NOTICE INVITING TENDER (NIT) FOR THE WORK
“Supply, Installation and Commissioning of Online Continuous Effluent
Monitoring System (OCEMS) with O&M and data transfer for 5 Years at the
outlet of 40 MLD STP, Bhatra, Sambalpur”

The General Manager, WATCO Project Division, Sambalpur on behalf of Governor of Odisha invites
Item Rate Bids through e-Procurement in conformity with the terms and conditions of the Detailed Tender Call
Notice (DTCN) in single Bid system from qualified bidders who are recognized manufacturers [approved by
USEPA/TUV/BIS/ISO/MCERT] or authorized representatives of the manufacturer. Bidders, either independently or
in collaboration with an Operations and Maintenance (O&M) partner, must fulfill the stipulated qualifying
requirements outlined later to participate in the tender. Bidders are required to provide satisfactory evidence to
demonstrate their compliance with the qualifying requirements. Eligible bidders for the below work criteria as
stated hereunder and other detailed qualifying requirements given in the DTCN to be eventually drawn up in the
Standard Contract Form of Odisha PWD. The bid should be submitted on-line in the website
[Link] by eligible bidders. The bidders should have the necessary Portal Enrolment (with his
own Digital Signature Certificate). Contractors registered elsewhere but not registered with Government of Odisha
can also participate in the e-procurement after necessary enrolment in the portal but have to subsequently
register themselves with the appropriate registering authority of the State Government before award of work /
signing of the Agreement as per prevalent registration norms of the State.

2. Mode of Submission of tender: Tender should be submitted online in
[Link].
3. The bidders desirous to participate in bidding must possess compatible Digital
Signature Certificate of Class-II or Class-III and should follow the changes/
modifications/ addendum to DTCN if any.
4. The bidder should be making payment through online receipt towards Tender Paper
Cost and EMD. No off line receipt of Tender Paper Cost and EMD will be allowed in e‐
procurement portal of Government of Odisha.

6. The Bidder should have not been black listed by any Govt./ Govt. Undertaking on the bid
opening date. Self-declaration certificate by Bidder in the form of Affidavit is to be submitted.
7. The bid for the work shall remain valid for a period of 120 (one hundred twenty) days from
the date of opening of Bid. If any Bidder/ Tenderer withdraws his bid/ tender before the said
period or makes any modifications in the terms and conditions of the bid, the said earnest money
shall stand forfeited
8. Bids from Consortium/ Unincorporated Joint Venture is not acceptable.

10. All amendments, time extension, clarifications etc. will be uploaded in the website only.
