DEVELOPMENT PROGRAMME FOR VULNERABLE COMMUNITIES AMONG SC
1. Allotment of land and houses to vedan, nayad,i chaklia, kalladi the weaker sections of the
scheduled castes to the eligible beneficiaries from the life list
The scheduled castes development department has formulated a microplanning project
called HOME for the rehabilitation and upliftment of the weaker sections. The approach of the
project is to find out what projects are needed by each family through family based microlevel
planning and formulate projects according to their needs with the active participation of those
families .pa implementation is done in four stages.
Collection of status data on family basis
Preparation of beneficiary list based on hardship factors
Microlevel plan formulation
Project implementation and review
2. many families in the vulnerable category donot live permanently in one place. They live away from
the main stream of society. It is to bring it to the mainstream of the society this project aims to .
3. 50 crores for project implementation 2023-2024 under vulnerable rehabilitation scheme
allocated in the budget .19 Crores have been made available by the govt and it is handed over to the
districts for implementation of the project . As per 2023 July 31 1208 beneficiaries have been
benefited in the state.

GENERAL ELIGIBILITY CRITERIA
Applicants should be belong to vulnerable community.
Annual family income should not exceed Rs 1 lakh.
ELIGIBILITY CRITERIA FOR SUB PROJECTS
LANDLESS REHABILITATION SCHEME
Grama panchayath limit 5 cents for purchase of land-5,00,000
Municipality limit 3 cents of land purchase-6,00,000
Corporation limit for purchase of 3 cents of land -7,50,000
Norms of land less rehabilitation scheme currently implemented by the department
HOUSE CONSTRUCTION
Must be life listed
Applicant should have suitable land for construction of house either in his own name or in
the name of his partner.
Funding amount is 6 lakhs
Funding amount is in 4 installments (15%,30%,40%,15%)
TOILET CONSTRUCTION
For those who don’t have a toilet with usable septic tank
The financial assistance is granted in two installments of 40,000/
HOUSE MAINTENANCE
Financial assistance up to a maximum of Rs 2.5 lakhs
Estimate prepared by accredited engineers of the department
This amount can be disbursed in three installments (75,000,1 lakh 75000)
STUDY ROOM
Financial assistance is 3 lakhs
Benefit for students studying from class 5 to 12 allowable (in
govt/aided/special/technical/central schools)
FINANCIAL ASSISTANCE FOR PURCHASE OF AGRICULTURAL LAND
Financial assistance up to a maximum of 10 lakhs
Land of more than 10 cents in own name or in the name of family members don’t be

If the land remains uncultivated for three years after purchase the govt takes over the land
and gives it to another beneficiary
SELF EMPLOYMENT ASSISTANCE

Age should be between 18 to 60 years

Revised order from govt regarding other norms should be received
GROUP INITIATIVE
Maximum amount of financial assistance is 5 lakhs
100% subsidy can be granted

VOCATIONAL TRAINING PROGRAMMES
Age limit 18-40
Training should be done through Govt institutions or government recognized training
institutions.

12. it is difficult for many families in the vulnerable group to reach the benefits they deserve due to
their non- permanent life styles and living away from the main stream of society. they often donot
participate in gramasabha due to this reason they are not being able to know about the plans.
However by making use of the services of promoters and the involvement of various organizations
the scheme is being implemented more smoothly by making them aware of the benefits they are
entitled to.

(a) in land and housing schemes only those who are included in the life mission list are considered
for benefit ,affecting the implementation of the micro planning scheme. Special permission of the
government is required to provide financial assistance to those who are not in the life list.
(b) an effect was observed that the agricultural lands purchased under the agricultural land purchase
scheme were left uncultivated. But the beneficiaries have been instructed by the district officers not
to allow the agricultural land purchased under the scheme to lie fallow. The district officers also give
a condition to the beneficiaries that the agricultural land purchased under the scheme should be
cultivated within six months.
14. Sanketas scheme can be implemented on the model of Ambedkar gramam scheme with a
maximum of Rs. 1 [Link] the first phase the project can be implemented as one sanketa in a
district. The scheme can be implemented through govt accredited agency. Like this most of the
selected colonies should being to this group personal benefits may be granted as per current norms .
15. It is difficult for many families in the weaker section to get the benefits because of of their non
settled life styles and living away from the main stream of society. Such life styles leads to delays in
project completion.
