be forwarded to TPDDL requesting for the following:

1. A consolidated and detailed proposal for extension of AMC for 03


years
2. A flowchart explaining the process of giving benefit of subsidy to
the consumers
3. Cost of maintaining the street lights along with the cost of
electricity consumed per month per light watt wise

Draft letter in this regard is placed alongside for approval please.
