INTERNATIONAL PARTICIPANT GUIDEBOOK

World Muslim Scout Jamboree 2025 co-hosted by Pondok Modern Darussalam


Gontor, World Islamic Union for Scouts and Youth (WIUSY), and Gerakan Pramuka
of Indonesia extends our invitations to all scouts around the world to participate in
this jamboree with the estimated number of participants around 15.000 scouts from
across the globe.

Date​ ​ : 9 - 13 September 2025


Venue​​ : Cibubur National Campsite, Jakarta, Indonesia

Who are the World Muslim Scouts Jamboree (WMSJ) 2025 Participants?

I.​ The participants of the WMSJ 2025 are Muslim scouts and members of
National Scout Organizations from educational institutions, Islamic boarding
schools, and Islamic schools all over the world.
II.​ The Participants of WMSJ 2025 are required to register within the time frame
set by the organizing committee and settle all administrative and participation
fees. Guidelines and participation terms can only be obtained from the WMSJ
2025 organizing committee.
III.​ The participants of WMSJ 2025 are expected to reach between 15,000 and
25,000 scouts which will be divided into 2 (two) camping areas, for male and
female participants. Each area will consist of 4 (four) sub-camps, with
160-180 contingents per sub-camp.
IV.​ WMSJ 2025 also opens the opportunity for scouts to join as International
Service Team (IST) to assist the organizing committee with various tasks in
organizing the jamboree.
Requirements and Conditions

I. International Contingent Requirements


1.​ Each patrol consists of 10 members, including 8 participants and 2
accompanying leaders divided according to gender.

II. General Requirements


1.​ Each participant must complete the personal registration form.
2.​ A valid travel document and visa for entering the jurisdiction of Indonesia. Be
sure to check the visa requirements for entering Indonesia based on your
country of origin. The organizing committee will provide an invitation letter to
facilitate the visa application process.
3.​ Please ensure that each participant has a Safe from Harm Certificate
obtained no later than two months before the event which needs to be
presented during the check-in.
4.​ Every international participant and leader of an international scout team is
required to pay 350 USD/person. Please note the organizing committee does
not cover any international flight tickets.

III. Special Requirements for Participant Members


1.​ Age 13 - 18 years at the time of WMSJ 2025.
2.​ Willing and able to participate in the activities of WMSJ 2025.

IV. Special Requirements for Accompanying Leaders and Service Team


1.​ Scout Leaders from National Scout Organizations, Educational Institutions,
Islamic schools, and other relevant scouting organizations.
2.​ Age 23 - 45 years at the time of WMSJ 2025.
3.​ Previous experience as a leader or an international service team in National
or International scouting activities.
Duties and Responsibilities of Accompanying Leaders
I.​ Accompany each team during the contingent's journey from departure until
return to their region/country, as well as during the participation in the WMSJ
2025 activities.
II.​ Prepare all necessary requirements for participants to take part in the WMSJ
2025 activities.
III.​ Be willing and ready to cooperate with the WMSJ organizing committee.

What are the provided facilities throughout WMSJ 2025?


The USD 350 registration fee covers several facilities for all participants which
include as follows:

III.​ Three meals a day from 8 September - 14 September 2025

V.​ Jamboree Kit including Jamboree T-shirt, Scarf, Hat, and Badge

Registration Stages
The World Muslim Scout Jamboree 2025 registration process is conducted through
an online registration form. Please refer to [Link]@[Link] cc.
international@[Link] for further assistance.

I. Stage I - Pre-Registration Reply Form


A.​ The pre-registration reply form consists of an estimated number of
participants indicating interest in participating in the World Muslim Scout
Jamboree 2025 must be completed collectively by National Scout
Organizations.
B.​ The registration form should be filled out through the WMSJ registration form,
which is available at the following link:

C.​ This stage needs to be completed no later than March 31, 2025.
D.​ The organizing committee will invite all interested National Scout
Organizations for the 1st Head of Contingent Meeting in early April 2025.

II. Stage II - Full Registration and Fee Submission


A.​ Full registration must be completed by National Scout Organizations through
the appointed Head of Contingent consisting of the complete data of the
whole national contingent through the link:

B.​ Before submitting the complete registration form of the contingent, each
contingent needs to settle the registration fee which shall be paid collectively,
and upload the proof of payment to the registration form.
C.​ Payments should be made via bank transfer to Bank Muamalat under the
name Jamboree Muslim Dunia-Panitia with account number 388.00131.39.​
For international payments, participants and accompanying should use the
swift code: MUABIDJA
D.​ Each participant, including the Head of the Contingent, Contingent
Management Team, International Service Team, Leaders, and Participants
must complete the individual registration form through the following link:

E.​ This stage needs to be completed no later than May 16, 2025.

III. Stage III - Registration Confirmation


A.​ All contingent and individual participants will receive an email from the
organizing committee confirming their registration once the registration is
verified and confirmed.
B.​ The committee will also create a WhatsApp group for all the Heads of
Contingent and accompanying leaders.
C.​ The organizing committee will invite all registered National Scout
Organizations for the 2nd Head of Contingent Meeting at the end of May
2025.

IV. Stage IV - Check In


A.​ You are expected to arrive at the Cibubur National Campsite, Jakarta,
Indonesia at least two days before 9 September 2025.
B.​ You must check in by scanning the barcode using the application at the arrival
date.
Visa Regulation
International participants need to ensure their travel documents including passports
are eligible to travel to Indonesia and observe the visa regulations. Please check
the visa requirements from your country of origin.
Those who do not have a visa can fill out the online form at the location (ONLY for
visa-free countries) and can purchase a VOA (Visa On Arrival) at the VOA counter.
VOA checks and non-electronic passports must go through the manual
immigration counter.

Arrival and Check-In Process
I.​ Pre-Check In
Each contingent must ensure that the arrival and departure information they provided
in the complete registration form is correct for smooth reception at the airport. In
case of any changes, please reach out to the appointed Liaison Officer as per the
confirmation email from the organizing committee.

II.​ Reception at Arrival Points


A.​ International Reception Zone:
●​ International participants are encouraged to wear their uniform or scarf upon
arrival for easy identification.
●​ International participants will be welcomed at Soekarno-Hatta International
Airport, Jakarta by a Liaison Officer.
●​ Airport transfer to the Cibubur National Campsite will be provided.
●​ International participants will be assisted by a liaison officer throughout the
arrival, check-in, check-out processes, and departure to their home
countries.

The committee will assist you through all the processes of the airport flow.
As you arrive at the Soekarno-Hatta International Airport, these are the steps you are
required to pass through:

III.​ Health Check Point

This area is under the full authority of the Health Quarantine Center, as a preventive
measure for diseases and risk factors at the entry points of the Republic of
Indonesia.

In this area, screening is conducted by the Health Quarantine Center for early
detection and response to diseases and risk factors.

IV.​ Immigration

Immigration document checks are done either through the auto-gate or manually at
the counter by immigration officers.

Non-electronic passports and VOA cannot go through the auto-gate, they must go
through manual counter-checking by immigration officers.

V.​ Baggage Collection

There are 6 baggage claim belts at International Terminal 3. You can claim your
baggage depending on your flight numbers.

VI.​ Customs Declaration

After collecting baggage, international participants are required to fill out a customs
declaration form. The baggage will be checked according to the filled form.

VII.​ Arrival Lounge

Arrival Lounge is an indoor waiting area that is quite comfortable for participants.
While waiting for your liaison officers to pick you up. There are several facilities such
as a money changer, SIM card registration, and others.
VIII.​ Pick-Up Point Transport

The liaison officers will be assisting the international participants with their airport
transfers.

On-Site Check-In Process

I.​ Station 1 - Document Verification


●​ The Head of Contingent submits their unique registration codes.
●​ The committee verifies documents such as participant ID.
II.​ Station 2 - Participant Package Distribution​
Participants receive:
●​ Participant ID card with QR code.
●​ Jamboree Kit and Guidebook.
III.​ Station 3 - Briefing Session
●​ Important information about the schedule, activity zones, and safety
regulations is shared.
●​ Participants are guided to accommodation areas based on their group or
country.
IV.​ Finalizing Check-In
●​ The organizing committee ensures participant data is recorded in the central
system.
●​ Participant ID cards grant access to all facilities during the event.
●​ The International Participants will be directed to their tents.
Check-Out Procedure
I.​ Check-Out Preparation
Participants are required to report their departure plans (transportation schedule) to
the organizing committee via an online form or directly at the information desk at
least one day before check-out.
●​ The organizing committee will prepare logistics, such as shuttle buses or
group departure coordination.
II.​ Check-Out Process
Participants are expected to be at station 1 for five hours and three hours at the
airport before their take-off time.
Station 1: Participant Verification
●​ Participants hand in their ID cards to be scanned.
●​ The committee ensures all participant belongings (luggage, documents) are
complete.
Station 2: Administrative Completion
●​ Participants return borrowed equipment, such as camping gear (if applicable).
●​ The committee provides departure documents (e.g., transportation tickets).
III.​ Departure Zone
Participants are directed to:
●​ Shuttle buses to the airport/station.
●​ Designated private/group pick-up points.
IV.​ Departure Confirmation
●​ The organizing committee monitors participants' departures until they reach
their main departure points (airport/station).
●​ Departure statuses are recorded in the central system for archiving.

Getting Prepared Note


Weather ●​ The average daily maximum is 34°C max day temperature,
with 25°C min night temperature. It usually rains late in the
afternoon.

Wi-Fi ●​ Wifi will be provided in certain areas at the campsite.


●​ If you wish you could purchase a prepaid SIM card from the
airport at your own cost.

Access ●​ Access to the campsite or the city center is easy. Public


transportation including train and online transportation is
easily accessible to access the city.
●​ A shopping mall is available in front of the campsite with
restaurants and fast food chains surrounding the campsite.
Currency ●​ The rupiah (symbol: Rp; currency code: IDR) is the official
currency of Indonesia, issued and controlled by Bank
Indonesia.
●​ For information on currency conversion, 1 USD $ is equal to
Rp 16.200.

Power ●​ The standard voltage throughout Indonesia is normally 230


V and with a standard frequency of 50 Hz. If you’re from the
UK, Europe, Australia and most of Asia or Africa, most of
your phones, laptops and other gadgets could be charged
like normal. However, if you come from countries like the
United States, Canada, and most South American countries,
the range of voltage differs here in Indonesia.
●​ Charging it like normal is possible, but only for a short time
and with a few risks. So you should consider buying a
voltage converter instead.
●​ Most power plugs and sockets in Indonesia are type C and
F. This plug is the 2-pin socket and plug design which is the
standard European plug.
