Abstract
FIDIC is acronym for; Fédération Internationale des Ingénieurs
Conseils", or later "International Federation of Consulting Engineers, it
founded in 1913, by tree countries; Belgium, France and Switzerland,
with participating of 59 countries. FIDIC publish since 1999 a suit of
contracts books, known publicly wither colors, which are; Red, Yellow,
Green, Orange (since 1995), Silver, an DPO (name abbreviation) book.

In 1913, a number of consulting engineers met to discuss possibility of
foundation of global federation for consulting engineers, this meeting was success
as it led to found the federation formally at 22 July 1913, known with "Fédération
Internationale des Ingénieurs Conseils", or later "International Federation of
Consulting Engineers", which its logo shown in figure (1).

Three principles are the base that FIDIC founded according them; quality,
Integrity, and Sustainability. At the inaugural meeting 59 participants, were
considered as members, and the official delegates are official delegates from
Austria, Belgium, Canada, Denmark, France, Germany, Hungary, Netherlands,
Russia, Switzerland, the United Kingdom and the USA. Three countries,
Belgium, France and Switzerland decided to found the Federation, and after that
new member comes from Canada, South Africa, and Australia, besides that, the
federation witnessed large development after the second world war, which make
it truly a global federation, [1].

2.1 Red Book
Conditions of Contract for Construction for Building and Engineering
works designed by the Employer, which shown in figure (2), provides conditions
of contract for construction works where the design is carried out by the
Employer, but it also allows for some elements of the project to be Contractor
designed. The Red Book is not suitable for use where most of the works are to be
designed by the Contractor and for such projects it would be more appropriate to
use the Yellow Book or Silver Book. /the contents of book are; general conditions,
guidance for the preparation of the particular conditions,
forms of tender and contract agreement, and dispute adjudication agreement, [2].

3.2 Orange Book


Conditions of Contract for Design-Build and Turnkey, which shown in
figure (3), The Orange book was published in 1995 to provide a design and build
option to the then current FIDIC suite. The Orange Book was the first FIDIC
contract to adopt the now current FIDIC style of drafting and was a template for
the drafting teams when preparing the 1999 suite of contracts. The book contents
are; general conditions, guidance for the preparation of the particular conditions,
and forms of tender and agreement, [2].

3.3 Yellow Book


Conditions of Contract for Plant and Design-Build, which shown in figure
(4), provides conditions of contract for construction works where the design is
carried out by the Contractor The Yellow Book is therefore applicable to the
provision of electrical and/or mechanical plant, and for the design and execution
of building or engineering works. Under the usual arrangements for this type of
contract, the Contractor designs and provides the works in accordance with the
Employer’s requirements which may include any combination of civil,

mechanical, electrical and/or construction works. The book contents are; general
conditions, guidance for the preparation of the particular conditions, forms of
tender and contract agreement, and dispute adjudication agreement, [2].

3.4 Silver Book


Conditions of Contract for EPC/Turnkey Projects, which shown in figure
(5), The Silver Book is suitable for use on process, power and private-
infrastructure projects where a Contractor is to take on full
responsibility for the design and execution of a project. Risks for completion to
time, cost and quality are transferred to the Contractor
and so the Silver Book is only suitable for use with experienced Contractors
familiar with sophisticated risk management techniques, [2].

3.6 Green Book


The Short Form of Contract, which shown in figure (6), is recommended
for engineering and building work of relatively small capital value, it is a flexible
document containing all the essential administrative and commercial
arrangements, the Green Book includes Rules for adjudication. The book contents
are; agreement, general conditions, rules for adjudication, and notes for guidance,
[2].

3.7 DPO Book


Conditions of Contract for Design, Build and Operate Projects, which
shown in figure (7), The DBO contract adopts a “green-field” DBO scenario with
a 20 year operation period and a single contract awarded to a single contracting
entity (which will almost certainly be a consortium or joint venture) to optimize
the coordination of innovation, quality and performance, rather than award
separate contracts for design-build and for operation. Under the DBO contract the
Contractor has no responsibility for either financing the project or for its ultimate
commercial success. The book contents are; general conditions,
particular conditions, and sample forms, [2].
