About CGHS
The Central Government Health Scheme (CGHS) is a comprehensive health care programme of
the Government of India under the Ministry of Health and Family Welfare. Launched on 1st July,
1954, it provides medical services and facilities to the employees, pensioners, and their
dependents of the Government of India. With the growing number of beneficiaries and the
increasing complexity of healthcare needs, CGHS has become a vital system for ensuring timely
and efficient healthcare delivery.

Objective
The objective of this user manual is to provide detailed instructions and guidance to applicants
on how to use the eShushrut Health Information Management System to use for a CGHS
(Central Government Health Scheme) Dispensaries. This manual aims to ensure a seamless
application experience by describing the step-by-step process for various pharmacy features
and highlighting key functionalities of the system.

Salient Features:

Role-Based Login: Different stakeholders (CMO I/C, AD, MSD Pharmacist, Store In-Charge, ALC)
access specific pharmacy functions.

Store incharge – Monitors stock, raises indents for medicines below threshold, and manages
annual drug demands.

CMO I/C (Chief Medical Officer In-Charge) – Oversees pharmacy operations, ensures
compliance, and approves critical decisions.

ALC (Authorized Local Chemist) – Supplies medicines that are not available in CGHS
pharmacies and issues prescribed drugs.

Counter1 (MSD - Medical Store Depot) – Dispenses general medicines to patients based on
valid prescriptions.

Counter2 (ALC - Authorized Local Chemist Counter) – Handles medicines sourced from
authorized local chemists.

Counter3 (Restricted/Imported/STC Drug) – Issues restricted, imported, or special category


medicines.

MSD Officer – Supervises stock levels, ensures timely replenishment, and audits drug
distribution.

Stakeholders
CGHS stakeholders are broadly divided into two categories:

Direct Stakeholders: Beneficiaries (Central government employees, pensioners, and


dependents), Store incharge,cmo incharge,Pharmacists,MSD Officers, Authorities Local
chemists, and CGHS administrative staff, who directly interact with the system for delivering and
managing healthcare services.

Indirect Stakeholders: Empaneled healthcare organizations (hospitals and clinics), National


Health Authority (NHA), government departments, external applications (like Digilocker, PHR
apps, other HIS systems, etc.), and technology/service providers that support and interact with
the CGHS system for claims, data management, and service delivery.

Login Process

Step 1: Click on the CGHS Web Application link provided for you.The following page will appear
and click on Login.

Step 2: Enter the login credentials as illustrated and click Login to proceed.

Single stock entry :

●​ In single stock entry (drug inventory) the user can enter the stock of drugs one at a time ​

Step 1: After clicking on Drug Inventory(Single Stock Entry), the following page will appear,
displaying the Stock Ledger, which contains a list of previously entered drugs. To add new stock,
click on Add. ​

Step 2 : Upon clicking Add, a new page will appear. Fill in the required data and click Save to
complete the entry. ​

Multiple stock entry​:

●​ In stock upload the user can upload more than one drug at a time by using upload excel ​

●​ The user has to create an excel sheet for the list of drugs which has to be upload.
Sample file can be downloaded from the portal.​]

●​ By clicking on choose excel the user can select the excel sheet and by clicking on view
stock the list of drugs will be displayed as shown above .​

●​ By clicking on upload excel the list of drugs will be uploaded successfully

Indent Generation :

In Indent generation, the user can raise an indent request to the upper store. If any drug is below
the threshold and those drugs are available in upper store then they can raise indent​

Step 1: After clicking on Indent Generation, the corresponding page will open, displaying the list
of requested drugs along with their status and action buttons.

Step 2: To generate a new indent, click on the Generate button. The next page will appear, where
you need to fill in the required details, click Go, select the necessary drugs, and save the
data.The indent will be raised successfully.

Issue Acknowledge Desk :

After receiving the drugs from the upper store, the Store In-Charge must acknowledge the
received drugs.

Step 1: Click on Issue Acknowledge Desk to open the corresponding page, which displays the
list of drugs with statuses marked as Closed or Acknowledge Pending.

Step 2: In the Action column, click on Acknowledge to proceed. The acknowledgment page will
be displayed, where the user can enter the received drug quantity. If there is any shortage or
breakage, the user can mention the quantity, provide remarks, and click Save to complete the
process.

1. What is the format to prepare the excel sheet for multiple stock entry?

We have provided 3 downloadable files to get help for preparing the excel sheet for multiple
stock entries.

●​ Sample: A blank excel sheet with headings.


●​ Drug Details: Contains item code and item name.
●​ Demo: A filled sample demo file to refer to.

2. How can I view summaries of different sections?

We have provided a ‘Report’ function in every section to view reports and detailed summary.

3. Can I edit multiple stock entry excel files after uploading?

No, once the file is uploaded, it cannot be edited.

4. What is the role-based login in the system?

Role-based login means that each user accesses specific pharmacy functions based on their
role. For example:

●​ Store In-Charge: Manages stock and raises indents.

●​ CMO In-Charge: Oversees pharmacy operations.

●​ MSD Officer: Supervises stock levels.

●​ ALC: Issues medicines sourced from local chemists.

This ensures that each stakeholder only has access to the features relevant to their role.

5. How do I ensure compliance with pharmacy operations in CGHS?

Compliance is ensured by adhering to the guidelines set for each role. The CMO In-Charge
oversees pharmacy operations and ensures that all processes, including stock management
and dispensing, are conducted in compliance with CGHS regulations.
