1. Introduction

The Design Review Consultant (DRC) will provide expert support in reviewing, and validating the project’s design

3. Scope of Work

3.1. Review of Design Submissions

The consultant will conduct reviews at three major design milestones: 30%, 90%, and 100% submissions.

 30% Technical Design Stage Submission:

o Objective: Review the preliminary design concepts and ensure that the proposed solution aligns
with the client’s requirements.

o Tasks:

 Review the preliminary architectural, structural, MEP, and other design aspects.

 Evaluate the design’s alignment with the project’s objectives, functional requirements,
and initial client brief.

 Identify any major design conflicts, ambiguities, or gaps.

 Ensure the design approach complies with applicable building codes, local regulations,
and industry standards.

 Highlight any areas of potential risk or concerns, including budget overruns, schedule
impacts, and constructability issues.

 Provide recommendations for refining the design, ensuring compliance, and optimizing
performance.

o Comments: Provide detailed comments and suggestions for improvement.


 90% Technical Design Stage Submission:

o Objective: Review and validate the detailed design and ensure comprehensive integration across
disciplines.

o Tasks:

 Review detailed designs, including final architectural layouts, structural systems, MEP
design, and other technical disciplines.

 Assess if all previous comments and issues from the 30% review have been addressed.

 Verify that the design complies with national codes, standards, and regulations.

 Review the coordination between all design disciplines to ensure smooth integration
(e.g., structural and MEP).

 Review the constructability of the design, identifying any areas of difficulty or


inefficiency.

 Conduct risk analysis and identify any remaining unresolved issues or concerns.

 Recommend value engineering opportunities to optimize the design, reduce costs, or


enhance performance.

o Comments: Provide detailed feedback, and request revisions or clarifications where necessary.

 100% Technical Design Stage Submission:

o Objective: Provide final validation and approval of the design before construction.

o Tasks:

 Review the complete, final design package, including all disciplines (architectural,
structural, MEP, etc.).

 Confirm that all previous comments and issues from the 30% and 90% design reviews
have been satisfactorily addressed.

 Validate the final design’s compliance with all applicable codes, standards, and the
project’s functional requirements.

 Validate the project’s feasibility, including constructability, cost, and schedule


considerations.

 Review detailed specifications, BOQ, and drawings for completeness and accuracy.

 Confirm that all design elements are fully coordinated and clash-free.

 Provide the final approval of the design package or identify any final issues requiring
resolution.

o Comments: Provide final approval (or request additional changes if required) for design
approval.
3.2. Consultant's Responsibilities

The Design Review Consultant will be responsible for the following tasks throughout the review process:

 Review Compliance: Review designs for compliance with relevant building codes, safety standards, and
regulatory requirements.

 Feedback Provision: Provide clear, concise, and actionable comments at each design stage. Comments
should be focused on:

o Safety and risk factors.

o Code compliance.

o Functionality and operational efficiency.

o Design optimization and value engineering.

3.3. Compliance with Codes and Standards

The consultant will ensure that all aspects of the design meet applicable building codes, regulations, and industry

 Tasks:

o Code Compliance Review: Ensure that all design elements comply with relevant codes, such as:

 Local building codes (e.g., Saudi Building Code or International Building Code (IBC)).

3.4. Technical Support to the Client

The consultant will provide continuous technical support to the client throughout the design and review process.

 100% Design Submission:

o Final review report with final approval or comments for necessary revisions.
o Confirmation that all comments from the previous submissions have been addressed.
