Agenda: Discussing the status of refugees with special emphasis on the MENA region

The High Commissioner for Refugees,

1) Recalling the convention on the reduction of statelessness and the protocol relating to
the status of stateless persons,
2) Calling upon the nation-states in the Middle East and North Africa (MENA) and
beyond to unanimously collaborate in order to improve the lives of stateless and
documented refugees alike,
3) Acknowledging the state of women and minors refugees coming from the MENA
region,
4) Identifying the amendments that need to be made to the frameworks on this particular
agenda of several nation-states,
5) Recognizing the root causes of refugee crises which stem from natural disasters,
economic fallouts, civil or regional conflicts, violence or theocracy,
6) Reaffirming the Universal Declaration of Human Rights (UDHR), recalling the
Internation Covenant on Economic, Social and Cultural Rights (ICESCR), the
Intranational Convention on the Elimination of All Forms of Racial Discrimination,
the Convention on the Elimination of All Forms of Discrimination against Women
(CEDAW), the Convention on the Rights of the Child (CRC), the Humana Rights
Council (HRC) and recalling the Declaration on the Right to Development;

We, the members of the Landau Bloc, hereby, with all sincerity, present our resolution in the
hope of improving the lives of refugees;

1) Urges the government to form an investigation organization called the "trafficking


investigation organization" to fight against and take action against trafficking
organizations that exploit refugees and migrants,
2) Encourages the government of nation-states attending this conference to leverage
their Artificial Intelligence (AI) resources to help create the following technologies
that may include,
a) Chatbots programmed in the language of the migrants to provide a “home”
sensation along with the possible eradication of feelings of loneliness,
b) Governments can leverage AI resources by implementing data analytics into
their databases to understand and inspect the current status of refugees and the
flow of refugees in or out of the nation,
c) Governments can also highly induct the use of AI into the development of
refugee camps by-
i) Providing ideas to inculcate a sense of sustainability in these refugee
camps,
ii) Providing creative methods to keep refugees untroubled, which is a
highly large issue considering the MENA region;
3) Suggests governments to incentivize the support of refugees by the common citizens
by,
a) Publishing the names of supportive citizens in the local newspapers or on
bulletin boards,
b) Providing monetary funds to citizens who support refugees but are in need of
funds themselves;
4) Recommends nations to lobby for amendments to the 1951 refugee convention which
happens to be widely accepted such as,
a) Inclusion of Gender-Based Violence in the definition of Refugee- Explicitly
include gender-based violence as grounds for seeking refugee status,
protecting those fleeing domestic violence, female genital mutilation, and
other gender-related persecutions,
b) Enhanced protection for vulnerable groups in the community such as
Protections for LGBTQ+ individuals fleeing persecution due to their sexual
orientation or gender identity;
5) Urges Countries in the MENA region to implement economic policy guidelines
detailed in the ‘Regional Economic Outlook Update’(January 2024 edition) published
by the International Monetary Fund (IMF), such as-
a) Adopting monetary policies aimed at ensuring price stability, emphasizing
nations in the region whose inflation rates exceed expectations,
b) Focusing fiscal policy on targeting the most vulnerable sections of the
population through social spending primarily for regionally displaced people
and incoming refugees,
c) Governments can mandate the publishing of costs spent on the refugees in
their annual financial reports;

6) Emphasises the need to offer micro-loans, grants, and business training to refugees to
encourage entrepreneurship amongst refugees which empowers them to become self-
sufficient and boosts local economies
7) Suggests that assistance can be provided to refugees in obtaining the necessary
documents and providing low-cost legal assistance for them to be able to get through
legal remedies and understand their rights
8) Suggests measures for relocating displaced people and refugees in the MENA region
to other countries, which are outlined in the ‘Three-Year Strategy (2019-2021) on
Resettlement and Complementary Pathways’ report published by UNHCR-
a) Encourage more Member Nations to establish successful resettlement
programs while ensuring the maximum efficiency of existing ones,
b) Improve access to complementary pathways for refugees, which refers to safe
and secure avenues for refugees to be lawfully relocated to third-party
countries,
c) Prevent discrimination of refugees and ensure that all have a fair prospect to
access complementary pathways into third countries;
9) Stresses on the importance of the psychological health of the refugees and migrants
a) The continuity and quality of mental health care of migrants and refugees on
the move can be improved by creating international protocols for assuring
continuity of care, improving communication among different social and
mental health service providers, and providing key written information
tailored to their needs, that migrants and refugees can take with them and
share with a different provider,
b) Mental health needs of migrants and refugees must be addressed by organizing
inclusive and accessible promotion and prevention programs,
c) Strengthening mental health as a part of general health services along with
ensuring timely diagnosis, treatment and rehabilitation;
10) Calls for implementing integration programs and establishing community support
networks that help refugees feel welcomed and adapt to the new culture, language,
and society can facilitate their transition and improve their quality of life in the host
country
11) Urges UNICEF to raise more awareness and work on protecting children from
extremism influence and any harm, to also protect mothers with children
12) Calls Upon Member Nations to donate aid money to fund the setting up of provident
funds for displaced families in critically affected MENA regions, emphasizing on-
a) Lending of monetary funds and job opportunities to initiate rebuilding
processes for families from scratch,
b) Develop platforms that match refugees’ skills to job opportunities in host
countries to ensure quick employment
c) Including the regular supply of living essentials such as toiletries, safe
drinking water, LPG (cooking gas), and more,
d) Provision of employment opportunities and minimum wages for at least one
member of every listed family;
13) Underlines the need for the UN to encourage the home countries of the refugees to
uphold unity amongst citizens to avoid any form of conflict, social tensions or civil
war

14) Solemnly affirms that the signatories and sponsors of this certain Landau Resolution
shall and will comply with all of the clauses and sub-clauses encompassed in this
documentation.
