lI. MATTERS INVESTIGATED:
6. To determine the facts and surrounding of the Rape Incident, which involving
the victim identified as Nicolle Langomez y Bagcal, 17 years old, Filipino, single, and a
resident of Brgy.11 San Juan Laoag City, Ilocos Norte committed at the place as stated
above, on about 7:30 PM on January 15, 2025.
7. To determine the degree of criminal liabilities committed by the suspect
Denmark Agcerano y Bangi, 36 years old, single, and a resident of Brgy. 11 San Juan,
Laoag City, Ilocos Norte.
III. FACTS OF THE CASE:
8. At about 7:30 PM, January 15, 2025, this station received a report regarding a
Rape Incident that transpired in Brgy. 8, Santiago, Laoag City, Ilocos Norte. First
responders verified the report and immediately proceeded to the said location.
9. Investigation conducted disclosed that the victim identified as “Nicolle”, 17 years
old, Filipino, single, and a resident of Brgy. 11, San Juan, Laoag City, Ilocos Norte, was
offered a ride by his uncle the suspect Denmark Agcerano y Bangi, 36 years old,
Filipino, single, and a resident of the same barangay where the incident occurred. The
victim, being familiar with the suspect whom she considered her uncle, willingly
accepted the offer. Instead of bringing the victim to her intended destination, the
suspect drove to an abandoned house in Brgy. 8, Santiago, Laoag City, where he
forcibly dragged the victim inside, covered her mouth, and raped her.
10.That on or about 2:00 PM of January 17, 2025 in Laoag City, Ilocos Norte, the
mother of the victim CRISTINE LANGOMEZ y BAGCAL, 44 years old, married, a

resident of the stated above place, personally appeared in this station and submitted
her Complaint-Affidavit, prior referral to the Office of Provincial Prosecutor, Marcos Hall
of Justice, Laoag City. In the Sworn Statement of COMPLAINANT CRISTINE
LANGOMEZ y BAGCAL, mother of the victim, she narrated that her daughter
immediately told her of the incident and that they proceeded directly to this station to
report and seek justice. (Tab “C”)
11. At about 10:00 AM, January 16, 2025, the victim underwent medical
examination including genital examination at Laoag City General Hospital, which
confirmed there are presence of wounds, strangulation marks and vaginal penetration.

12. On or about January 23, 2025, the suspect voluntarily surrendered to the
Laoag City Police Station and was immediately booked and subjected to custodial
investigation. The arresting officers executed an Affidavit of Arrest against the suspect,
DENMARK AGCERANO y BANGI, documenting the circumstances of his surrender and
arrest. (Tab “E”)
13. A case of Rape, as defined under Article 266-b of the Revised Penal Code in
relation to R.A. 8353, was referred to the Office of the City Prosecutor, Laoag City, for
proper disposition under NPS Docket No. I-01-INQ-24A-2025. (Tab “F”)
IV. DISCUSSION
14. The investigation revealed that the suspect, Denmark Agcerano y Bangi, took
advantage of his familiarity with the victim, Nicolle Langomez y Bagcal, wherein the
victim immediately reported the incident to her mother and the authorities, leading to the
prompt filing of a complaint. The physical evidence, medical findings, and the sworn
statements of the victim and her mother strongly establish that the suspect committed
the crime of rape.
V. CONCLUSION
15. After a thorough review of all gathered evidence and medical findings,
probable cause exists to charge Denmark Agcerano y Bangi with Rape, under Article
266-b of the Revised Penal Code, in Relation to Republic Act 8353.
VI. RECOMMENDATION
16. WHEREFORE, in the view of the foregoing, the undersigned respectfully
recommends that this case be considered solve and closed.
