As instructed, the Draft State Highways Rules, 2025, Rules of Business of Odisha State Highways
Authority(OSHA) / Manuals have to be prepared by Members pertaining to Clause 91 and Clause- 92 of
the Odisha State Highways Bill , 2025 and approved Odisha State Road Policy 2025 as per Office Order of
E.I.C.(Civil-cum-Roads) vide No 14755 Dated 08-April 2025.

Accordingly, the following Draft Rules / Regulation were found essential towards operationalize the
Odisha State Highways Authority.

1. Odisha State Highways Administration Rules, 2025 (Draft)


2. Odisha State Highways Authority (Budget, Accounts, Audit and Investment of Funds) Rules, 2025
(Draft)
3. Odisha State Highways Authority (The Term of Office and Conditions of Service, and the powers
and duties of Chairperson and Members) Rules, 2025 (Draft)
4. Odisha State Highway Authority (Rules of Business Regulations, 2025 (Draft)
5. Odisha State Highways Rules, 2025 (Draft)

This is regarding preparation of above Draft State Highways Rules / Regulation for the OSHA as per
discussions with Er. P.C. Mohapatra, Technical Expert. It is to note that as certain provisions were kept in
the OSHA Act /Bill 2025, hence the aforesaid Rules/ Regulation as envisaged at this stage need to be
framed for which draft Rules/ regulation in line with other State’s Highway Authority / NHAI have been
followed, while preparing the above drafts ;

Sl. 5 State Highways Rules 2025 (Draft) have been compiled in line with NHAI Rules. Further the Rules at
Sl. No. 1, 2 & 3 were compiled in accordance with requirements of Bill for Odisha State Highways
Authority Act 2025 and in line with concerned Rajasthan & Tamil Nadu States Highway Authority Rules.

The Rules of Business of SHA, 2025 Regulation (Draft) has been prepared and put up for review and
onward submission to Government in Works Department for further Review and vetting from Law and
Finance Department.

There is an existing Rule on Road Tolls in 2011 enacted by OLA for all category of Roads including State
Highways / Expressways, which has not been repealed till date , need amendments and / or linking with
OSHA Act, 2025 , towards base year shifting, Rate of user fee for State Highways / Roads , Exemption for
OSHA Officials and Persons with Disability (PwD) , Location of Toll Gate may be corrected to location of
Toll Plaza , which may be subject to further Review at Government Level. Hence, no further Rule on
Odisha State Highways Fee (Determination of Rates and Collection) Rules , 2025 (Draft) is necessitated
separately linking with OSHA Act, 2025.

Accordingly, submitted for necessary orders.
